    About the Position:

    Capital Programs and Facilities Management (CPFM) is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We seek an exceptional individual to join our Environmental Health and Safety team as the Environmental Health Officer (Administrative Analyst/Specialist-Exempt II). The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

    Under the general direction of the Associate Director of Environmental Health and Safety (EHS) or designee, the Environmental Health Officer is the licensed Registered Environmental Health Specialist of record for the Campus. The Environmental Health Officer is responsible for assisting the Associate Director with planning, developing, implementing, and maintaining the various environmental health/public health and safety programs necessary to ensure a safe and healthy environment for faculty, staff, students, and the general public. The Environmental Health Officer will conduct routine inspections, follow-up inspections, complaint/incident investigations, and coordinate environmental health plan review for food and pool safety to ensure compliance with state laws and ensure the public's health and safety. The position provides direct support and consultation for industrial hygiene evaluations on campus which includes the identification of areas to evaluate as well as follow-up to complaints and incidents. The position will assist with routine fire code and fire prevention inspections, environmental sampling, medical monitoring, follow-up, and provide input and assistance with the Campus safety training program.

    The Environmental Health Officer will utilize federal, state, and local regulations to determine environmental health, occupational safety and health, and industrial hygiene compliance. The Environmental Health Officer will interact as needed with state and federal regulatory personnel to maintain compliance with existing and new laws. Work requires regular participation in planning and development activities and as required, independent determination of methods to meet programmatic or administrative goals. Provides consultation and expert advice to the campus community. This position will assist as needed other programs within the Environmental Health and Safety Department. Other duties as assigned.

    Essential Qualifications

    Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus four years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of the policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in the research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems, address them proactively, and develop appropriate recommendations leading to solutions. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form and use consultative and facilitation skills to gain consensus. Ability to train others on new skills and procedures and provide lead work direction. Proficiency in Microsoft Excel, Word, PowerPoint, Access, and Outlook. Ability to communicate clearly and effectively both orally and in writing. Ability to establish and maintain effective and cooperative working relationships with others.

    A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Preferred Qualifications

    Ability to interpret Environmental Health and Safety laws, regulations, and policies (federal, state, and university) necessary to conduct and administrate health and safety programs. Demonstrate excellent interpersonal communication, leadership, and collaborative skills when working with coworkers, the campus community, federal, state, and local regulatory agencies, and the general public. Ability to use various industrial hygiene/occupational safety instruments, software, and computer hardware necessary for assessment, documentation, and tracking. Previous work experience in fire safety and industrial hygiene.

    License/Certifications

    A valid California driver's license.

    Registration as a California Registered Environmental Health Specialist (REHS) or demonstrated ability to obtain the REHS within 2 years of appointment to the position.

    Asbestos Hazard Emergency Response Act (AHERA) and Lead I/A Certifications for sampling of asbestos and lead preferred or will be provided.

    First Aid/CPR/AED training preferred or will be provided.

    40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training preferred or will be provided.

    Occupational Safety and Health Administration (OSHA) 10-hour and/or OSHA 30-hour general industry certification preferred or will be provided.

    This position will require the person to walk on campus, walk on paved, unpaved, uneven paths, roads, walkways, up stairs, ladders, reach, enter small spaces, kneel, squat, in areas such as offices, academic classrooms, laboratories, industrial areas, athletic fields, housing structures, parking structures, and retail food facilities; enter and monitor dusty, noisy, hot and cold areas or areas purported to contain unknown odors, smells, and/or chemicals. Work in construction sites, laboratories, the University’s hazardous waste facility, and other campus work locations where chemical and physical hazards are present, including other extremely hazardous, radioactive, and biohazardous materials. Contact with these materials will require using appropriate personal protective equipment.

    May require attendance at trainings, meetings, and/or conferences out of the area and away from the campus for several days. Provide 24-hour emergency response support during major incidents including events involving hazardous materials/wastes, personal injuries, fires, and/or natural disasters.
