    Position Information

    This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

    The Human Resources Department (County HR) has requested a county-wide promotional certification to fill a Human Resources Technician position in the Recruitment and Classification (R&C) Unit. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list.

    County HR is a team of 60+ employees who provide human resources and risk management services to 30 agencies, departments, and special districts that employ 4,700+ positions.     When you join our R&C Unit, you will work alongside a team of four Technicians, seven Analysts, two Principal Analysts, and the R&C Manager to support various recruitment and selection activities, including answering questions about how career movement (hiring, promoting, transferring, etc.) is possible within the County's guidelines, policies, and rules. While working in person, by phone, on video appointments, and/or via the website and email portals, if selected for this position, you will also:
    • Administer and proctor written examination processes
    • Prepare materials for recruitment and examination processes, job fairs, and other community events
    • Guide employees, departments, and the public, and effectively communicate technical information
    • Conduct research, summarize information, and present findings in a variety of formats to various audiences
    • Track, reconcile transactions, and report on advertising, examination, job fair, and/or training program activities and statistics
    • Evaluate, develop, and implement desk procedures to reduce redundancies in assigned duties
    • Apply your experience working effectively with Excel, Word, Outlook, Canva, and/or social media platforms in a professional setting
    • Work with HR software and online information systems, including HRIS and the applicant tracking system NeoGov

    This work is typically performed Monday through Friday, from 8:00 am to 5:00 pm, and work is performed in a business casual office environment. Depending upon the operational needs of County HR, Technicians must be willing to work off-site assignments such as community events, job fairs, and/or during emergencies and other critical events. Eligibility for some telework (up to 50%) in a pay period and/or an alternate (9/8/1) schedule with every other Monday or Friday off may be available.

    Prior recruitment experience would be ideal but not required. Intermediate-level Excel skills (pivot tables, formulas, vlookup, etc.), or basic Excel skills with the ability to quickly advance your learning to the intermediate level through training, are also desirable.

    Minimum Qualifications

    Experience and Education: Any combination of education, training, and experience which would likely provide the required knowledge and abilities listed. Normally, academic coursework in human resources administration, public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses and one year of full-time experience performing varied and complex clerical work, related to human resources, including explaining policies to the general public and/or internal customers.

    License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
    The position advertised on this announcement does not require possession of a valid California Driver’s License.

    Knowledge, Skills, and Abilities

    Knowledge of: basic human resources principles and procedures; personnel and payroll records and documentation; arithmetic (addition, subtraction, multiplication, division, decimals, percentages, fractions), administrative techniques and principles of organization; techniques and practices of research methodology, data collection, and preliminary analysis; report writing; application and use of basic statistics; interview techniques sufficient to obtain information related to employment; written and oral communications, including language mechanics, syntax and English composition; modern office methods and procedures; database, spreadsheet, word processing applications, and presentation software, including basic methods of graphic presentations.

    Ability to: read, understand, and explain human resources policies, procedures, and rules; communicate clearly and effectively in front of groups and on a one-on-one basis; learn effective interviewing techniques; exercise good judgment; collect, compile and analyze qualitative and quantitative data; understand and explain laws, regulations and policies governing program operations; communicate effectively orally and in writing; establish and maintain effective working relationships with management, employees, clients, and the public; organize and prioritize work assignments; use and understand common database, spreadsheet and word processing applications; learn specialized computer applications.

    Responses to supplemental questions will be scored using position-specific criteria.     The selection procedure will consist of the following examination:

    An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Personally identifiable information (PII) is removed from the standard application fields and applicable attachments. This PII blind screening practice redacts a candidate’s personal information that could potentially influence or bias the scoring process. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.

    Additional Information

    A background investigation may be required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation.
