    PURPOSE:

    Under the general direction of the Associate Vice President (AVP) for Facilities Management, the Director provides leadership and management of the Facilities Maintenance, Operations & Utilities Team, and plays a critical role in ensuring that the campus environment is clean, safe and well-maintained

    This position is accountable for the oversight of a diverse and broad range of specialized and general trades, labor, and operations employees, which include building maintenance workers, carpenters, electricians, locksmiths, painters, plumbers, metal workers, auto mechanics, HVAC and systems controllers, laborers, mail services, and warehouse workers. The incumbent also directly supervises the associate directors of maintenance and operations, energy and utilities, and logistical services. This position is responsible for the oversight and execution of the custodial, grounds, pest control, waste management, and elevator contractual services.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following :
    LEADERSHIP AND PEOPLE MANAGEMENT
    Supervises and mentors maintenance, operations, and utilities team staff. Establishes expectations, goals, and objectives for the unit. Evaluates and prioritizes work assignments and associated financial resource allocation. Evaluates employee performance, and develops staff. Cooperates with other Directors and Associate Directors within Facilities Management and across campus, sharing assigned resources to maximize overall departmental capabilities and productivity. Interfaces with customers relative to pending work requests to clarify scope and schedule. Uses sound judgment in prioritizing work, seeks management guidance on questionable or particularly challenging requests. Keeps campus leadership informed of projects and scheduled work.

    Works with the Associate Vice President to develop and implement policies and procedures. Serves as the campus administrator and the liaison to the Chancellor’s Office in the coordination of programs/projects with the CSU system Office of Capital Planning, Design, and Construction as it relates to Facilities Operations. Manages the recruitment, selection, development, and evaluation of assigned personnel. Provides day-to-day supervision to the associate directors that manage the skilled trades assigned to the maintenance, operation, repair or replacement of HVAC (heating, ventilation, air conditioning), refrigeration, plumbing, domestic water, sanitary sewer, storm drainage, electrical, wall systems and roofing. Reviews workload levels and coordination effectiveness between project manager, administrative services, and skilled trades, ensuring timely task/project completion, achievement of preventive maintenance goals, and delivery of quality services.
    FACILITIES MAINTENANCE & OPERATIONS
    Develops, implements, and maintains a building management program for university buildings and facilities. Ensures that services are ongoing and provided in the most effective and efficient manner. Develops a service model that is focused on user experience, technology future-focused operations, and a proactive maintenance approach. Establishes a quality assurance program using benchmarks and performance metrics to measure progress. Coordinates facilities activities with other University divisions, colleges, and departments. Ensures compliance with OSHA, building code, fire codes, applicable local ordinances, federal and state requirements. Oversight and management of CMMS system.

    Assists the AVP in the development and implementation of policies and procedures associated with all aspects of operating the physical plant. Coordinates and communicates with Campus Executive Leadership, appropriate department heads, Deans, other Facilities Directors within the CSU system and with the Chancellor’s Office. Consults with campus administration on issues related to maintaining the physical plant. Provides timely and accurate written and oral reports as required. Works with other departments such as Information Technology, to complete preventative maintenance, deferred maintenance, and minor capital outlay projects appropriate for in-house trades or maintenance contractors. Coordinates and supports the Campus Planning & Development team related to capital projects and improvements to infrastructure, building systems improvements, and major maintenance/deferred maintenance work that may require design drawings, permits, and inspections.
    UTILITIES
    Oversees utilities operations, maintenance, and capital renewal with support from the Associate Director of Utilities. May work directly or indirectly with utility providers including PG&E or Marina Coast Water District, for example, to troubleshoot utilities issues. Supports and advises Campus Planning & Development team related to capital projects and improvements to utilities infrastructure.
    BUDGET
    Manages the financial resources allocated to facilities maintenance, operations and utilities. Monitors recurring operating and annual capital budget allocations to manage expenditures in a fiscally responsible manner. Assists the AVP with multi-year operating budget planning and strategic planning process, including the development and implementation of short and long-term goals and objectives.
    CONTRACTUAL SERVICES
    Serves as the contract administrator for the institution, overseeing contracted services including Custodial, Landscaping, Waste Management, JCI Fire/Life Safety Inspections, and Elevator Services to ensure compliance with university administrative policies, procedures, and contract agreements. Reviews and approves proposals for work not covered under existing contracts and ensures contractors meet established university standards. Holds contractors accountable to the terms and obligations outlined in their agreements. Works in coordination with the Associate Director of Business Support Services on contract administration, including RFPs, renewals, and annual accruals. Manages and implements the Memorandum of Understanding for Facilities Management Services for University Corporation at Monterey Bay (UCorp), including housing and dining facilities on campus.
    SAFETY
    Coordinates and facilitates recommended and mandatory safety training to ensure employees perform their duties safely. Works collaboratively with the Safety, Risk, and Sustainability department to promote and maintain a safe working environment. Ensures compliance with all applicable OSHA regulations, particularly for skilled trades workers. Reports, tracks, and maintains accident records and implements recommendations for accident

    Other Functions :
    Participates in university task forces and special projects as required. Performs other job-related duties and special projects as assigned.
    KNOWLEDGE, SKILLS AND ABILITIES:

    Thorough knowledge of: all aspects of physical plant management; utility and infrastructure systems; methods, materials, chemicals and equipment used in building maintenance, including knowledge of OSHA guidelines; modern management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling and coordination; personnel supervision, financial/budget planning and management. Working knowledge of facilities management software systems.

    Ability to: establish and manage preventative and deferred maintenance programs; effectively manage and develop the skilled trades and assigned personnel in a collective bargaining environment; evaluate work performance and productivity; set appropriate priorities to effect timely completion of numerous concurrent tasks or projects within defined resource limitations and timelines; write reports, specifications, policies and procedures; independently perform a wide range of complex tasks; manage technical assignments associated with facilities administration; analyze situations and take corrective action; maintain effective working relationships with administration, faculty, students and all parties doing business with the department; communicate in a professional and effective manner-in both written and oral forms-with campus employees, students, vendors, and the public.

    MINIMUM QUALIFICATIONS:

    Equivalent to graduation from a four-year college or university in a related field AND five years of progressively responsible experience managing facilities maintenance and operations, including extensive experience supervising skilled trades (maintenance or construction) and developing policies and procedures. Experience working in a collective bargaining environment. Experience managing preventive maintenance programs, complex budgets, and financial resources. Additional experience, which has demonstrated the requisite skills and abilities, may be substituted for required education on a year-for-year basis.

    Extensive experience supervising trades (maintenance or construction) and developing policies/procedures related to building and utilities systems. Experience working in a collective bargaining environment. Knowledge of technology tools used in physical plant management and applicable local laws and work conditions. Experience using administrative tools and metrics to evaluate performance. Must be familiar with personal computers, including fluency in using standard office software packages. Proven experience in managing multi-faceted budgets and financial resources with the ability to prioritize. Ability to address the essential functions associated with this position including the knowledge and abilities identified above.

    PREFERRED QUALIFICATIONS/DESIRABLE EXPERIENCE:

    Demonstrated leadership, communication and interpersonal skills. Ability to effectively develop and motivate work teams towards defined and agreed upon team and individual goals. Experience negotiating and overseeing service contracts. A strong customer service orientation and excellent project management skills. Experience using administrative tools and metrics to evaluate performance. Experience working in a collective bargaining environment at a college, university or similar institution. Working knowledge of OSHA regulations, local ordinances, federal and state laws that govern physical plant management. Experience with APPA or other facilities management professional organization and knowledge of applicable standards. Proficient in the use of technology tools used in facilities services and operations. Ability to use personal computers, including fluency in using standard office software packages.
