TREASURER-TAX COLLECTOR
The mission of the
Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices which maximize value, minimize costs, and provide timely, accurate and courteous services to our internal and external customers. To accomplish our mission and vision, we strive to invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. THE OPPORTUNITYThe Senior Tax Services Technician will provide customer service to customers at the public service counter, perform property tax collection services, provide property tax information to the public, and assist taxpayers with payment plans, penalty cancellations, tract/parcel map requests, and tax clearance certificates. The incumbent will manage and balance a daily cash drawer, acquire knowledge of general accounting processes and cash handling principles, and may act as a lead for employees in lower-level classifications.
Major duties and responsibilities of the Senior Tax Services Technician include, but are not limited to:
- Balancing and reconciling a cash drawer on a daily basis
- Providing courteous, high-quality customer service by responding to public inquiries or making appropriate referrals
- Collecting property taxes
- Auditing and reconciling payments posted to the Property Tax System (PTS)
- Reconciling property tax accounts between banking and various information system reports
- Preparing bank deposits for TTC and other County agencies
- Compiling and recording property tax financial transactions
- Interacting with the public and stakeholders to explain policies and resolve issues related to property tax collection
- Exercising appropriate judgment in answering questions and releasing information; analyzing and projecting consequences of decisions and/or recommendations.
CORE COMPETENCIES The ideal candidate will have extensive knowledge and experience in the following core competencies:
TECHNICAL KNOWLEDGE | TECHNICAL EXPERIENCE- Demonstrating thorough knowledge of operations, services, and activities related to property tax principles, practices, techniques, policies, and procedures; rules and regulations for processing and recording property tax financial transactions; and codes, forms, and laws governing property tax transactions.
- Knowledge of current tax methods, regulations and office procedures related to property taxes
- Understanding complex billing methods and regulations and explaining them to the public accurately and tactfully; locating, classifying, and interpreting a variety of complicated information for research purposes
- Responding to inquiries that involve searching tax records and providing clear explanations of regulations, policies, procedures, and legal requirements related to tax bills, tax liens, and credit issues
- Identifying errors or potential conflicts in tax bills or records and correcting or referring the errors to appropriate source
- Reviewing tax bills to determine amount due; provide information in valuation, accounting refunds, and exemption requirements
- Demonstrating solid experience using Microsoft Office (Outlook, Word, and Excel) and other software programs

RECRUITMENT PROCESS Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Written Exam | Multiple Choice (Weighted 100%) A written test consisting of job-related questions will be administered. Candidates who pass this test will be referred to the next step. This is a standardized test and there are no study guides available.
Eligible ListOnce the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
