JOB SUMMARY:

This is inspectional work in securing compliance with city ordinances at accepted standards governing the installation and operation of mechanical systems and equipment. An employee in this class is responsible for the inspection of a variety of mechanical installations primarily those involving air conditioning, heating and refrigeration systems, so as to assure the standards of quality, material, workmanship and safety as established by the Florida building code. Employees normally work independently on field inspections, making decisions requiring the use of technical judgment and discretion; however, they consult with their superior on the more difficult or unusual cases. The work is subject to periodic checks, inspections and investigations and complaints arising out of the work and is under the general supervision of the Chief Mechanical Inspector.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Makes inspections on new and existing air conditioning and refrigeration installations in residential, commercial, and industrial buildings for conformance with safety standards, laws, and ordinances; checks plans and workmanship to see that mechanical work complies with codes, ordinances and regulations.
Checks existing power source to ensure its ability to carry additional load without danger.
Reports and maintains records of work performed.
Attends seminars and training courses to stay informed on new developments in the related field and to obtain current information of code changes.
Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
Performs related work as required for this position description only.

The Requirements

EDUCATION/EXPERIENCE:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Required:

1. High School Diploma or GED equivalent plus five (5) years’ experience as a Mechanical Contractor in a supervisory capacity on a variety of electrical and related installations supplemented by the following additional qualifications set forth in the Florida Building Code:

2. As required by the Building Code Administrators and Inspectors Board (BCAIB), certified as a Mechanical Inspector from the Broward County Board of Rules and Appeals (BORA) and meet at least one of the following qualifications:
A. Engineer in the mechanical discipline OR

B. Five (5) years construction experience in the mechanical discipline in a supervisory capacity and possess a Certificate of Competency as a Master or Mechanical Contractor OR

B. Five (5) years construction experience in the mechanical discipline and five (5) years’ experience as a Mechanical Inspector certified by BCAIB and possess a Certificate of Competency as a Master or Mechanical Contractor OR

C. Seven (7) years construction experience in the mechanical discipline and possess a Certificate of Competency as a Master OR

D. Ten (10) years’ experience as a Mechanical Inspector certified by BCAIB

3. Current Certificate of Competency or Professional License as a Master or Mechanical Contractor which must be issued by at least one of the following entities:
Florida Construction Industry Licensing Board
Broward County Central Examining Board
Miami Dade County Construction Trades Qualifying Board
Florida Board of Professional Engineers

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS :
Mechanical Contractor License Class A
Master Mechanical Certificate of Competency
Valid Driver’s License: With proof of automobile insurance
Background Check: Must have an acceptable background record
Driving Abstract: Must have an acceptable driving record

KNOWLEDGE, SKILLS, ABILITIES:
Knowledge of the principles and practices involved in installing, maintaining and operating a variety of air conditioning, heating or refrigeration equipment and appliances.
Knowledge of possible faults and effects in refrigeration systems and appliances and of standard specifications and devices and corrective measures.
Knowledge of local and national building codes as they apply to air conditioning, refrigeration and other mechanical installations and appliances.
Ability to detect and locate defective workmanship and operations at any stage of the installation.
Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

The Examination

Employment of Relatives: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions.

- The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;

- The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;

- The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

SUMMARY OF BENEFITS FOR PART-TIME EMPLOYEES

Regularly scheduled non-seasonal part-time employees who average at least thirty (30) hours or more of work per week shall be eligible for the following benefits:

All regular part time employees who average at least 30 hours per week shall accrue paid vacation following their employment anniversary date. Employees shall accrue vacation leave as follows:

up to seven (7) completed years 60 hours
more than seven (7) but less than ten (10) completed years 84 hours
more than ten (10) but less than fifteen (15) completed years 108 hours
more than fifteen (15) but less than twenty (20) completed years 120 hours
twenty (20) completed years and above 150 hours

After completion of the first full year of service, vacation time accrued as of September 30th of each year is to be utilized during the following 15 months. Cash payment in lieu of unused vacation shall be made only upon termination of employment or upon approval of the City Manager.

Not later than August 1st of each calendar year, an employee may elect to redeem up to a maximum of 40 hours of the unused annual (vacation) leave. Payment for such redemption to be made by or before September 10th following the redemption request.

Part-time employees who average 30 hours or more per week accrue six hours (6) per month in sick leave accruals. The hours paid to the employee will be the number of hours that the part-time employee was scheduled to work on the date they called in sick.

Part-time employees who average 30 hours or more per week will receive 12 hours each fiscal year of use-it-or-lose-it time off in recognition of the importance of mental health well-being.

Bereavement leave is provided for the demise of an immediate family member. All regular part-time employees will receive one work week with compensation based upon the average hours worked in the previous 13 weeks.

Each employee and their dependents enrolled in the City’s medical insurance plan shall have access to the City of Hollywood Employee Health Center, allowing them to conveniently and exclusively access services ranging from routine primary care, urgent care, preventative care, lab work, vaccines, pediatric care for ages 6 months and older, x-rays, health coaching, and much more. All services at the City’s Employee Health Center are free and at no charge to the employee/dependent, with the City paying 100% of the cost of services.

Each employee shall have the option of completing an annual comprehensive wellness physical through the City of Hollywood Employee Health Center with the costs of the visit paid for by the City, including a comprehensive medical evaluation, ultrasound imaging, cardio-pulmonary assessments, vision and hearing test, and extensive laboratory blood profiles.

The City's medical insurance covers Regenexx services with copays based on plan tier. Regenexx is a minimally invasive, needle-based procedure that is an alternative to orthopedic surgery. It uses the body's own healing agents, offers lower risk, and reduces recovery times. Regenexx procedures treat a wide range of common joint injuries and degenerative joint conditions, such as arthritis, rotator cuff tears, ACL sprain or tear, and much more.

Part-time employees who average 30 hours or more per week shall have the option to purchase vision coverage through payroll deductions. Three plans are offered, and the biweekly rates are as follows:

Employees will receive from the City a “use it or lose it” Health Reimbursement Account annually. The amount to the employee is determined by the employee’s medical enrollment status or if no coverage is elected then it will default to the lowest level. The level of the City contribution will be reevaluated once a year. The levels are: Single or no coverage = $400; Employee plus one = $600; and Employee plus two or more = $1000. This benefit is contingent upon the employee completing a biometric visit at the City’s Employee Health Center. In addition, the employee may establish and contribute to a Flexible Spending Account.

The City's award-winning wellness program, Hollywood Wellness, offers opportunities to earn incentives such as gift cards (taxable), gym reimbursements, iWatches, BBQ grills, water tumblers, lunch boxes, duffel bags, and other items for participating in wellness initiatives. Hollywood Wellness is powered by specific funding received by the City’s Third-Party Administrator, Cigna, to improve the health and well-being of City employees, and may be discontinued or limited at any time based on availability of funds and discretion of HR Director. Some features of Hollywood Wellness include:

Access to the BenTek Wellness Hub, where employees may earn gift cards for completing wellness activities such as preventative exams, dental exams, flu shots, health coaching, or for participating in wellness events such as health seminars and wellness challenges.
Monthly health seminars/webinars, quarterly challenges, on-site health screenings, confidential counseling sessions, and communication campaigns.
Access to free state-of-the-art fitness facilities throughout City Departments.
Partnerships with local community vendors to offer reduced fitness memberships for employees, i.e., OrangeTheory Hollywood, YogaJoint Hollywood, and F45 Hollywood.
Flexible Fitness Reimbursement Program to reimburse employees for fitness facility memberships after proof of consistent attendance and payment.
Zen Room for employees to enjoy an ambiance of solitude, where they can refresh themselves with a massage, red light therapy, or just quiet time.
A mobile lactation pod and dedicated lactation rooms throughout the City.

All regular part-time will receive a (non-matching) City contribution to a Nationwide Deferred Compensation 457 Plan in the amount of $1,000.00 to be paid annually on or around the employee’s anniversary date of hire, if they are enrolled in the 457 Plan and contribute a minimum of $10.00 biweekly into the account.
The City is a qualifying employer for the Public Service Loan Forgiveness Program. Employees averaging at least 30 working hours per week may count their service at the City towards the 120 months of payment for certain federal student loans to be forgiven.
All regular part-time employees have the option of joining the Sun Credit Union.
All regular part-time employees have the option of participating in payroll Direct Deposit.
All regular part-time employees are eligible to participate in the City’s Work/Life Assistance Program offering a wide range of services and support, including 10 free face-to-face or virtual visits with licensed counselors, 24/7 telephonic support, free 30-minute consultations with legal or financial advisers, online tools and webinars.

Part-time employees who average at least 15 hours per week but less than 30 will receive 8 hours each fiscal year of use-it-or-lose-it time off in recognition of the importance of mental health well-being.

Bereavement leave is provided for the demise of an immediate family member. All regular part-time employees will receive one work week with compensation based upon the average hours worked in the previous 13 weeks.

Part-time employees who average at least 15 hours per week but less than 30 will be provided with AFLAC Accident and Hospital coverage, with the cost of the premiums paid for by the City.

All regular part-time employees will receive longevity compensation added to their base salary for the following continuous years of service with the City:

1 year of service 2%
3 years of service 3%
5 years of service 2%
7 years of service 3%
10 years of service 3%
12 years of service 3%
15 years of service 4%

The City's award-winning wellness program, Hollywood Wellness, offers opportunities to earn incentives such as gift cards (taxable), iWatches, BBQ grills, water tumblers, lunch boxes, duffel bags, and other items for participating in wellness initiatives. Hollywood Wellness is powered by specific funding received by the City’s Third-Party Administrator, Cigna, to improve the health and well-being of City employees, and may be discontinued or limited at any time based on availability of funds and discretion of HR Director. Some features of Hollywood Wellness include:

Access to the BenTek Wellness Hub, where employees may earn gift cards for participating in wellness events such as health seminars and wellness challenges.
Monthly health seminars/webinars, quarterly challenges, on-site health screenings, confidential counseling sessions, and communication campaigns.

A mobile lactation pod and dedicated lactation rooms throughout the City.

All regular part-time will receive a (non-matching) City contribution to a Nationwide Deferred Compensation 457 Plan in the amount of $1,000.00 to be paid annually on or around the employee’s anniversary date of hire, if they are enrolled in the 457 Plan and contribute a minimum of $10.00 biweekly into the account.
All regular part-time employees have the option of joining the Sun Credit Union.
All regular part-time employees have the option of participating in payroll Direct Deposit.
All regular part-time employees are eligible to participate in the City’s Work/Life Assistance Program offering a wide range of services and support, including 10 free face-to-face or virtual visits with licensed counselors, 24/7 telephonic support, free 30-minute consultations with legal or financial advisers, online tools and webinars.

The City of Hollywood is a beachfront community located in southeastern Broward County midway between Miami and Fort Lauderdale. Founded by Joseph Young in 1925, Hollywood is approximately 30 square miles in size and is Broward’s third-largest municipality with a population of roughly 153,000 residents.
