The Stormwater Services Section (SWS) is seeking a talented engineer to join the Engineering Response and Support Unit (ERSU) in our effort to help deliver services essential to managing stormwater runoff and improvement of water quality, and restoration of King County's aquatic resources.

About the Role:
This role is an integral part of our engineering team supporting multiple programs to provide assistance, solutions and enforcement across all of unincorporated King County. As a Stormwater Engineer II, you will provide technical assistance, and solutions to landowners private and public and will require well developed communication skills in the delivery of customer service. Within this role, y ou will also be responsible for designing, managing, and implementing small construction project and projects , as well as assess and determine solutions for drainage challenges affecting a variety of stakeholders, and ensure compliance with King County code related to drainage and surface water management. This position requires solo field work year-round, in inclement weather and in aquatic environments. This position will support all unit programs and bodies of work, and support other section and division needs as assigned.

Job Duties
Key Program Areas Include:
  • Design and execution of drainage and surface water projects. Conduct surveys, write technical reports, design solutions, draft plan sets, implement contracts, acquire permits as well as implement and manage projects.


  • Provide support through technical assistance programs to landowners, including the Agricultural Drainage Assistance Program (ADAP), the Neighborhood Drainage Assistance Program (NDAP), the Integrated Drainage Program (IDP) and the Rainscapes Program.

  • Respond to landowner service requests, while using communication skills, engineering judgement and knowledge of code to facilitate the Engineer Review, SWM Fee Review, Beaver Hazard Response, Emergency Response programs, studies and claims.

  • Participate in the enforcement of King County code by supporting the Stormwater Enforcement Program.

  • Multidisciplinary collaboration and communication with varied stakeholders, residents and decision-makers.

Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:

  • Bachelors or post-graduate degree in Civil Engineering OR four (4) years experience as an engineer (working under the oversight of a Civil Engineer) to assess, understand and solve stormwater problems directly related to the maintenance, operations or construction of stormwater or surface water facilities.
  • Knowledge of engineering principles, practices and methods to assess, understand and solve surface water problems.
  • Knowledge of project management/planning techniques and principles
  • Effective communication of technical details in a clear and concise manner to diverse audiences.
  • Commitment and understanding of equity and a demonstrated skill establishing and maintaining work relationships with a diverse group of people.
Preferred Qualifications:

  • Knowledge and understanding of the Surface Water Design Manual

  • Familiarity with Interpreting and applying codes and rules pertaining to stormwater and surface water management.

  • Experience with modeling software, CAD and GIS.

  • Application of the concepts and practices of Standard Work and Continuous Improvement.

  • CESCL Certified

Supplemental Information
Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location and in the field, with onsite reporting requirements typically 0-4 days/week depending on the season. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.

  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
  • Union Representation: This position is represented by PROTEC Local 17A.


  • Physical Requirements:
    This position requires the ability to conduct physical site inspections and evaluations, including in times of inclement weather conditions. There is often a need to walk on uneven terrain, for extended periods of time. Field conditions include brushy, forested environments, river, stream and wetland corridors, and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks also may include in-water situations involving wading and the use of rafts. Ability to work long hours outside conducting field work and occasionally in inclement weather is necessary.
