    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION:

    Performs routine to moderately complex (journey-level) computer programming work including interacting closely with project management and customers to develop requirements, design, build and maintain custom web applications. The focus for this position will be on development of business applications in a low code environment like ServiceNow. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Sixty semester hours from an accredited college or university.

    Experience:

    One year of full-time experience developing business applications using a low-code platform such as Microsoft Power Apps, Power Automate, or a comparable tool.

    Licensure:

    Must possess valid state driver's license upon hire.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of business application development experience may substitute for 30 semester hours of the required education, with a maximum substitution of 60 semester hours.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree in Computer Science, Computer Engineering, Information Systems, or related field.

    Experience:

    Experience developing applications using Microsoft Power Apps (Canvas and/or Model Driven).

    Experience building workflows and process automation using Power Automate.

    Experience with Microsoft 365, SharePoint Online, and Azure services.

    Experience with version control systems such as Azure DevOps or Git.

    Experience working with Dataverse or basic data modeling.

    Experience with Power BI and Power Query.

    Experience with JSON, REST APIs, or connecting to external data sources.

    Licensure:

    Microsoft Power Platform certifications (e.g., PL 100, PL 200).

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of Power Apps development (Canvas and Model - Driven) and Microsoft Power Platform components (Power Automate, Power Pages, Dataverse, premium and custom connectors).

    Knowledge of current technological trends in the Microsoft Power Suite and modern low - code development.

    Knowledge of architectural concepts for performance and security.

    Knowledge of unit testing frameworks.

    Knowledge of developing secure applications using Microsoft Power Suite tools.

    Knowledge of accessibility requirements and developing applications for compliance with Section 508 of the U.S. Rehabilitation Act.

    Knowledge of Agile, Iterative as well as Waterfall.

    Skill in developing and maintaining custom web and mobile applications using the Microsoft Power Platform.

    Skill in developing canvas and model driven applications in Power Apps.

    Skill in using Power Automate to support Power Apps design and delivery.

    Skill in developing reports in Power BI.

    Skill in data modelling and writing basic SQL for relational databases.

    Skill in using a version control software like DevOps or GitHub.

    Skill in scheduling and process automation.

    Skill in working through technical challenges, learning objectives, and troubleshooting issues during development.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Skill in managing several projects simultaneously, prioritizing tasks and meeting deadlines.

    Skill in participating in sessions for requirement gathering.

    Skill in using MS Word, Excel and Outlook.

    Skill in effective verbal and written communication.

    Ability to design basic application logic, forms, and workflows in low code environments.

    Ability to assist with preparing specifications for Power Apps or related components.

    Ability to support app building, testing, and debugging activities.

    Ability to work independently with minimal supervision.

    Ability to perform detailed and accurate work.

    Ability to maintain flexibility while working with frequent interruptions and shifting priorities.

    Ability to follow established standards and processes for software development.

    Ability to perform the steps required in the System Development Life Cycle (SDLC).

    Ability to analyze requirements and contribute to solution design.

    Ability to troubleshoot issues and perform root cause analysis.

    Ability to process information logically and document findings.

    Ability to participate in requirements - gathering activities with the team.

    Ability to help ensure applications meet accessibility requirements (e.g., Section 508, U.S. Rehabilitation Act).

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS:

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime as necessary.

    Required to provide after-hours support as needed.

    Required to pass a national fingerprint-based background check to maintain employment.

    Applicants must be legally authorized to work in the United States and maintain that authorization throughout employment.

    Must conform to TPWD dress and grooming standards, work rules, and safety standards.

    May be required to operate a State vehicle.

    Required to travel 5% with possible overnight stays.
