    THE POSITION
    This recruitment is being conducted to fill two full-time vacancies. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

    The City of Vallejo is seeking candidates for two Senior Engineering Technicians as collaborative members of the City’s Water Department.

    The ideal Engineering Technician is a flexible, detail-oriented professional who thrives in a dynamic, multidisciplinary environment. They will perform a range of technical duties to support the City’s water projects, including drafting, design, construction inspection, and office engineering. This position requires the ability to work both independently and collaboratively across multiple functional areas including construction projects, development review, and operations & maintenance support.

    While not required, any of the following would be highly desirable: previous experience working in AutoCAD 3D and/or ArcGIS, previous experience in Land Development and/or surveying, equivalent to an Associate's or Bachelor’s Degree from an accredited college or university with major course work in engineering or related field, possession of a California Engineer-In-Training (EIT) Certificate, California Land-Surveyor-In-Training (LSIT), and/or possession of a California Distribution (D) or Treatment (T) Operator License at any grade.

    THE WATER DEPARTMENT
    The Vallejo Water Department is a dynamic organization engaged in growth and positive change for the benefit of our customers and community. The Department provides potable water to approximately 151,000 customers through a highly complex system including multiple raw water sources, three treatment plants, 600 miles of distribution pipe, 8 pressure zones, 27 pump stations, and 37,000 service connections. Vallejo Water is California State certified a Treatment-5/Distribution-5 system. The Water Department has six Divisions: Treatment Operations, Distribution, Facilities, Administration, Engineering, Water Resources, and Water Quality.
    The Vallejo Water Department operates as an Enterprise Fund, meaning it is fully supported by ratepayer revenues rather than the City’s General Fund. This structure allows the Department to maintain a dedicated focus on long-term infrastructure investment, regulatory compliance, and reliable water service delivery to the community.

    THE WATER RESOURCES AND ENGINEERING DIVISION
    The Water Resources and Engineering Division of the Vallejo Water Department is responsible for both the stewardship of the City’s water resources and the delivery of its capital improvement program (CIP). This includes the planning, design, and construction of critical infrastructure such as pipelines, tanks, reservoirs, pump stations, valves, dams, and water treatment facilities. The Division also reviews new development projects and external agency proposals that may impact the City’s water system.
    In close coordination with the Distribution, Facilities, and Operations divisions, Engineering supports safe and efficient system operation, regulatory compliance, public health protection, and fire flow reliability. The Division plays a key role in long-term water supply planning, the protection of the City’s water rights, and the implementation of strategies to secure sustainable water for future generations.

    THE CITY OF VALLEJO
    The City of Vallejo is located in Solano County and has a population of approximately 121,000 residents. Vallejo is a rapidly changing, highly diverse community located midway between the cities of San Francisco and Sacramento.     DISTINGUISHING CHARACTERISTICS
    This is the advanced journey level class in the engineering technical support series with responsibilities spanning the entire spectrum of paraprofessional engineering functions, including coordination responsibilities for projects and support programs. Incumbents apply advanced paraprofessional engineering knowledge and skills to complete assignments in engineering, mapping, inspections of construction projects, and preparation of specifications, plans, and estimates. The work requires public contact, the frequent use of tact and judgment, good knowledge of departmental operations, and the ability to coordinate independent projects and programs. This class is distinguished from the professional engineering series in that the latter requires a professional degree and performs professional engineering work with independent judgment.

    SUPERVISION RECEIVED AND EXERCISED
    • Receives general supervision from higher level engineering staff.
    • Exercises functional and technical supervision over lower level Engineering Technician staff.


    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES

    Important responsibilities and duties may include, but are not limited to, the following:
    All assigned functions:
    • Lead and perform a variety of the most complex technical civil engineering work including design and drafting work and design review; to perform duties involved in office engineering and construction inspection activities.
    • Perform skilled drafting in preparation of plans for public works projects.
    • Provide information to the public, contractors and consultants relative to engineering office business and technical matters.
    • Coordinate public works projects with applicable city, state and federal officials and other relevant agencies and parties.
    • Perform related duties and responsibilities as required.
    When assigned to the Construction Inspection function:
    • Lead and facilitate construction staking layout of approved engineering drawings.
    • Conduct research of ownership, legal descriptions or other such data needed to complete information required in preparation for construction.
    • Participate in the preparation of legal descriptions and plat maps for right-of-way or public acquisitions including easements, abandonments, lease parcels and real property.
    • Assist engineering staff in the preparation of engineering designs, related drawings, specifications and construction project estimates.
    • Perform construction inspection for various projects; insure project is built to the plans and specifications.
    • Meet with contractors to coordinate construction schedules.
    • Assists with the American Public Works Association accreditation process by participating in meetings, sharing information, and facilitating the adoption of new procedures directly related to the function.
    When assigned to the Office Engineering function:
    • Lead and perform the checking of plans for accuracy and compliance with City standards and general construction practices.
    • Apply survey information and field notes to create designs and drawings for various engineering and planning projects.
    • Research, investigate and analyze complex land title problems; prepare recommendations for professional staff.
    • Act as project manager, project designer, project inspector, and project administrator for various Capital Improvement Projects.
    • Prepare feasibility studies for the acquisition of technical equipment.
    • Perform purchasing activities for the division.


    KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

    Knowledge of:
    • Techniques and practices of land surveying.
    • Trigonometry as applied to the computation of angles, areas, distances, and traverses.
    • Design and construction theory and engineering design standards.
    • Terminology, methods, practices, and techniques of drafting and computer aided design.
    • Materials, methods, and techniques of modern construction.
    • Methods and techniques of construction inspection.
    • Engineering maps and records.
    • Drafting materials, tools, and equipment.
    • Standards applicable to engineering drawings.
    • Construction plans and specifications.
    • Modern office procedures, methods, and computer equipment.
    • Applicable laws, regulations, codes, department policies, governing assigned engineering duties.
    • Information contained in applicable memoranda of understanding.
    • Principles of supervision, training and performance evaluation.
    Ability to:
    • Lead, supervise, train and evaluate assigned Engineering Technicians.
    • Interpret and apply state and local policies, procedures, laws, codes, and regulations.
    • Interpret, and apply field notes in the performance of drafting duties.
    • Compile rough technical data and prepare statistical and narrative reports from field studies.
    • Perform civil engineering design and drafting work.
    • Understand and interpret engineering plans and specifications.
    • Deal firmly and tactfully with contractors, engineers, and property owners.
    • Prepare accurate engineering records.
    • Use algebraic formulas, trigonometry tables and statistical mathematics to accomplish the level of work described herein.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work.

    Experience and Training Guidelines
    Experience :
    Three (3) years of increasingly responsible technical engineering experience in the areas of drafting, design and construction inspection.

    Training :
    High School diploma or G E D and at least fifteen (15) semester units of college level courses covering subjects such as engineering, drafting, construction inspection, constriction management, water treatment and distribution systems., hydrology, environmental design, or other topics related to assigned areas of responsibility.

    The Recruitment & Selection Process

    2. Applications will be screened for overall qualifications the week of June 15, 2026

    3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of June 22, 2026. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.

    Oral Panel Interviews are tentatively scheduled to take place the week of July 13, 2026. Oral Panel Interviews are weighted at 100% of the candidates’ score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

    4. The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

    5. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
