Description Under direct supervision of the Chief Electrical Control Technician, the incumbent installs and maintains all hardware and software for computers, local area, and wide area network equipment within the Utilities Department including the process control computers located in the water and wastewater treatment facilities. Duties include the provision of high level user training and complex problem resolution for hardware and software, with additional emphasis pertaining to systems associated with process control and Supervisory Control and Data Acquisition (SCADA) System. Knowledge in the installation and troubleshooting of electrical control systems and instrumentation. Ability to apply electrical theory, principals of electrical circuits, and electrical testing procedures. Build, test, troubleshoot and repair electrical equipment. An employee in this class is responsible for participating in complex computer and data communications systems development, implementation, maintenance and tasks. Responsibilities include defining problems and systems objectives, documentation of fact-finding, analysis of results, cost analysis and conveyance of data process acceptability. Incumbents exercise independent judgment in the interpretation and integration of a broad range of administrative policies, rules and regulations relative to the application of the computer control systems, subject to directive and review by the Chief Electrical Control Technician. Work is reviewed through reports and observation of the operational success of the computer control systems objectives. An employee in this class is responsible for participating in complex computer and data communications systems development, implementation, maintenance and tasks. Responsibilities include defining problems and systems objectives, documentation of fact-finding, analysis of results, cost analysis and conveyance of data process acceptability. Incumbents exercise independent judgment in the interpretation and integration of a broad range of administrative policies, rules and regulations relative to the application of the computer control systems, subject to directive and review by the Controls Systems Engineer. Work is reviewed through reports and observation of the operational success of the computer control systems objectives. Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause. Examples of Duties Program and coordinate system design activities of the computer systems and network equipment. Instruct Utility Department personnel in new techniques and developments. Insures that the computer systems and network equipment within the Utilities Department are performing and operating efficiently. Initiates computer systems and network investigations, troubleshooting and directs modification to the system to improve efficiency and performance. Installs, programs, inspects, troubleshoots, and adjusts electrical and mechanical equipment, instrumentation, and related information systems. Knowledge of the principles, theory, practices, materials, tools and equipment of the industrial electrical trade. Knowledge of the general principles of telemetry equipment, chemical feed equipment, and instrumentation. Knowledge of occupational hazards and ability to apply appropriate safety precautions in electrical work, including work with high voltages. Skill in the use of tools utilized in the electrical trade. Ability to calibrate, test and detect defects in electronic equipment, devices, and systems. Ability to install and troubleshoot electrical control panels. Ability to read and interpret specifications, blueprints, diagrams, schematics and equipment manuals. Ability to maintain complete, legible records and make reports and sketches. Ability to establish and maintain effective working relationships with fellow employees, supervisors and the public. Basic Knowledge on troubleshooting PLC with ladder logic and relay logic. Troubleshoot digital I/O, analog I/O, remote I/O, controller, power supply, and noise related problems. Operates PLCs, RTUs and associated inputs/outputs; operates VFDs; performs telecommunications networking Performs tests and maintenance on mechanical, electrical, and instrumentation equipment; interprets readings and outputs of equipment; ensures proper functioning of equipment and related information systems. Reviews operator's manuals and other established guidelines; ensures equipment and information systems are operated in accordance with established guidelines. Ensures proper operation of SCADA system; identifies and troubleshoots issues pertaining to SCADA system. Perform related work as required for this position description. Typical Qualifications Ability to perform training based on established techniques. Knowledge of systems analysis and design techniques. Ability to establish and maintain effective working relationships with employees, the City's management team and the general public. Knowledge of the design, capabilities, operation, and cost effectiveness of computer hardware and software utilized by business applications. Knowledge of computer programming utilizing the Visual Basic and "C" language. Ability to delineate application and operational problems and develop solutions. Knowledge of data communication and database management concepts. Skill in the detection of computer program and equipment malfunctions. Ability to communicate clearly and concisely both orally and in writing. Ability to establish operational goals and priorities. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public. DESIRABLE EXPERIENCE AND TRAINING Associate's Degree, plus two (2) year's experience in supporting IBM compatible microcomputer hardware and software systems including DOS, and Windows operating systems, Local Area Networks, Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Access) , and programming in Microsoft Visual Basic, "C" language, Access and Oracle databases or similar products. Bachelor's degree preferred. Any education and experience or an equivalent combination of training and experience may be substituted for the above requirements. Supplemental Information This is a designated "Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies..
