    Introduction

    Under the direction of the BHS Medical Director and the Behavioral Health Director, the Behavioral Health Assistant Medical Director assists with the administration of the medical services of San Joaquin County's Behavioral Health Services (BHS) and shares responsibility for the direction and management of the departments’ psychiatric and medical staff operations.

    The BHS Assistant Medical Director may draft, develop, interpret and enforce policies, procedures and processes regarding the provision of psychiatric medical services. The BHS Assistant Medical Director will assist in the selection, supervision, assignment, training and evaluation of psychiatric and medical staff of BHS. The BHS Assistant Medical Director will monitor the quality of care for mental health and substance use disorder clients, including those with co-occurring disorders, in multiple treatment sites for all clients including children, adults and older adults, and may have oversight of residential detox programs.

    The BHS Assistant Medical Director will assist the Medical Director to coordinate with medical staff from other departments and within the Health Care Services Agency including San Joaquin General Hospital and Public Health Services and Correctional Health. The BHS Assistant Medical Director will also analyze regulations and legislation for impacts on mental health and substance use disorder services and implement appropriate compliance procedures.

    TYPICAL DUTIES

    The BHS Assistant Director will provide general psychiatric services to BHS at sites and programs to be determined by the Medical Director and the Behavioral Health Director. The BHS Assistant Medical Director must adhere to and follow all Federal and State regulations and guidelines for the provision of and billing reimbursement on behalf of the County by Medi-Cal/Early Periodic Screening, Diagnosis, and Treatments (EPDST)/Medicaid, Medi-Care, Healthy Connections, Federally Qualified Health Centers (FQHC), Drug Medi-Cal and Private Insurance as appropriate, and will participate in Peer Reviews of medical practice and records, as assigned. The BHS Assistant Medical Director will check and respond to voice mails and e-mails daily to ensure optimal communication and will process all grievances and change of provider requests within regulatory timelines.

    BHS Compliance Plan and Documentation Procedures must be followed, including but not limited to: progress notes, and completion of all documentation per regulations. In addition, all Health Insurance Portability and Accountability Act (HIPAA) regulations will be followed including any and all County Security and Privacy Policies. BHS psychiatrists will comply with Exhibit B for Medi-Cal providers. The Assistant Medical Director will serve as the back-up credentialling committee member, substituting for the Medical Director as necessary.

    Medical Practices include: evaluation and treatment of persons with or suspected of having mental and/or emotional problems; consultation with professional, para-professional and technical associates relative to mental health problems of such persons and/or their families; consultation with community-based groups or individuals relative to mental health and problems; other duties typically associated with the practice of psychiatry. As a member of the Clinical Multidisciplinary Team, attendance at Team meetings will occur as determined by the BHS Medical Director, in addition, collaboration and communication with team members will occur outside of Team Meetings as appropriate.

    The BHS Assistant Medical Director will follow the Medi-Cal Medication Formulary and Black Box warning procedures, adhering to Community Standards of Practice for the prescribing of psychotropic medications and will adhere to use of BHS Formulary and Department of Health Care Services Treatment Authorization Request Procedures. To ensure that BHS is reimbursed for paid services, the Assistant Medical Director will be responsible for overseeing the psychiatric medical staff in maximizing billing potential. All services will be documented using the guidelines outlined in the Medi-Cal billing manuals.

    MINIMUM QUALIFICATIONS

    The BHS Assistant Medical Director is required to possess and maintain all medical licenses to practice medicine by the Medical Board of California and Drug Enforcement Administration (DEA) as well as required CMEs in addiction medicine.

    Board Certification in Psychiatry is strongly preferred.

    Board Certification or training in Addiction Medicine and/or Child Psychiatry is desirable.
