About the Position This detailed role handles procurement related tasks such as Purchase Orders (PO's)/Purchase Requisitions (PR's) for our Breeze Transit department and also serves as the Disadvantaged Business Liaison (DBELO). Responsibilities are divided into three categories. Please see below for more information. Procurement: Interface with Breeze Transit staff, procurement and other departments to assess procurement and contract needs for the Breeze Transit Department. Follow Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) regulation related to third-party procurements and contracts; ensure Transit procurements meet the federal and state requirements. Work with the Grant Coordinator, the Office of Financial Management - Grants Section, Financial Analyst liaison, and Administrative Agents for Breeze Transit contracts in regard to projects procurement and funding. Development of procurement packages with Procurement Department. Create agenda items for the Board for procurement. Draft and coordinate approval process for waiver requests. Prepare addenda during solicitation process and develop scopes of services. Facilitate purchasing processes for the Breeze Transit Dept., including purchase requisitions and purchase order management. Participate in project management and at times may be the project lead. Develop and process RFIQs, RFPs and quotes in compliance with county procurement policy. Assist Transit in decision making process by providing sourcing analysis, trend analysis, scenario planning and model exploration. Manage vendor relationships with department needs in mind. Train and provide guidance to others on the above tasks. Contracts: Work with Office of County Attorney and Contracts Management team within Procurement. Prepare/negotiate contracts and exhibits, including vendor contracts and amendments, inter-local agreements, facility use agreements and others, for submittal to Contracts Administration/OCA for review. Create e-genda items to bring contracts or procurements to the Board for approval. Ensure that contracts comply with local, state and federal requirements. Manage the contract development process including vendor negotiations as required. Manage Transit contracts– track expiration and renewals in coordination with Contracts department. Prepare and submit new PR, PO and change order requests. Disadvantaged Business Enterprise Liaison Office (DBELO): Serve as Transit’s Disadvantaged Business Enterprise Liaison Officer; develop and oversee DBE program. Develop DBE goals and submits to FTA. Report DBE Commitments semi-annually to FTA and FDOT. Report the annual Shortfall Analysis FTA. Stay abreast of changing requirements and trends in DBE regulation; attend training as needed. Seek out DBE vendors and subcontractors through outreach and engagement. Provide information to vendors about DBE and County Procurement processes. About the Schedule Work Hours: Full-Time, 40 hours per week. Monday - Friday, 8:00 a.m. to 5:00 p.m. After completing your six (6) month probationary period, this position has the ability to work a hybrid schedule, allowing 1 - 2 business days of remote work.

About the Position In this role you will: Supervise the operations of transit service in the field, insuring that bus operators adhere to published schedules, routes, and/or assigned runs. Train, mentor, counsel and correct bus operators.  Complete bus operator reviews every six months and on anniversary date. Monitor, control and direct all transit bus service during normal operations and community emergencies. Observe and report conditions of facilities and equipment. Monitor transfer points. Approve and correct Bus Operators timecards and payroll using Workday's payroll system. Check routes, bus stop signs, and safety issues. Trouble shoot and repair fare boxes, when necessary. Coordinate with Transit maintenance and respond to vehicle breakdowns, fare box issues, route service interruptions and customer/operator concerns/issues. Investigate transit vehicle accidents. Record and enter miss-trips into data bank. Respond to inquires, complaints and compliments from the general public and acts as a liaison between the public and bus operators. Perform investigations and reports including recommendations and write ups for disciplinary actions. Operate the bus in relief and emergency situations. About the Schedule Work Hours: Full-Time, 40 hours per week. Must be available for occasional weekends. Sunday - Saturday, 4:00 a.m. to 11:30 p.m. covers the entire span of service. Work schedules may vary due to assigned shift, split shifts, rotations, emergencies, etc.

Monitor programs and fiscal operations, develops, analyzes and evaluates data, prepares reports and documentation for fiscal/financial transactions to ensure that budgets are executed in accordance with approved plan, statues and guidelines.  Serve as the Subject Matter Expert “SME” for area assigned.  Perform advanced analysis.  Provide expert legal and fiscal guidance and oversight prior to the transfer, interchange, and expenditure of funds. Responsibilities and activities for the assigned Departments/CIP Categories related Capital Improvement Program projects include: Establish, maintain, and manage accounts (i.e., creation, budgeting, funding, reporting, monitoring, etc). Forecast/manage/maintain the General Government related Special Revenue Funds and Construction Funds. Create/process Budget Resolutions, Administrative Appropriation Transfers, Journal Entries, and Reimbursements. Provide funding info/review CIP project Board agenda items for accuracy and completeness. GovMax maintenance of project/fund information (input/balancing by project/fund for the Estimates, Expenditures & Revenue). Funding verification/monitoring for all CIP Project charges (POs, Contracts, etc). Serve as back-up for other CIP Consultants during times of absence or unavailability. About the Position In this role you will be responsible for: The Vehicle Maintenance Program Coordinate and assist in managing the vendors who provide operational/maintenance/repair services to our buses, scheduling and ensuring documentation is properly managed. Provide staff support for data management, writing reports and implementing them into/from existing databases. Support product and new technology research, acquisition, and implementation. Maintenance Inventory Activities Assist with recurring fixed asset inventories, as needed. Ensure compliance with FTA and FDOT, County principles, policies, and practices. Monitor and oversee parts inventory and purchases. Reconcile approved contract line items with invoices, following the County's prompt payment requirements, policy, cost, and coding. Maintenance Fiscal Coordination Reconcile fuel charges and gallons used from the fleet wide utilization reports. Provide support to the Fiscal Division as necessary for grants application and management, contract and solicitation development, and cost estimation for new procurements. Stand as a division representative and participant for the Department wide (Breeze) for Federal Transit Administration (FTA) Triennial Review, Florida Department of Transportation (FDOT) Triennial Review, and any other regulatory audit that requires the participating of the Maintenance Division. Manage both the contracts and budget for the Maintenance Division, supporting the budget planning process and forecasting cost as well as maximizing the resources. Utilize various programs (i.e. AssetWorks and FleetFocus) to track spending trends. Provide statistical data for National Transit Database (NTD), Annual Operating Report (AOR), Quarterly Performance Measures, internal and external. Work with the finance division and lead efforts to dispose of fixed route, paratransit and fleet vehicles including preparation of disposal documents required by OFM fixed assets, securing release of lien documents by the State of Florida, preparation of legal services requests, draft of Board memorandum and scheduling EBAR disposal for Board meeting approval. Maintenance Responsibilities Support daily needs of the Transit Maintenance Manager and Maintenance Supervisors. Identify and help address maintenance issues. Monitor personnel records against shop safety and training regulations. Make arrangements for meetings and trainings; maintain office supplies; coordinate calendars, filing, copying, and other correspondence as needed. Participate in meetings with vendors and staff.  Research and provide information requested from vendors. High degree of technical, computer, excel and crystal report writing skills.
