    TPWD MISSION

    GENERAL DESCRIPTION

    Under the direction of the agency's Procurement Director, this position performs advanced (senior-level) contract administration work in support of the agency divisions contract needs to include developing and managing research and cooperative contracts with state of Texas agencies, institutions of higher education, other states, federal agencies, and non-profits. The Contract Administration Manager provides leadership and direction to the Two-Party Contract team responsible for the administration of various services contracts. Responsibilities include supervising and mentoring the Two-Party Contract team while performing duties. Develops and implements procedures, training, and process improvements to promote consistency, efficiency, and accountability within the Two-Party Contract team. Serves as a liaison with internal/external customers to ensure contracts and amendments are consistent with program, legal, and fiscal requirements. The ideal candidate will be an effective communicator and critical thinker with demonstrated experience managing teams, administering complex contracts and driving excellence in a fast-paced environment. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Financial Resources Division, Agency, and Federal rules, regulations and procedures.



    Qualifications:

    Education:

    Graduation from an accredited college or university with a Bachelor's degree and major course work in business or public administration, or related field.

    Experience:

    Four years of experience with contract development, contract administration, contract management, contract monitoring, contract evaluation, or financial auditing;

    Two years of supervisory or managerial experience overseeing staff in procurement, contract management and related functions.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Must possess Certified Texas Contract Manager;

    Must possess or be able to obtain, within 30 days of employment, a valid state driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required certifications and licenses.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of the required experience in contract development, contract administration, contract management, contract monitoring, contract evaluation, or financial auditing may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.

    PREFERRED QUALIFICATIONS:

    Experience:

    Five or more years of experience in state of Texas contract administration to include management of complex and multi-million dollar procurements;

    Experience training and supervising staff involved in public procurement or contract administration activities;

    Demonstrated experience overseeing all phases of contracting from development through negotiation, award, administration, and close-out;

    Experience administering complex contracts in accordance with the Texas Procurement and Contract Management Guide and applicable statutes;

    Experience applying the Texas Grant Management Standards and Code of Federal Regulations.

    Licensure:

    Certified Texas Contract Developer.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of state and federal laws, rules, and regulations governing public procurement and contract administration, particularly for inter-agency, inter-local, memorandum of agreement, and non-profit;

    Knowledge of policies and procedures of contract administration and management;

    Knowledge of business administration and accounting principles and practices;

    Skill in leadership, supervision, and team development, including the ability to train, coach, and evaluate staff to achieve program goals;

    Skill in interpreting complex policies and legal requirements, analyzing data, and developing process improvements;

    Skill in negotiation, conflict resolution, and effective communication with internal and external stakeholders;

    Skill in mediating and resolving contract administration disputes and claims;

    Skill in effective verbal and written communication;

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

    Ability to write and edit contracts, requirements, specifications, and related correspondence;

    Ability to identify, and mitigate risks, ensure compliance, and maintain consistency and transparency in contracting activities;

    Ability to interpret, evaluate, and develop policies, procedures, and regulations;

    Ability to provide guidance and assistance to division staff;

    Ability to manage multiple reporting requirements;

    Ability to exercise independent judgment and decision-making with little or no supervision;

    Ability to assign and/or supervise the work of others;

    Ability to manage multiple priorities and make sound, informed decisions under limited supervision;

    Ability to work as a member of a team;

    Ability to work under stressful conditions;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS:

    Required to work 8:00 a.m. - 5:00 p.m., Monday - Friday.

    Required to work overtime as necessary.

    Required to travel 5% with possible overnight stays.

    Required to conform to dress and grooming standards, work rules and safety procedures.

    Non-smoking work environment in State buildings and vehicles.
