Current Assignment Under the direction of the Senior Manager of RS&S Operations Administration, the Manager of Rolling Stock Administration will help Rolling Stock & Shops (RS&S) effectively manage the department's long-term plans that optimize railcar maintenance, modifications, and cost efficiencies. This incumbent will be responsible for advancing the analytical and operational performance of the RS&S department. They will manage the strategic, financial, and administrative functions including leading department-wide financial and data costings, advancing data intelligence, modeling, and analyzing techniques. The incumbent will evaluate and monitor expenditures, participate in financial implementation upgrades, and make recommendations for department-wide process improvements based on data-driven analytics. This position manages Analysts and reviews data for accuracy, provides quality assurance, creates and maintains data models and system automations, assists shop management in implementing best practices for asset management and provides support for all of RS&S. The manager will forecast staffing and other resource needs. The Manager of Rolling Stock Administration also manages administrative functions supporting RS&S including staffing. As a leader in the Administration Group of the department, the ideal candidate must demonstrate a talent for analytical and conceptual thinking with a focus on execution and quick problem-solving and decision-making. Experience in writing funding proposals for resources needs and providing strategic direction in research, analysis, development and implementation of new technology is essential. The candidate must have a knack for analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of the department goals. As a manager, the ideal candidate will plan and managing people, processes, technology solutions and projects simultaneously. Strong multi-tasking and collaboration skills are a must. The ideal candidate embraces critical questioning, innovation, customer service, and continuous improvement. Beyond a strong inner drive to set and achieve goals, the candidate must demonstrate talent and business acumen in technical knowledge, interpersonal skills, and problem solving. The ideal candidate will have advanced skills in Microsoft Office products including MS Excel and Sharepoint. Knowledge of MS SQL Server, Power BI and Python programming languages is prized. Creditable skills in predictive analytics, mapping, database and dashboard development, collecting data from multiple data systems, and cloud-based data sources are essential to moving the organization to the next level in its long-term plans. A high-level of execution capability for this position requires engagement from team members and refined interpersonal skills including influencing without authority. Experience demonstrating principles of supervision, training, and performance evaluation as well as selecting, supervising, and training are essential. As manager of a team of technical and professional staff, the candidate must be able to communicate clearly verbally and in writing to the team and stakeholders. Essential Job Functions Leading the effort for financial forecasting and resource needs for the department. Developing funding proposals for departmental needs. Developing and maintains financial cost models for department-wide projects. Overseeing complex projects and analyzes across disciplines, such as budget, forecasts, cash flow, and staffing using data. Managing, plans, directs, and coordinates RS&S staff resourcing. Implements and evaluates quality controls and improvement standards, organizational expectations, and regulatory requirements. Minimum Qualifications Education: Education A bachelor's degree in business or public administration, mathematics, statistics, economics, computer science, and/or engineering sciences or closely related field from an accredited college or university. A Master's Degree is preferred. Experience: Five (5) years of (full-time equivalent) experience in monitoring, managing, manipulating and drawing insights from data, which includes at least 2 years of experience managing and leading a team performing these functions. Substitution Additional professional experience as outlined above may be substituted for the education on a year-for year basis. College degrees are preferred.
