    Education and Experience: An Associate's Degree or higher in Environmental Science, Public Health, Homeland Security, Criminal Justice, or related field; or 30 hours of college credits in science, public health, criminal justice, homeland security or related field, plus two (2) years of experience in laboratory research, field-based studies, law enforcement, scientific analysis or technical application, or public health and safety.

    Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general supervision, performs basic and complex aspects of BioWatch filter preparation, installation, collection, and delivery within the program network.

    Typical Duties

    Perform field and office duties related to the day-to-day operation of the City's BioWatch program network. Involves: Safe operation and care of program filters and associated equipment. Follow standard operating procedures and program protocols. Record data electronically or handwritten, as required. Perform research by gathering data from personal computer to prepare reports. Perform standard calculations. Troubleshoot and diagnose malfunctioning or inoperable equipment, repair according to the level of training, and coordinate with experienced staff to ensure equipment is adequately repaired and operable.

    Assist in maintaining the City’s ambient air monitoring network stations, collect data and filters, and operate ambient air monitoring equipment. Involves: Safe operation and care of ambient air monitors and associated equipment. Conduct required calibrations, audits, and reporting in compliance with Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) requirements. Conduct quality assurance reviews of data. Follow standard operating procedures and sampling protocols. Record data on forms, in log-books, and on shared networks. Perform research by gathering data from personal computer to prepare reports. Perform standard calculations. Perform housekeeping and basic site maintenance at network stations. Direct teamwork of lower-level technical and clerical personnel, as delegated.

    Perform administrative duties as assigned. Involves: Organize and stock equipment and supplies. Perform a variety of clerical and para professional tasks to assist staff, as assigned. Refer complex queries to more knowledgeable staff. Document and log fieldwork and maintain records of equipment calibration, filter collection, and preventive maintenance activities. Respond to customer or contract administrator inquiries. Attend classroom training and seminars. Prepare and present training topics as assigned. Attend and represent the City at committee meetings or public hearings as assigned.

    Supervise or lead assigned staff, if assigned. Involves: Schedule, assign, instruct in, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development. Enforce personnel rules and regulations, and work behavior standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, transfers, discipline, merit pay, or other employee status changes.
