    Job Description

    Overview

    Under the direction of the City Attorney and supervisors, the Attorney II will provide legal counsel to the City of Corpus Christi, consult with and advise departments, officers, boards and committees, and, as assigned: (a) serves as legal counsel regarding any assigned functions, business or activity of the City; (b) assists and advises attorneys representing the City in City, State and Federal courts; (c) represents the interests of the City before City, State and Federal administrative agencies; and q(d) manages and accomplishes assigned work.

    Responsibilities

    • Analyze legal issues and determine the law by reviewing statutes, regulations, cases, law reviews, and other legal research using books, publications, the internet, electronic legal services and consulting with supervisors and others

    • Prepare, review and edit documents, ordinances, resolutions, contracts, leases, easements, pleadings, motions and briefs

    • Represent the City and advise and consult with clients and attorneys in a wide range of legal matters including contracts, legislation, employment issues, litigation, arbitration, and mediation; and negotiate the terms of contracts, agreements and documents with opposing counsel and third parties; and identify available practical approaches to conflict problem resolution

    • Provide legal advice and counsel to departments, City officers, committees and boards on a variety of issues based on the applicable facts, documents and state and federal law

    • Investigate events and issues by ascertaining the required information, obtaining relevant documents and physical evidence, identifying and interviewing potential witnesses, and arranging for the appropriate examination or testing of physical evidence

    • Participate in all assigned duties, prepare evaluations, attend City functions and keep records

    • Maintain professional knowledge and required skills by self-study, maintaining required license and compliance with the Code of Disciplinary Rules and Professional Conduct

    • Develop solutions to problems by evaluating available courses of action and consulting with supervisors; counsel, advise and guide individuals, and work on issues with limited supervision

    • Demonstrates tact, firmness, and assertiveness in pursuing or protecting the client's interest

    • Travel within the City, State and as required to perform the duties of this position

    • Successfully represent the City in administrative hearings and proceedings

    • Manages assignments, setting priorities, setting target dates, and demonstrating discipline in following the plan

    • Builds and sustains productive working relationship with supervisor, understanding when it is appropriate to inform, consult, or seek advice

    • Demonstrates a willingness to continue to learn and take on increasingly complex work

    • Litigate effectively with supervision and substantially satisfy the above requirements

    • May be asked to perform other duties as assigned

    Position Type and Typical Hours of Work

    • Exempt - Full-Time

    • Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed

    • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

    Minimum Qualifications

    • Doctor of Jurisprudence

    • Two (2) years of experience

    Licenses and Certifications

    Required

    • Licensed by State Bar of Texas

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
