PWFP is comprised of three Divisions: Public Works, Facilities, and Parks which are responsible for managing and maintaining the County’s infrastructure and open space including Fleet Administration, Records Retention, Mail and Courier services. Position Summary The Public Works, Facilities & Parks Department has a vacant Mechanic II position. Under direction, this position performs journey level inspection, diagnosis, servicing, repair and maintenance on a variety of gas, diesel, and alternative fuel vehicles and equipment; operate computerized diagnostic equipment, and performs related duties as required. The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority. Examples of Duties Performs preventive maintenance inspections and repairs all types of auxiliary systems including, but not limited to: transmissions, differentials, carburetors, distributors, electrical, steering, hydraulics, exhaust, brakes, wiring, cooling, air conditioning, grader blades, loader bucket assemblies, tracks, axles, converters, air circulation systems and other major heavy equipment components. Skill and Ability to: Diagnose mechanical defects based on vehicle conditions, driver’s complaints, visual observation and/or test equipment indicators, and determine appropriate repairs. Properly and safely use welding (MIG & stick) and oxy-acetylene equipment to fit, fabricate or repair parts; use infrared machines, oscilloscopes, variety of machine shop equipment (i.e., brake lathe, hydraulic press) and other shop/test equipment and hand tools. Accurately document, record, and write effectively in order to complete a variety of forms associated with completing work orders, checklists, parts forms, and daily and weekly time cards. CLASSIFICATION STANDARDS: Positions allocable to this class receive technical and administrative supervision from a Supervising Helicopter Mechanic or a Chief, Helicopter Maintenance. Technical guidance may be received from Senior Helicopter Mechanics. Incumbents perform journey-level technical maintenance, repairs, and alterations, including airframe, powerplant, propeller, rotor, or appliance, to reciprocating and/or turbine-powered aircraft in either Sheriff’s or Fire Department’s air operations. Incumbents must possess working knowledge of the methods of locating and diagnosing mechanical, electrical, hydraulic, structural, and other troubles; the ability to maintain and repair engines, airframes, and accessory equipment; and knowledge of operation and preventive maintenance requirements of the aircraft to be maintained. Helicopter Mechanics serve a one year probationary period during which time they receive structured, in-service training in the repair and maintenance of complex, single-engine or multi-engine, turbine-powered aircraft. Successful completion of departmental in-service training programs is a condition of completing the one year probationary period. This class frequently lifts more than 50 pounds and regularly climbs on aircraft and ladders while carrying tools, equipment, and parts. Essential Job Functions Gathers and interprets information from a variety of sources (e.g., pilots, manufacturers and manufacturers’ maintenance manuals, wiring diagrams, illustrated parts breakdown, test results, Technical Bulletins, helicopter mechanics, etc.) by communicating orally and in writing, by asking questions, reading, conducting tests, contacting manufacturer technical support representatives, and performing inflight duties etc. in order to troubleshoot, guide inspection and perform maintenance repairs. Maintains AirBus AS350 / AS332 helicopters by : performing daily, periodic, hourly, and other inspections as required by manufacturers, Federal Aviation Regulations (FARs), and/or County policy to determine airworthiness of helicopters, serviceability of aircraft appliances, and to identify problems or potential problems; troubleshooting electrical, mechanical, hydraulic, and structural problems on helicopters using visual inspection techniques and a variety of test equipment (e.g., volt-ohm meter, pressure gauges, computer diagnostic equipment, etc.) in order to locate the source of problems and determine what corrective actions are needed (e.g., adjustments, repairs, replacement of parts, etc.); repairing , removing and replacing defective parts, overhauling parts, fabricating parts, etc. using a variety of handheld, hydraulic, and power tools and equipment (e.g., pullers, wrenches, dead-blow hammers, etc.) in order to make the aircraft or component airworthy and return it to service; cleaning, using brushes, rags/towels, hoses, stepladders, soaps and solvents, etc. in order to facilitate visual inspection of the aircraft, prevent corrosion, and to give the aircraft a clean, professional, and well-maintained appearance. Completes forms and makes logbook entries (e.g., inspection checklists, maintenance logs, work orders, etc.) by hand and/or using a computer word processing and/or email application in order to document the performance of scheduled maintenance, report issues or problems, provide information to others (e.g., supervisors, coworkers, pilots, etc.), and to be in compliance with manufacturers guidance, Federal Aviation Regulations (FARs), and/or County policy. Requirements SELECTION REQUIREMENTS Three years' (full-time) experience, gained within the last five years, in the repair and maintenance of turbine-powered helicopters including : One year of the required experience must have been in the repair and maintenance of Airbus turbine-powered helicopters. One year of the required experience must have been in : Responsible charge of repairs and overhauls to return helicopters to flight status in compliance with Federal Aviation Administration Regulations and manufacturer requirements. SELECTION PROCESS After meeting minimum qualifications, candidates filing under Requirement #2, #3, or #4 will be scheduled for the following two tests and candidates filing under Requirement #1 will be scheduled for the Performance Test only: Examination Weight: Multiple-Choice Test - Qualifying Performance Test - 100% In the qualifying multiple-choice test, which will be administered and proctored on-line candidates may be examined for knowledge of: basic physical principles related to the operation of mechanical devices; the proper use and care of portable power and hand tools; basic safety principles and procedures, including first aid and safe work practices for electrical craft work and work in confined spaces; basic arithmetic; and the ability to read sufficiently to understand reference guides, maps, scales, dials, digital readings and measures; and other necessary skills, knowledge and abilities. The qualifying multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the qualifying multiple-choice test on-line. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination. Passing Score for the Qualifying Multiple-Choice Test The passing score for the qualifying multiple-choice test will be determined by Personnel Department staff after the multiple-choice test is administered. Consideration will be given to the number of candidates taking the test and the existing and anticipated number of vacancies, such that there are a sufficient number of eligibles on the list to satisfy current and future vacancies for the next two years. Therefore, the passing score for the qualifying multiple-choice test may be set either at above or below 70%. For candidates filing under Requirement #2, #3, or #4, only those who receive a passing score on the qualifying multiple-choice test will be scheduled for the performance test. The Performance Test will consist of a series of tasks in which candidates may be examined for: knowledge of portable power and hand tools; physical agility sufficient to climb, balance, and extend; manual dexterity; safety procedures and precautions; and the ability to: lift up to 70 pounds unassisted; measure materials accurately; follow oral and written instructions; read and understand diagrams; communicate orally in a clear and concise manner; and other necessary skills, knowledge and abilities. Candidates will need to wear appropriate work attire when reporting for the performance test. Long pants, long-sleeved shirt, and lineman boots are required. Climbing equipment such as gaff pole climbers, body belt, fall restraint system, and body harness will be provided. You may use your own personal gaff pole climbers and body belt if your equipment meets DWP safety standards and passes inspection by the test raters. All climbing equipment shall be maintained in good serviceable condition that meets Power Distribution Business Unit Safety Rule standards.
