    Description

San Mateo County Health is seeking well-qualified individuals for the position of Electronic Health Record Analyst I/II - Behavioral Health and Recovery Services (BHRS) to, under general supervision, configure, build, and maintain Epic applications in support of SMC Health's Behavioral Health and Recovery Services (BHRS) programs; provide direct application support and user training for SMC Health's electronic health record (EHR) system; maintain behavioral health-specific application configurations and security; support the design, development, implementation, testing, updates, integrations, and maintenance of system configuration; determine user, system and application needs and evaluate solutions to address needs; provide data analysis and technical assistance to system users; and perform related duties as required.

Epic certification is required at hire. This position requires Epic certification in EpicCare Ambulatory, with the Epic Behavioral Health proficiency strongly preferred.

This role serves as the bridge between BHRS clinical and operational leaders, recovery-focused program staff, and the Health IT division, translating behavioral health care delivery workflows into EHR configuration and ensuring that Epic supports the unique regulatory, clinical, and program demands of a county behavioral health system.
There is currently one regular vacancy in the Health IT Division located in South San Francisco or San Mateo, CA, and will require travel/driving throughout the county to perform job duties. This position is currently hybrid, with both on-site and remote work based on business need and subject to change.

    The ideal candidate will possess:
    • Epic certification in EpicCare Ambulatory, preferably with the Behavioral Health proficiency, with hands-on configuration experience in a live production environment.
    • Direct experience configuring and supporting behavioral health build in Epic, preferably in a county, behavioral health department, community mental health center, or substance use disorder treatment program.
    • Working knowledge of behavioral health regulatory requirements, including 42 CFR Part 2 confidentiality protections, and related state and federal mandates.
    • Experience working directly with operational leaders and program managers in a behavioral health environment, with the ability to understand clinical priorities and translate them into system requirements.
    • Working knowledge of billing, charge capture, and revenue cycle workflows as they relate to behavioral health EHR configuration.
    • Familiarity with the workflows, patient populations, and service models characteristic of behavioral health and recovery services, including crisis intervention, co-occurring disorder treatment, and community-based care coordination.
    • Experience in lifecycle management from project initiation through implementation, training, and ongoing troubleshooting.
    • Demonstrated exceptional customer service skills and the ability to build trust and effective working relationships with frontline clinical staff, supervisors, and program leadership.
    • Experience providing consultation services to customers/end-users, with the ability to document business and technical problems, and identify requirements for both technical and non-technical audiences.
    • Excellent written and verbal communication skills with internal and external stakeholders to ensure needs are met.
    • Ability to establish and maintain effective working relationships with those encountered on the job.
    • Self-starter with the ability to work independently and as a member of a team.
    • Excellent time-management skills and the ability to set priorities and adjust to meet deadlines.
    • Experience working in a diverse work environment, including staff who provide care and services for patients/clients.
    • Adept at learning and applying newly acquired skills on the job.

    Examples Of Duties

The duties of the position may include, but are not limited to, the following:
    • Serve as the primary EHR liaison for assigned BHRS programs, including outpatient mental health clinics, substance use disorder treatment programs, crisis services, and community-based recovery support teams.
    • Collect, analyze, and document clinical business operations and workflows unique to behavioral health settings, including intake and assessment processes, treatment planning, group therapy documentation, and recovery-oriented care models.
    • Meet with clinic and program operational leaders, program managers, and clinical supervisors to assess EHR requests, translating operational and clinical needs into clear technical requirements.
    • Configure and maintain Epic features, including screening tools, note templates, outcome measures, screening tools, referral workflows, and clinical decision support tools tailored to behavioral health populations.
    • Support compliance with behavioral health regulatory and documentation standards, and applicable federal regulations such as 42 CFR Part 2 for substance use treatment confidentiality.
    • Support charge capture workflows for ambulatory behavioral health encounters, ensuring accurate documentation and billing configuration within Epic.
    • Identify, analyze, and recommend improvements and enhancements to operational processes, system automation, and information flows to ensure greater integration of functions within BHRS programs.
    • Serve as the first point of contact for BHRS staff, including clinical, administrative, and operational users, and vendors on EHR-related issues; troubleshoot problems and respond to inquiries.
    • Perform a variety of analytical duties in the design, implementation, and maintenance of EHR information systems or applications.
    • Implement testing requirements and processes; facilitate end-user and hardware testing; and maintain test environments.
    • Participate in the evaluation of new module releases, test new modules, and system upgrades with attention to behavioral health-specific impacts.
    • Interact with end users and vendors on project design issues and work to resolve vendor production support issues.
    • Respond to customer/user questions and concerns and recommend solutions as needed.
    • Provide on-site support during go-lives and system upgrades at BHRS clinic and program sites.
    • Keep trainers and end users abreast of new functionality and system changes affecting clinic and program operations.
    • Analyze data conversion needs.
    • Ensure test scripts have been created, reviewed, and updated to reflect proposed workflow solutions.
