    Responsibilities

    The Acquisition Process Secretariat SME provides guidance and support to the organization within the Secretariat team which manages the execution of select space acquisition information and decision-making forums. This support includes but is not limited to the review and coordination of acquisition documentation to ensure milestone pathways accord with statutes and regulations; staff training on organizational responsibilities; managing acquisition oversight meetings such as acquisition strategy panels, acquisition review boards, configuration steering boards and the space acquisition council; developing repositories of key acquisition documents; and recommending best practices for enabling mission accomplishment.

    • Serving within the Secretariat team to manage information on space acquisition activities, issues and events enabling the organization to make timely, relevant and informed decisions.
    • Advising program executive officers and program managers on Air Force space and Department of Defense (DoD) acquisition processes, to include requirements, deliverables, timelines, coordinating organizations and best practices for acquisition success.
    • Creating weekly briefings on upcoming program acquisition events and decision forums for leadership awareness. Briefing is used by leadership to determine representatives at space acquisition meetings, program reviews and decision forums. Beyond upcoming events, the briefing also includes Middle Tier Acquisition transition plans, upcoming milestones and decisions, acquisition decision memoranda, key contracting documents and upcoming contract awards.
    • Consolidating information for inclusion in the Weekly Activities Reports so that internal and external organizations are informed of activities and deliverables.
    • Informing leadership of upcoming acquisition events to ensure awareness of space acquisition activities, events, meetings and reviews.
    • Creating reports to Congress for the Space Acquisition Council (SAC). Directed by statute, these reports inform the legislative branch of SAC engagements. After writing and coordinating their content, secretariat staff shepherds them through two-letter coordination and into the signature process.
    • Managing the Secretariat SharePoint and Intelink sites for completeness, quality control and rapid retrieval of SAC documentation and Acquisition Decision Memorandums (ADMs). Repositories additionally include ASP, ARB, CSB and other key acquisition decision and event information.
    • Directing the monthly meeting of the Space Acquisition Council which receives briefings on key issues facing US Space Force (USSF), US Air Force (USAF), DoD and Intelligence Community space leaders. Chaired by the Assistant Secretary of the Air Force for Space Acquisition and Integration(ASAF (SA&I)), its statutory members include the Under Secretary of the Air Force; the Assistant Secretary of Defense (ASD) for Space Policy, the Director of the National Reconnaissance Office, the Chief of Space Operations and the Commander of USSPACECOM. Briefings provide detailed information on space requirements, programs, policies, acquisitions, threats, capabilities, technologies, architecture, commercial and investment priorities. The SAC management process requires focused attention to security, membership, attendance, seating, minutes, follow-on actions, Congressional Reporting Requirement input and database updates.

    • Active Top-Secret clearance with SCI eligibility
    • Working familiarity with typical HQ staff packages and documentation to include Electronic Staff Summary Sheets (eSSS), "buckslips", memoranda, and official letter correspondence.
    • Working familiarity with standard HQ task and correspondence coordination tools to include Task Management Tool (TMT), Enterprise Task Management System (ETMS-2), and Correspondence and Task Management System (CATMS).
    • Proficiency with using Microsoft Office and other standard computer applications.
    • Experience working successfully with senior executives at multiple organizational levels.
    • Experience fostering stable and productive working relationships that communicate expectations and promote cooperation.
    • Experience communicating effectively and concisely using a variety of styles and techniques appropriate to the audience.
    • Ability to work collaboratively with personnel at all levels of the organization.
    • Exemplary writing and editing skills with strict attention to detail.
    • Ability to adapt to rapidly adjust to changing work environments while maintaining high levels of performance and support.
    Desired Skills:
    • Familiarity with Defense Space and National Security Space in the areas of policy, strategy, requirements, capabilities, architectures, programs, acquisition, and operations.
    • Familiarity with civil, commercial and international space capabilities.
    • Experience with AFSPC, SMC, NRO, NASA, NOAA.
    Education
    • Master's Degree and 25-30 years of relevant work experience in space strategic planning, programs, budgets and acquisition.

    Bachelor's degree required, preferably in math, engineering, business, or the sciences.
