Are nepotism rules prevalent in most government organizations?

Yes. That’s been my experience and it a logical extension of government’s desire to avoid the perception of favoritism in employment practices. The good news is that many government agencies do not prohibit family members from working in the same organization as long as is not in a supervisory or other relationship that may result in bias or other complications.
