    THE POSITION Under the direction of the Assistant Director of the Behavioral Health Plan, the Manager IV (Contracts, Governance & Provider Monitoring) provides strategic and operational leadership for the County’s contract oversight and provider monitoring functions within the integrated Behavioral Health Plan.
    This role oversees two distinct and highly integrated portfolios :

    1. Contract Governance & Administration
    Responsible for establishing and managing standardized contract processes across the department, including contract development, execution, and lifecycle management. This portfolio also leads the coordination and authoring of Board agenda items for all contracts within the department , ensuring accuracy, completeness, and alignment with County requirements and timelines.
    2. Provider Monitoring & Fiscal Oversight
    Responsible for ensuring that both internal and contracted providers operate in alignment with contract requirements, service expectations, and quality outcomes. This includes overseeing provider monitoring to ensure fidelity to services , as well as leading fiscal monitoring of all contracts , including invoice review, validation, and alignment between billed and delivered services.
    Across both portfolios, the Manager IV (Contracts, Governance & Provider Monitoring) ensures strong internal controls, consistent processes, and alignment between contract terms, service delivery, and reimbursement. The role plays a critical part in safeguarding public resources, strengthening provider accountability, and advancing a high-performing, transparent, and compliant systems within this high performing division

    Typical Tasks

    • Develop, implement, and maintain standardized contract governance processes across the Behavioral Health Plan
    • Oversee the full lifecycle of provider contracts, including development, execution, monitoring, and renewal
    • Lead provider monitoring efforts to ensure compliance with contract requirements, service expectations, and regulatory standards
    • Oversee and strengthen invoice review and approval processes to ensure accuracy, documentation, and alignment with contract terms
    • Establish and monitor internal controls to support fiscal integrity and audit readiness
    • Identify gaps in provider performance, billing practices, or compliance, and implement corrective actions
    • Collaborate with Quality Services, Fiscal, and Provider Relations to align contract requirements with service delivery and performance monitoring
    • Develop policies, procedures, and tools to support consistent contract administration and oversight
    • Supervise staff responsible for contract administration, provider monitoring, and fiscal review functions
    • Provide technical assistance and guidance to internal teams and contracted providers
    • Analyze data and trends to inform decision-making, improve processes, and reduce system risk
    • Support audits, reviews, and reporting requirements at the county, state, and federal levels Motivate, coach, and support staff in achieving departmental goals;
    • Lead efforts to address system and program level crisis and emergencies, and perform effectively under stressful conditions;
    • Prepare and deliver clear and professional presentations to diverse audiences; Prepare specialized reports, including Board agenda items and responses to public or stakeholder inquiries;
    • Contribute to the development and monitoring of the department’s annual budget and quarterly updates;
    • Develop policies and procedures in accordance with applicable regulations;
    • Uphold and actively promote the vision, mission, and values of the department and the County; and
    • Perform other duties as assigned.

    EDUCATION & EXPERIENCE
    • Graduation from an accredited four-year college or university with a bachelor's degree in social work, Psychology, Human Services, Counseling, Business, Public Health, Public Administration or a related field; AND
    • Four (4) years of progressively responsible management experience comparable to a Stanislaus County Manager or in a public agency performing duties involving contract governance & administration and provider monitoring & fiscal oversight.
    Progressively responsible experience as listed above may be substituted for the required education on a year-for-year basis.

    DESIRABLE QUALIFICATIONS

    EXAMINATION PROCESS

    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months but may be extended up to eighteen months.

    GENERAL INFORMATION CLASSIFICATION INFORMATION Unless otherwise provided, this position is part of the Unclassified Service of the County and considered “at will” for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).
