    CAREER DESCRIPTION

    PUBLIC INFORMATION AND AFFAIRS ANALYST

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC

    This recruitment will establish an open eligible list. The eligible list established through this recruitment will be used to fill current/future vacancies in different agencies within the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    PROBATION DEPARTMENT

    The County of Orange, Probation Department is dedicated to continuous improvement, searching out and applying effective and research supported practices to assist justice involved Juveniles, their families, and adults to successfully navigate and successfully complete probation. Additionally, the Probation Department assists the criminal court system through investigations, probation reports and community supervision of approximately 10,000 adult and 800 juvenile clients on court-ordered probation or in diversion programs. The Probation Department also operates the Orange County Juvenile Hall, and two camps for youth. Under the direction of the Chief Probation Officer, a dynamic executive team with an organizational structure comprised of four bureaus - Adult Operations, Juvenile Operations, Strategic Development, and Administrative Services - serves the community using efficient and research supported corrections practices to reduce crime, assist the Courts in managing offenders, promoting lawful and productive lifestyles and assisting victims.     THE OPPORTUNITY
    This role is focused on reviewing and analyzing legislation and understanding what it means for probation operations. The work includes tracking bills, assessing impacts to policy and practice, and preparing clear, straightforward briefings to support leadership. It also involves coordinating with staff and external partners to make sure the department is informed and consistent in its approach. The position provides subject matter expertise and supports informed decision-making, while working with lobbyists and county legislative partners to ensure the department is prepared and responsive to legislative activity.

    The primary job duties of the Public Information and Affairs Analyst include, but are not limited to:
    • Legislative Analysis and Bill Monitoring
    • Executive Briefings and Written Products
    • Legislative Coordination and Engagement
    • Policy Impact Assessment and Advisory Support
    • Cross-Department Legislative Support

    MINIMUM QUALIFICATIONS
    Education and Experience

    Three (3) years of professional public information, public affairs, political science, and/or legislative affairs experience related to assignment.

    • A Bachelor’s degree in communications, public relations, business administration, public administration, political science, or a related field may substitute for one (1) year of the required experience.
    • A Master’s degree in communications, public relations, business administration, public administration, political science, or a related field study may substitute for two (2) years of the required experience.

    RECRUITMENT PROCESS

    Eligible List
