The Los Angeles County Sanitation Districts protects public health and the environment through innovative wastewater and solid waste management — and the Revenue Collection group plays a critical role in sustaining that mission by ensuring the Districts' revenue programs run smoothly and accurately. As a Secretary in this group, you'll serve as central point for the team — logging and routing payments across multiple revenue programs, managing correspondence and document systems, coordinating supply orders, supporting timekeeping, and providing direct administrative support to the Revenue Collection Supervisor. You'll work with a variety of administrative and operatoinal sytems while gaining in-depth exposure to the Districts' surcharge and service charge operations, building knowledge that opens the door to advancement into senior administrative and specialized revenue roles. This is a position where your ability to stay organized, communicate clearly, and learn quickly will have a direct impact on a hardworking team that keeps the financial engine of the Districts running.
ESSENTIAL FUNCTIONS: To perform secretarial work involving the organization, coordination and facilitation of the Revenue Collection group's administrative and technical projects; to accomplish clerical tasks involving office systems and procedures; and to compile data and prepare reports utilizing advanced word processing and related software.

Under the immediate supervision of the Revenue Collection Supervisor, the incumbent:
- Performs complex secretarial and administrative support work to ensure the efficient operation of the Revenue Collection group by coordinating office procedures, following up on action items, and maintaining systems and records in accordance with supervisory direction.
- Composes, types, and finalizes correspondence and documents (e.g., letters, memoranda, reports, charts, forms, rosters) to communicate information and document Revenue Collection activities using business software applications (e.g., Word, Excel, PowerPoint, Adobe Acrobat Professional).
- Compiles, organizes, and prepares information for written communications and meeting materials (e.g., reports, draft agenda items) to support accurate documentation and facilitate meeting preparation.
- Performs all timekeeping and coordinates administrative transactions (e.g., petty purchases, requisitions, office supply procurements, petty cash) to ensure accurate recordkeeping and maintain adequate resources using the Districts’ Enterprise Resource Planning software.
- Creates, maintains, routes, and logs office files, records, and correspondence to ensure organized, retrievable documentation and timely delivery of communications using the Districts’ Document Management System (e.g., eDOCS).
- Receives and responds to incoming communications and visitors (e.g., phone calls, walk-ins, messages) to connect the public and internal staff with section services and information.
- Manages scheduling and travel coordination for Revenue Collection staff (e.g., appointments, meetings, travel arrangements) to ensure smooth planning and execution of work-related activities.
- Assigns and oversees work for subordinate clerical staff and provides software guidance and instruction to section staff to ensure accurate task completion and proficient use of applicable office management systems (e.g., Word, Excel, Access, PowerPoint, Adobe Acrobat Professional, DMS, EAM, ERP).
- Receives, profiles, and routes annual surcharge statements to ensure accurate documentation and assignment to the responsible Surcharge Assistant using DMS.
- Prepares and sends non-filing notices and initiates enforcement action requests for non-responsive surcharge customers to ensure compliance with annual surcharge statement filing requirements using word processing and document management software (i.e., Word, DMS).
- Answers and forwards incoming surcharge group calls, manages Proposition 218 protest processes, and tracks public counter visits and call counts to support customer service, regulatory compliance, and workload reporting.

SECRETARY I is the first-working level class in which incumbents learn a variety of office systems and procedures.
SECRETARY II is the journey level class in which incumbents accomplish a wide variety of office processes with proficiency and independence.
MINIMUM QUALIFICATIONSApplicants must possess all of the following:

SECRETARY I:- One (1) year of experience with the County Sanitation Districts of Los Angeles County performing duties at or above the level of a Office Assistant I ;- OR -Two (2) years of clerical experience.
For
SECRETARY II:- One (1) year of experience with the County Sanitation Districts of Los Angeles County performing secretarial and clerical duties at the level of Secretary I or Senior Office Assistant .
For
BOTH CLASSES, satisfactory completion of college level business, secretarial or clerical coursework may be substituted on a year-for-year basis for up to one (1) year of the required experience.
DESIRABLE QUALIFICATIONS- Experience using enterprise systems such as ERP, DMS/eDOCS, EAM, or similar electronic records and tracking systems.
- Experience handling high volumes of calls, emails, visitors, or public inquiries in a fast-paced office environment.
- Experience supporting compliance-related, regulatory, or deadline-sensitive administrative processes.
- Experience processing a variety of administrative transactions such as timekeeping, requisitions, office purchases, petty cash, or supply ordering.
- Experience providing guidance, training, or workflow coordination to clerical or administrative staff.

ADDITIONAL INFORMATIONSELECTION PROCESS:- All applications will be reviewed to determine if the conditions and qualifications for testing are met.
- The selection process will consist of a written test weighted at 30%, and an interview weighted at 70%.
- Candidates must receive a qualifying score on each selection component to move forward in the selection process.
- The written exam is tentatively scheduled for Friday, June 12, 2026.
- The interviews are tentatively scheduled for the week of June 15, 2026.

RETIREMENT - CALPERS: The Districts belong to the California Public Employees' Retirement System (CalPERS), and all monthly status new hires will be enrolled in CalPERS. Most new hires will be enrolled in the defined benefit formula of 2% @ 62 in accordance with the Public Employees’ Pension Reform Act (PEPRA) and are required to contribute to the plan (7.75% for the 24/25 fiscal year). Those who qualify based on current or previous public service may be enrolled in the defined benefit formula in place on December 31, 2012, which was 2% @ 55 and are considered “classic” members. For “classic” members, the Districts pay the “employee share.” Please contact the Human Resources Department for more information regarding contribution rates. Although Districts employees are exempt from Social Security, employees are required by federal law to contribute a percentage of their salary for Medicare coverage.
- DEFERRED COMP MATCH: For some bargaining units, the Districts provides a matching contribution to an eligible deferred compensation plan pursuant to Section 457 of the Internal Revenue Code. The match with each paycheck will be the lesser of: 3% of the employee's base monthly salary as listed in the Salary Schedule; and the amount the employee is contributing with that paycheck. The annual total combined employee and employer contribution are subject to IRS limits.
COMPENSATION Employees receive annual salary increases until reaching step 5 of the salary range and are provided with opportunities to promote. Cost of living adjustments are implemented annually in accordance with labor agreements.
HEALTH INSURANCE- MEDICAL: Districts paid. Employees may choose from several HMO and Indemnity plans. As of January 1, 2026, the Districts contribute $2,417.99 per month for medical insurance. Depending on the choice of health plan, the Districts contribution covers all or a large portion of the premium for family coverage.
- DENTAL: Districts paid. Employees can choose from prepaid and indemnity dental plans. The Districts pay the full premium for employee and dependent coverage. The indemnity dental plan will has an annual in network maximum of $1,750, and an out of network maximum of $1,000.
- LIFE: The Districts pay for a term life policy. Employees can buy additional types and amounts of life insurance coverage at group rates.
LEAVE TIME- VACATION: Employees receive 88 hours of paid vacation after one full year of service, increasing up to 128 hours per year after five years, 168 hours per year after 15 years and up to 208 hours after 25 years. Prior to one year of full service, employees are given partial vacation time on January 1, based on the time worked in the preceding year.
- SICK LEAVE : Eight hours of full-pay sick leave per month.
- PERSONAL LEAVE: Employees may use up to 24 hours per calendar year from current sick leave for personal reasons. Some bargaining units allow up to 40 hours per calendar year from current sick leave for personal reasons.
- PAID PARENTAL LEAVE: Employees may use up to 80 hours of paid parental leave for each birth, foster placement and/or adoption (regardless of the number of children involved) as determined by the parental leave policy.
HOLIDAYS13 paid holidays and one-half paid holiday depending on the employee's work schedule.
TUITION REIMBURSEMENTEmployees may be eligible for tuition reimbursement for approved accredited course work.
STUDENT LOAN PAYMENT REIMBURSEMENTFor some bargaining units, the Districts will provide student loan payment reimbursements for principal or interest paid by the employee on a qualified education loan incurred by the employee for the education of the employee. The annual maximum reimbursement is $5,250 and the lifetime reimbursement limit is $21,000.
