    About the Project Management Office Team: Our team provides centralized IT project management for technology projects across all County departments. We use standard project management principles, processes, tools, and software to ensure project delivery and success.

    ABOUT THE POSITION

    There is one fulltime vacancy for an IT Manager in the Project Management Office (PMO) of the Information Services and Technology Department (IST).

    Reporting to the Chief Information Security Officer (CISO), the PMO Manager is responsible for advancing modern project and portfolio management practices that enable strategic delivery, organizational agility, transparency, and continuous improvement across County technology initiatives. The individual in this position promotes effective project and portfolio management practices across the organization and collaborates extensively with IST leadership, leaders and employees from other County departments, and other key stakeholders.

    The PMO Manager will help guide enterprise technology modernization efforts by fostering innovation, continuous improvement, and collaborative delivery practices. They also supervise a team of project managers and project coordinators, taking an active role in performance management, coaching, team building, and employee development.

    This is an opportunity to help shape how technology projects are delivered across Marin County, while supporting innovation, collaboration, and improved public outcomes.

    Remote Work Options: Some duties for this position may be performed remotely and options for a hybrid (telework/onsite) work schedule are available. However, the successful candidate must be able to report to County facilities for various meetings and work assignments upon short notice, as needed, and when deemed appropriate.

    ABOUT YOU

    The ideal candidate possesses exceptional interpersonal, collaboration, and leadership skills, supported by strong analytical abilities and technical expertise in project and portfolio management methodologies, tools, and delivery practices. Specifically, they are significantly experienced in the following:

    • Project portfolio management.
    • Delivering projects on time and on budget.
    • Supervising and/or leading professional staff in a team environment.
    • Building collaborative partnerships across business and technical teams.
    • Facilitating strategic planning, prioritization, and stakeholder alignment.
    • Promoting innovation and modern service delivery practices.
    • Managing competing priorities in dynamic environments.
    • Using data, metrics, and dashboards to support portfolio decision-making.
    • Providing reports and conducting presentations for senior leadership and project stakeholders.
    • Staying current and updated with Project Management Institute (PMI) best practices and making recommendations regarding advancements and changes.
    Certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or related credentials are highly desirable.

    QUALIFICATIONS
    Knowledge of:
    • Business Process Reengineering (BPR).
    • Business processes, operating practices, and the organizational structure of a public-sector agency.
    • Business system and performance management.
    • Organizational and technology change management practices.
    • Design and implementation of new business processes.
    • Long term strategic management and technical planning.
    • Principles of networking, Information and Communication Technology (ICT) accessibility, and Information Security.
    • Principles of customer support and service.
    • Contract requirements, project management and budgeting within a public-sector business.
    • Records management and documentation principles and standards.
    • Technical fields relevant to the business unit.
    • Techniques and principles of employee leadership, management, and motivation.
    • Testing standards and procedures.
    • Application architecture and associated communication protocols.
    • Work planning and status reporting.
    Ability to:
    • Apply technology to provide business solutions.
    • Supervise, train, evaluate, and motivate project team members; and provide overall operational direction by assigning and prioritizing tasks, supporting effective performance, and meeting project deadlines.
    • Develop project plans and strategies and reallocate resources as necessary to meet timelines; analyze, chart, and work on complex business processes and issues which significantly impact the enterprise.
    • Make presentations and communicate effectively, both orally and in writing; and conduct effective meetings.
    • Manage the implementation of continuous improvements of business systems.
    • Negotiate contracts with outside vendors; manage County resources to ensure projects are on schedule, within established budget, and expectations for quality have been met.
    • Influence and present sound recommendations for effective business leadership and management decisions.
    • Solicit and facilitate consensus decision making across teams, resolve conflict, and achieve mutual satisfactory resolution for Countywide benefit.
    • Establish and maintain effective working relationships with persons contacted in the performance of duties.
    • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
    • Work effectively with clients, peers, and support teams to define business requirements, provide support for software, hardware, and applications, and ensure that tasks are completed accurately and in a timely manner.

    Minimum Qualifications
    Any eight-year combination of recent professional experience and relevant coursework that demonstrates the necessary knowledge and abilities. A typical way of achieving these requirements would be graduation with a bachelor's degree from an accredited program with major coursework in computer science or a related field and four years of work experience related to the assignment. Education and experience must be related to the area of assignment.

    • Fifteen (15) semester units of computer science coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience that has provided the required knowledge and abilities of the assignment.
    • Required education may be substituted with related professional experience on a year for year basis.
    • Internships completed in conjunction with coursework are excluded from being credited towards work experience, if they are counted towards educational requirements.
    • Recent experience is defined as experience gained, in part, in the last five years or longer, if technically relevant.
    SPECIAL REQUIREMENTS
    All positions require a County Sheriffs background check due to possible access to information where law or County practice defines such a requirement.
