Summary
Under limited supervision, this position coordinates hearings, manages lien reduction processing, oversees data and recordkeeping functions, and supports the overall administrative operations of the Code Enforcement Division. Works closely with officers, legal staff, and other departments to ensure procedural compliance, customer service, and efficient workflow. Supervises administrative staff and assists in maintaining the overall effectiveness of the division.
DUTIES AND RESPONSIBILITIES (which are not in any hierarchical order)
1.Coordinates, implements, and oversees all administrative aspects of Code Enforcement Hearings, including the preparation of agendas, case files, and meeting materials; serves as the official hearing clerk by providing full administrative support at the dais, documenting actions and outcomes, and taking meeting minutes.
2.Ensures accurate preparation, processing, and distribution of hearing-related documents, including orders, findings, and lien releases; maintains and archives official records in compliance with public records laws and applicable legal standards.
3.Manages the lien reduction process from intake through hearing preparation, including research, file assembly, and coordination with code officers and legal staff.
4.Conducts comprehensive property research to confirm ownership, zoning, lien status, and violation history, supporting routine code cases and chronic nuisance enforcement.
5.Supervise assigned administrative staff, overseeing task distribution, workflow management, and quality control while ensuring adherence to rules, policies, and procedures.
6. Ensures a high standard of customer service by responding to inquiries, providing timely status updates, explaining code enforcement procedures, resolving concerns, and escalating complex or unresolved issues as appropriate.
7.Prepares and analyzes reports and visual summaries for leadership, including enforcement activity, compliance rates, and operational metrics.
8.Manages and participates in special projects, division-wide process improvements, and the implementation of procedural changes to support overall operational effectiveness.
9.Coordinates across departments (e.g., Legal, Planning and Zoning, Building, Public Works) to support code enforcement actions and resolution strategies.
10.Performs other related duties as assigned.

Qualifications
Bachelors degree from an accredited college or university in public administration, urban planning, legal studies, business, or a related field (education will be verified using the Education Requirements listed below) and five (5) years of progressively responsible administrative experience, is required. Three (3) years supporting code enforcement, planning, zoning, legal, or regulatory compliance functions, highly desirable.
A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.
Alternative requirements:
High school diploma or GED (education will be verified using the Education Requirements listed below) and nine years (9) years of progressively responsible administrative experience, is required. Three (3) years supporting code enforcement, planning, zoning, legal, or other regulatory compliance functions, highly desirable.
A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.
