    Job Description

    Overview

    The HR Specialist manages core HR programs and processes to enhance employee experience, support fair and equitable compensation practices, and ensures HR operational excellence. This role oversees tuition reimbursement, employee service and recognition awards, maintains the job description library, conducts internal equity analysis on job offers, and delivers new employee orientation. The ideal candidate is detail-oriented, data-savvy, and passionate about building scalable HR processes that support organizational goals.

    Responsibilities

    • Develop and monitor training/employee development programs, assess departmental training needs, and initiates training programs

    • Deliver in-house trainings to City of Corpus Christi employees and serve as the primary facilitator for New Employee Orientation (NEO)

    • Partners with external vendors for specialized skills-based trainings (i.e. Lean Six Sigma, Project Management, Executive Coaching)

    • Administer and optimize the Learning Management System (LMS), including LinkedIn Learning, ensuring accurate user access and reporting

    • Design and distribute training materials, guides, and surveys; evaluate program effectiveness using Key Performance Indicators (KPIs) and ROI metrics

    • Manage the HR Training Room calendar and approve/reject departmental requests

    Education Benefits & Recognition

    • Oversee tuition reimbursement and scholarship programs, ensuring compliance with policy and budget tracking

    • Administer employee recognition programs and service awards in collaboration with department leaders

    Compensation & HR Operations

    • Conduct internal equity analysis for job offers-assess pay relative to peers, market data, pay ranges, and compa-ratios; provide recommendations to Talent Acquisition and hiring managers

    • Maintain accurate documentation of pay decisions for compliance and consistency

    • Update and maintain the job description repository to ensure accuracy and alignment with organizational standards

    • Serve as point of contact for performance evaluations in the INFOR system and assist with city-wide performance management processes

    Analytics & Reporting

    • Build and maintain dashboards and reports for tuition usage, recognition program participation, offer equity outcomes, NEO completion rates, and JD currency

    • Provide insights and recommendations to leadership, present findings quarterly

    Cross-Functional Collaboration

    • Partner with Talent Acquisition, Compensation, and department leaders to deliver consistent, high-quality HR services

    • Serve as a point of contact for employee and manager inquiries regarding HR programs and policies

    • May be asked to perform other duties as assigned.

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    Qualifications

    • Bachelor's degree

    • Two (2) years of experience

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
