THE POSITION

The City of Fresno is currently recruiting for the Sanitation Supervisor position. Under direction, the incumbent plans, coordinates, assigns, participates in and supervises the day-to-day operation and maintenance of the City's solid waste, sanitation or street sweeping programs. A Sanitation Supervisor also plans and executes programs and measures designed to enhance service, prevent service interruption, protect capital investment, meet grant requirements, meet customer needs, and other goals and objectives.
The ideal candidate will be knowledgeable in the materials, methods, practices, and equipment used in the assigned operation, as well as skilled in the safe operation of heavy-duty trucks, hydraulic equipment, and other equipment. Sanitation Supervisors train staff, ensure adherence to policies and work methods, as well as manage time and labor activity. Incumbents must have strong computer skills, possess the ability to prepare accurate reports and communicate effectively orally and in writing. Other duties include ensuring timely response and investigation of accidents, property damage, and public inquiries. Incumbents may be required to work evenings, holidays, and weekends, as part of a regular work schedule. The Solid Waste Division Field Services section operates seven days a week, using 5 days a week, 8-hour shifts.
There are currently two vacancies in the Department of Public Utilities-Solid Waste Management Division, Field Services operational sections, supervising staff in the Litter Control, Operation Clean-Up and Beautify Fresno programs. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months .
THE DIVISION
The Solid Waste Management Division is responsible for the weekly collection of municipal solid waste, recyclables, and green/organic waste from more than 113,000 residential customers producing approximately 1,046 tons of material each collection day., manages franchised commercial solid waste, transfer station, and recyclables contracts and ensures SB 1383 compliance.
The Division oversees recycling programs, outreach efforts, and various daily services ranging from Beautify Fresno, Homeless Assistance Response Team, Operation Clean-Up and litter control duties to Contract Management of over 25 franchises and non-franchise agreements. The division is also responsible for long range planning and contract development for disposal, manages franchised commercial solid waste, transfer station, and ensuring SB 1383 compliance with recyclables contracts and organics programs.

THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination.
Graduation from an accredited college or university with an Associate’s degree or possession of SWANA Technical Certification in Integrated Solid Waste Systems Management;
AND
Three (3) years of progressively responsible experience in the operation and maintenance of a community solid waste system or three years of responsible full-time work experience in receiving, distributing or logistics operations in a warehouse, commercial environment or public facility.
Additional qualifying experience may be substituted for the required college education on a year for year basis.
If qualifying with a degree or accredited college or university credits, you must attach a copy of the degree or transcripts. Applications lacking this documentation may be rejected.
Possession and continued maintenance of a valid class "C" California Driver's License or equivalent is required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
Must obtain and maintain a SWANA Technical Certification in Integrated Solid Waste Systems Management within twelve (12) months of assignment.
The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.
THE EXAMINATION PROCESS
The examination process may consist of the following:
APPLICATION REVIEW - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
ORAL EXAM - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate's knowledge of the sanitation industry, safety management, or other topics related to a candidate's training, experience and qualifications for the position of Sanitation Supervisor. Candidates must achieve a passing score to qualify for the eligible list.
The oral examination has been tentatively scheduled for the week of July 6, 2026.

VETERAN PREFERENCE REGULATIONS
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.

HEALTH REIMBURSEMENT ARRANGEMENT (HRA)
Eligible retirees can use the remaining Sick Leave balance, in excess of 240 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.
RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
