JOB SUMMARY:
This is inspection, administrative and supervisory work in securing compliance with the city building regulations, codes and ordinances. An employee in this class is responsible for compliance in the inspection of buildings, structures, and premises for conformance with building code, for assigning and reviewing the work of other building inspectors, and for reviewing structural plans. Work requires the use of technical knowledge and discretion in reviewing plans for and inspecting a variety of projects. Unusual or difficult technical and enforcement problems are reviewed with the Chief Building Official, who also reviews periodic inspection reports and work when necessary.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Supervises employees and inspects buildings in the process of construction for compliance with building code requirements; inspects sites before construction for practicability of plans.
Supervises and coordinates inspections for alteration and repair jobs by checking sites, existing buildings and work in process; examines plans submitted with permit applications for conformance with building requirements.
Receives applications and plans, checks structural features of plans, answers inquiries concerning building code requirements.
Prepares reports of building inspections and investigations; recommends interpretations of any revisions to building regulations; trains new building inspectors.
Attends seminars and training courses to stay informed on new developments in the related field and to obtain current information of code changes.
Must effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
Performs related work as required for this position description only.

The Requirements

EDUCATION/EXPERIENCE:
- High School Diploma or GED equivalent.

- Must possess a valid Florida Driver’s License.

- Must be certified as required by the State of Florida, BCAIB as a Structural Plans Examiner and as a Structural Inspector. Architects and Engineers are exempt from BCAIB only. Must be certified by Board of Rules and Appeals and meet at least one of the following qualifications: (1) Per Chapter 104.8 of the Florida Building Code, Broward County Amendments, to be eligible for appointment as a Structural Plans Examiner such person shall be certified as required by the State of Florida, Building Code Administrators and Inspectors Board (BCAIB) as a Structural Plans Examiner and Structural Inspector.

- Such person shall be certified by Broward County Board of Rules and Appeals and shall meet one or more of the following qualifications:
PREFERRED : 1. An Architect or an Engineer in the discipline requested and having practiced within the HVHZ for at least three(3) years, and two (2) years as a Structural Inspector;
Or
2. Ten (10) years experience as a licensed General Contractor (Unlimited), five (5) years of which shall have been construction experience in the Structural discipline within the HVHZ, and two (2) years as a Structural Inspector within the HVHZ;
Or
3. Five (5) years experience in the State of Florida Structural Plans Examiner or Structural Inspector, three (3) years of construction experience in the Structural discipline, which shall have been within the HVHZ and certified by the BCAIB.

Note: An applicant for Certification as a Chief Structural Inspector or Structural Plans Examiner under the provisions of this section who is a graduate from an accredited school holding a Bachelor or Associate of Science Degree in Engineering, Architecture or Building Construction may be credited for three (3) years for Bachelor Degree or one (1) year for an Associate Degree of the required ten-year experience for the Structural discipline as listed above. In addition to the education credit, an applicant who is certified as required by the State of Florida, BCAIB as a (Structural) Plans Examiner may be credited for two (2) years of the ten (10) years in section 104.8.2 and one (1) year of the five (5) years as specified in section 104.8.3. Such credit shall not reduce the two (2) year experience requirement as a Structural Inspector to be certified as a Chief Structural Inspector or Structural Plans Examiner. An applicant for Certification as a Structural Plans Examiner under the provisions of this section, who has five (5) years experience as a licensed General Contractor (unlimited), two (2) years of which shall have been construction experience in the Structural discipline within the HVHZ and two (2) years experience as a Structural/Building Inspector. An applicant for Certification as Chief Structural Inspector or Structural Plans Examiner under the provisions of this section, who has passed the BORA HVHZ Competency exam may substitute experience within the State of Florida for the required HVHZ experience requirements as specified in Section 104.8.1, 104.8.2, 104.8.3 and 104.8.5.

Applicants shall possess a current Certificate of Competency as a General Contractor (Unlimited) issued by:
A. Florida Construction Industry Licensing Board.
B. Broward County Central Examining Board of Building Construction Trades (as Class “A” Unlimited General Contractor).
C. Dade County Construction Trades Qualifying Board, Block proctored, issued on or after January 1, 1968.
D. Florida Department of Business and Professional Regulation as an architect or engineer

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may most easily be observed and corrected.
Knowledge of city and building codes and related laws and ordinances.
Ability to detect structural and other faults and to appraise for quality of construction and physical depreciation.
Ability to read and interpret plans, specifications, and blue-prints quickly and accurately and to compare them with construction in process.
Ability to consult with and enlist the cooperation of building owners, contractors, and the public and to establish effective working relationships with builders and their representatives.
Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
PHYSICAL DEMANDS:
D The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. WORK ENVIRONMENT:
When reviewing plans, work involves sedentary to light physical activity work in an office setting. When conducting inspections, work involves moderate to heavy physical activity in a primarily outdoor setting under all types of weather conditions with the added exposure to insects, animals and other hazards.

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Applicants are responsible for clearly documenting work experience and/or providing all relevant information at the time of application. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. EMPLOYMENT OF RELATIVES: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.
As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.

SUMMARY OF BENEFITS FOR GENERAL EMPLOYEES

All regular full time Employees shall accrue paid vacation following their employment anniversary date. Employees who regularly work 40 hours per week shall accrue vacation leave as follows:

up to seven (7) completed years80 hours
more than seven (7) but less than ten (10) completed years112 hours
more than ten (10) but less than fifteen (15) completed years144 hours
more than fifteen (15) but less than twenty (20) completed years160 hours
twenty (20) completed years and above200 hours

After completion of the first full year of service, vacation time accrued as of September 30th of each year is to be utilized during the following 15 months. Cash payment in lieu of unused vacation shall be made only upon termination of employment or upon approval of the City Manager. Not later than August 1st of each calendar year, an employee may elect to redeem up to a maximum of 40 hours of the unused annual (vacation) leave. Payment for such redemption to be made by or before September 10th following the redemption request.

General employees shall accrue eight hours of sick leave for each month worked with no limit on the amount of sick leave that is accumulated. Additionally, each fiscal year an employee shall have the option of converting a maximum of 40 hours of accrued sick leave days to personal leave, provided the employee has a balance of 96 hours after the conversion.

Accrued sick leave shall be terminally paid at the following rates in relationship to full years of credited service with the City to a maximum of 1200 hours (e.g., an employee with 20 or more years of service with 1200 (or more) hours of sick leave shall be paid at 80% of 1200 hours, which would be 960 hours):

Upon the accumulation of 300 sick leave hours, all employees have the option of converting the next forty (40) hours of sick leave days to vacation days.

Employees may participate in the City's Sick Leave Pool Program upon the completion of one year of employment and with a minimum accumulation of 96 hours of sick and/or vacation leave. This program entitles eligible employees to participate in extended sick leave benefits for cases involving non-work related catastrophic, or long-term illnesses, or injuries.

General employees will receive two paid workdays each fiscal year (either 8 or 10-hour days) of use-it-or-lose-it time off in recognition of the importance of mental health well-being.

General employees will be granted 40 hours of paid bereavement leave for the demise of a close family member.

General employees will receive longevity compensation added to their base salary for the following cumulative years of service with the City:

General employees and families shall be provided with the option of coverage in the City’s health insurance plans. The City will contribute 80% of the premium for employees electing single or dependent coverage on the OAP plan and the employee will be responsible for contributing 20% of the premium; The City will contribute 100% of the premium for employees electing single coverage on the OAPIN plan. For employees adding dependents, the City will contribute 90% toward the premium and the employee will be responsible for contributing 10% of the premium. The biweekly rates are as follows:

Each employee and their dependents enrolled in the City’s medical insurance plan shall have access to the City of Hollywood Employee Health Center, allowing them to conveniently and exclusively access services ranging from routine primary care, urgent care, preventative care, lab work, vaccines, pediatric care for ages 6 months and older, x-rays, health coaching, and much more. All services at the City’s Employee Health Center are free and at no charge to the employee/dependent, with the City paying 100% of the cost of services.

Each employee shall have the option of completing an annual comprehensive wellness physical through the City of Hollywood Employee Health Center with the costs of the visit paid for by the City, including a comprehensive medical evaluation, ultrasound imaging, cardio-pulmonary assessments, vision and hearing test, and extensive laboratory blood profiles.

The City's medical insurance covers Regenexx services with copays based on plan tier. Regenexx is a minimally invasive, needle-based procedure that is an alternative to orthopedic surgery. It uses the body's own healing agents, offers lower risk, and reduces recovery times. Regenexx procedures treat a wide range of common joint injuries and degenerative joint conditions, such as arthritis, rotator cuff tears, ACL sprain or tear, and much more.

General employees shall be provided with group dental with $19.00 of the monthly premium costs paid by the City. There are three benefit plan offerings. The biweekly rates are as follows:

Employees will receive from the City a “use it or lose it” Health Reimbursement Account annually. The amount to the employee is determined by the employee’s medical enrollment status or if no coverage is elected then it will default to the lowest level. The level of the City contribution will be reevaluated once a year. The levels are: Single or no coverage = $400; Employee plus one = $600; and Employee plus two or more = $1000. This benefit is contingent upon the employee completing a biometric visit at the City’s Employee Health Center. In addition, the employee may establish and contribute to a Flexible Spending Account.

General employees shall be provided with term life insurance of $25,000 with all premium costs paid by the City. Employees shall have the option of purchasing additional term life insurance at group rates up to an additional maximum amount of $475,000.

General employees shall receive pension benefits according to the provisions of The City of Hollywood Employees’ Retirement Fund (COHERF) in Chapter 33 of the City’s Ordinances which can be found in the online library here . Employees may choose to participate in the COHERF Pension Plan and contribute 8% pretax dollars biweekly with a seven-year vesting period, or employees may instead elect to enroll in a Defined Contribution (DC) plan or a hybrid plan. The City is a qualifying employer for the Public Service Loan Forgiveness Program. Full-time service at the City contributes to the 120 months of payment for certain federal student loans to be forgiven.

General employees, who complete their probationary period and receive “satisfactory” or better Employee Performance Evaluations, shall be eligible to participate in the City Educational Reimbursement Program for job-related undergraduate and graduate course work. General employees should request approval prior to taking any courses. The City pays as follows to a maximum total of $3,000.00 for tuition annually:

Graduate and Undergraduate Benefit

Grade of B or better 100% reimbursement at State tuition rates
Grade of Pass 100% reimbursement at State tuition rates
Grade of C 50% reimbursement at State tuition rates

Employees will be eligible to receive 100% reimbursement for books with approval of the City Manager/designee.

Employees who receive benefits under this program, who voluntarily leave the City's employment within two (2) years of receiving such benefit, shall be responsible for reimbursing the City for the cost of this benefit.

The City's award-winning wellness program, Hollywood Wellness, offers opportunities to earn incentives such as gift cards (taxable), gym reimbursements, iWatches, BBQ grills, water tumblers, lunch boxes, duffel bags, and other items for participating in wellness initiatives. Hollywood Wellness is powered by specific funding received by the City’s Third-Party Administrator, Cigna, to improve the health and well-being of City employees, and may be discontinued or limited at any time based on availability of funds and discretion of HR Director. Some features of Hollywood Wellness include:

Access to the BenTek Wellness Hub, where employees may earn gift cards for completing wellness activities such as preventative exams, dental exams, flu shots, health coaching, or for participating in wellness events such as health seminars and wellness challenges.
Monthly health seminars/webinars, quarterly challenges, on-site health screenings, confidential counseling sessions, and communication campaigns.
Access to free state-of-the-art fitness facilities throughout City Departments.
Partnerships with local community vendors to offer reduced fitness memberships for employees, i.e., OrangeTheory Hollywood, YogaJoint Hollywood, and F45 Hollywood.
Flexible Fitness Reimbursement Program to reimburse employees for fitness facility memberships after proof of consistent attendance and payment.
Zen Room for employees to enjoy an ambiance of solitude, where they can refresh themselves with a massage, red light therapy, or just quiet time.
A mobile lactation pod and dedicated lactation rooms throughout the City.

General employees may enter into a Deferred Compensation Program through payroll deduction.
General employees have the option of joining the Sun Credit Union.
General employees have the option of participating in payroll Direct Deposit.
General employees have the option of participating in the BeyondMed Plan for elective/cosmetic services, Pre-paid Legal/ID Theft Protection Plans, and AFLAC Plans through voluntary payroll deductions.
General employees are eligible to participate in the City’s Work/Life Assistance Program offering a wide range of services and support, including 10 free face-to-face or virtual visits with licensed counselors, 24/7 telephonic support, free 30-minute consultations with legal or financial advisers, online tools and webinars.
