    Job Description

    What You'll Be Doing

    The Environmental Services Department is thrilled to offer an exciting opportunity to join our team as
    an Environmental Consultant in Watershed Administration.


    This role provides advanced support to enhance customer experience and responsiveness of Wake County Sedimentation & Erosion Control, Stormwater and Floodplain Management and Plan Review programs. Facilitates the timely delivery of services to the development community and residents and projects compliance with state rules and local regulations/ordinances. Serves as a subject matter expert to customers seeking plan review, permits and general and technical information on erosion control, stormwater management and requirements within the critical watersheds. Coordinates with other supporting units/divisions in the County as needed to provide seamless delivery of Watershed Management core services. Fosters collaboration and education of the development community, partner municipalities and residents to enhance compliance.

    Essential Functions

    Serves as a subject matter expert on specialized topics to Wake County residents, applicants, other departments and Environmental Services Department staff. Provides technical support on permit application, inspection and plan review; develops and updates checklists to effectively guide applicants to submit the correct and complete applications. Manages and responds to public information request for Watershed Management through the NextRequest system.

    Manages and conducts quality assurance/quality control (QA/QC) of Watershed Management permits focusing on single lot erosion control permit program, from application to permit closure. Provides quality assurance for plan submittals and provides feedback to applicants. Resolves complex permitting issues involving multiple departments and manages complaints to avoid their escalation.

    Leads preconstruction meetings with Sedimentation and Erosion Control Program customers to explain requirements and expectations. Builds relationship with the development community and leads the initiative of adding QA/QC to the beginning of the erosion control process to minimize potential project obstacles. Develops tailored training and technical documents to assist the different categories of Watershed Management customers.

    Manages the transfer of ownership from developer to builder and initiates application for single lot permits. Manages the permit close out process for land disturbance and stormwater permits including responsibility for records retention compliance, QA/QC of permit system and quarterly reporting to the State.

    Identifies areas for improvement in service delivery and responsiveness and implements needed process improvements. Develops protocols for Watershed Management and works closely with Managers to advance new initiatives and implements new ideas.

    NOTE: Valid Driver's License and "safe" driving record required.

    The Basics (Required Education and Experience)

    • Bachelor's degree in Engineering, Geology, Environmental Science, Forestry or related field
    • Three years of experience in environmental planning, inspections or engineering
    • Valid Driver's License and "safe" driving record
    • Equivalent education and experience are accepted

    Possesses one or more of the following:
    • Certified Erosion, Sediment and Storm Water Inspector (CESSWI)
    • Certified Inspector of Sediment and Erosion Control (CISEC)
    • Certified Professional in Erosion and Sediment Control (CPESC)
    • NCDOT Level 2
    • Certified Erosion and Sediment Control/Stormwater Site Manager
    • Certified Professional in Stormwater Quality (CPSWQ)
    • Certified Stormwater Inspector Construction (CSI-Construction)
    • Qualified Compliance Inspector of Stormwater (QCIS)
    • Qualified Preparer of Stormwater Pollution Prevention Plans (QPSWPPP)
    • EPA’s Construction General Permit (CGP) Site Inspector Training Certificate


    How Will We Know You're 'The One'?

    • Excellent knowledge of principles of erosion and sedimentation control, stormwater management, plan review and state and local environmental laws and regulations
    • Ability to learn fast, read and understand technical documents and communicate information to technical and non-technical audiences
    • Proficient skills and use of computer applications such as Microsoft Office suite (Word, Excel, PowerPoint, Outlook), Adobe, PowerBI and ArcGIS
    • Excellent interpersonal, communication and customer service skills; and ability to access and respond promptly to the needs of the development community
    • Detail oriented and organized with solid analytical and problem-solving skills
    • Ability to interact and communicate effectively with internal and external stakeholders and individuals at all levels of the organization with tact and diplomacy
    • Ability to analyze situations, navigate ambiguity and offer informed recommendations and guidance, supported by defensible documentation to resolve problems
