    SUMMARY: In collaboration with the Emergency Management Coordinator, the Assistant Emergency Management Coordinator supports the development, implementation and maintenance of emergency management programs, plans, and operational capabilities designed to enhance preparedness, response, recovery and resilience. This position assists with emergency planning, public information, situational awareness, crisis communications, critical infrastructure coordination, and community outreach activities. The Assistant Emergency Management Coordinator serves as a key contributor to both preparedness activities and emergency operations, providing support and proactive problem-solving skills while helping to ensure timely information sharing, logistical coordination, effective stakeholder engagement and operational readiness.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Planning and Preparedness:
    • Assist in the development, review, maintenance, and update of emergency management plans, procedures, emergency support functions, incident/event action plans, and supporting documentation.
    • Conduct research to support hazard analysis, risk assessments, operational activities, and planning.
    • Assist in the assimilation of information and the process of developing hazard mitigation, continuity of operations and resiliency plans and projects.
    • Support ongoing actions within the call center and provide supervision, guidance, information coordination, and assistance as needed.
    • Assist with the processing of the STEAR (State of Texas Emergency Assistance Registry) data including collection, verification, and secure dissemination.
    • Maintain departmental web pages and social media accounts including preparedness initiatives, community engagement and outreach.
    • Support maintenance and testing of mass communication systems, including the development of emergency alerts and notifications.
    • Produce preparedness educational materials for community outreach initiatives including visual content and presentations.
    • Assist with the development and maintenance of whole community relationships and outreach.

    Emergency and Disaster Response:
    • Support emergency response actions and large-scale events as needed, including timeframes outside normal office hours in collaboration with leadership, first responders, and assisting city departments.
    • Monitor and support logistical needs in coordination with local, state, and federal partners.
    • Coordinate and assist with volunteer management as needed during emergencies and disasters.
    • Collect, analyze, verify, and disseminate critical information to support decision-making during emergencies, preparedness activities, and special events.
    • Continually monitor ongoing incidents, large scale events, emerging threats, weather, public health concerns, and critical infrastructure.
    • Assist with activities, documentation, status reporting and coordination in the Emergency Operation Center or Incident Command Post as needed.
    • In collaboration with Incident Command and the Public Information Officer, support crisis communications across multiple internal and external platforms to ensure a common message and operational picture.
    • Maintain personal readiness in anticipation of rapid response and potentially prolonged deployment to emergencies, disasters, and all types of hazards.

    SUPERVISORY RESPONSIBILITIES:

    Management of the Emergency Operations Centers during events and incidents requiring activation as delegated by the Emergency Management Coordinator. Supervise the non-emergency Call Center and employees in collaboration with the Emergency Management Coordinator.

    Minimum Requirements:
    • Bachelor’s degree in emergency management, communications, public administration, Homeland Security, or a related field; or equivalent combination of education and experience.
    • Experience supporting emergency management, critical infrastructure, disaster response, crisis communications, community outreach, public health, or related programs.
    • Experience with website content management systems, mass notification systems, social media management, and digital communications platforms.
    • Experience developing written communications, graphic design materials, community outreach presentations, and public-facing information products.
    • Knowledge of emergency management principles, disaster response operations, and crisis communications.
    • FEMA Professional Development Series and Incident Command System training preferred.
