    Job Description

    Overview

    The Assistant Director of Support Services will provide leadership to support and manage the Engineering Services Department's Fiscal Operations to include Finance, Accounting, Budgets (Operational and Capital), Compliance (Grant and Contract), Information Technology (INFOR - City's accounting system and Trimble - Project Management Application).

    Responsibilities

    • Manage all financial, accounting, and budget activities including operating and capital projects financial reporting, budget development and maintenance, accounts payable, accounts receivable, payroll and time tracking

    • Coordinate the preparation of the department's annual operating budget, ensuring each division has appropriate funding levels

    • Ensure department revenues accurately cover the cost of providing services by calculating reimbursements by project using employee's weekly time sheets

    • Work with appropriate staff and departments to develop corrective action plans related to funding when warranted to ensure department's and capital projects' budgets are always appropriate and balanced

    • Manage support staff to ensure payments are reviewed, approved, and processed according to contract terms

    • Work with Finance to ensure the City is invoicing and receiving payment related grants and Interlocal agreements (ILAs) according to contract terms

    • Ensure support services team works with Finance Department and follows all accounting principles that apply to the department's activities (such as classification of expenses, revenue recognition, grant reporting, etc.)

    • Assist in managing the development and implementation of department goals, objectives, policies and procedures, and priorities for each assigned service area

    • Ensure appropriate staffing levels are established and allocate resources accordingly to ensure compliance with local, state, and federal laws and regulations

    • Coordinate with external and internal auditors

    • Respond to external audit requests regarding grant and financial audits

    • Assist with coordination of the City's new CIP audit program, which includes between 4-5 new audits and 4-5 follow-up audits per year

    • Ensure staff are effectively communicating with auditors and have a good understanding of the purpose of the audit, validate or clarify findings and observations and assist staff draft appropriate action plans

    • Assist in reviewing and signing all higher-level department communication, including ordinances and contracts as requested

    • Manage the department's Information System needs such as determining and requesting appropriate user access roles in the accounting and project management systems

    • Ensure appropriate equipment (hardware and software) is provided to staff so they can efficiently do their job

    • Work with staff from other divisions, departments, and external stakeholders to help design and improve current and needed processes to include the automation of processes in Trimble (Project Management Application)

    • Provide direction to Trimble Administrators to ensure all processes have the appropriate actors and controls, ensure training materials are developed and are accessible to all users, and that any glitches within the system are addressed in a timely manner

    • Experience with construction contracts, construction management processes, and construction pay application processes

    • Broad understanding of municipal government operations and processes

    • Familiarity with Texas Local Government Code

    • Familiarity with GAO Government Auditing Standards and IIA IPPF (Yellow Book and Red Book)

    • May be asked to perform other duties as assigned

    Position Type and Typical Hours of Work

    • Exempt - Full-Time
    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    Qualifications

    • Bachelor's Degree (BA/ BS)

    • Seven (7) years of experience

    Licenses and Certifications

    Required

    • Proof of Automobile Liability Insurance

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Preferred

    • Extensive education and substantial experience in audit, budget, and accounting

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
