    WHAT WE OFFER

    The County of Ventura offers an attractive compensation and benefits package that includes:
    • Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
    • Bilingual Incentive - Based on agency need,proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
    • Flexible Workweek/Telework Schedule - We support work life balance by offering compressed work (e.g., 9/80 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
    • Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
    • Vacation Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
    • Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
    • Health Plans-Full time employees are given a flexible credit allowance of up to $25,558 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
      • Employee only - $509 per biweekly pay period
      • Employee plus one dependent - $779 per biweekly pay period
      • Employee plus family - $983 per biweekly pay period
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
    • Pension Plan - Participation in the County's defined pension plan, which has reciprocity with CalPERS.
    • Holidays - 12 paid days per year which, includes a scheduled floating holiday.
    • Additional Benefits - Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.

    HSA is comprised of nearly 1400 staff members who serve approximately a third of Ventura County residents, all of whom have unique experiences and perspectives. We value diversity, equity, and inclusion in the workplace and assist communities by bringing these values into the workforce.

    THE POSITION
    Under general direction, HS IHSS Supervisors serve as first-line supervisors of staff who conduct in-home assessments, determination of eligibility for the State of California IHSS Program, prepares and monitors plans for authorized services and case referrals.

    As an IHSS Supervisor, you will play a crucial role in many aspects of the lives of clients, their families, and caregivers such as:

    In-Home Supportive Services: If assigned to supervise in In Home Supportive Services, the position will be responsible for supervising social worker staff related to determining eligibility for IHSS services, which includes initial assessments and reassessments, case planning, and referrals.

    Public Authority: If assigned to supervise in Public Authority, the position will be responsible for supervising and training social worker and clerical staff related to provider enrollments and eligibility, orientations, interventions, and all registry-related services available to providers and recipients. This position also includes customer service-related tasks for IHSS provider payroll, timesheet assistance and phone calls.

    HS IHSS Supervisors are represented by the Service Employees International Union (SEIU) and are eligible for overtime compensation.

    THE IDEAL CANDIDATE
    The ideal candidates will have considerable work experience as an IHSS Social Worker and at least two years' experience as a lead worker with the IHSS Program; or considerable work experience with another public social services program with responsibilities for IHSS eligibility, and assessing and authorizing public social services for aged, disabled and vulnerable adults. Additionally, the candidates work well independently and use good judgment in the largely field-based work environment; demonstrate the necessary skill set to lead others; are computer proficient; have excellent interpersonal, customer service, and communication skills, both written and verbal; and have a genuine understanding of diversity, equity and inclusion that is reflective in their ability to establish and maintain cooperative working relationships with culturally diverse clients and colleagues. Bilingual skills in English and Spanish are highly desired.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Plans, coordinates, and supervises a unit of IHSS Social Workers and support staff to ensure delivery of services and compliance with Federal and State guidelines and departmental policies.
    • Assigns and instructs workers in social work methods and techniques; interprets rules, regulations, laws, and policies relating to program services; advises direct reporting staff on difficult casework problems; and intervenes in crisis situations.
    • Reviews/audits the quality and quantity of casework performed by direct reports; identifies discrepancies or problem areas and takes corrective action accordingly; assists direct reports in preparing overpayment letters and fraud referrals; and works with Quality Assurance (QA) staff to implement changes required by QA findings.
    • Participates in formal training of new workers, including making presentations and designing training modules, in conjunction with the IHSS management team.
    • Serves as a liaison between the unit and other units within the Human Services Agency or with outside agencies; works closely with Medi-Cal units responsible for determining financial eligibility for IHSS recipients to ensure client access to IHSS services.
    • Prepares reports and correspondence, and makes recommendations to management on needed programmatic changes.
    • Works closely with the IHSS Program Analyst in establishing or changing work processes of the IHSS social workers and clerical staff in response to changes in IHSS regulations; assists in the development of training on changes; and monitors the changes for compliance.
    • Receives complaints and interviews complainants; makes decisions (may be subject to administrative review), regarding allowances or changes in services to be rendered; and assists staff in preparing and presenting cases in fair hearings.
    • May speak before professional groups or the public, or may coordinate representation at outreach events, such as provider training.
    • May assist in the development of community resources.
    • May participate in studies or research projects involving social services problems.
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING and EXPERIENCE
    The required knowledge and abilities can be obtained by a Bachelor's Degree from an accredited university in Social Work, Human Services, or another closely related field; AND four (4) years of human services or social work experience providing direct client services, including one (1) year of experience at the advanced-journey level (such as the IHSS SW III or Client Benefit Specialist IV) or lead level (such as the Client Benefit Supervisor or IHSS SW IV).

    Substitution: Additional human services or social work experience providing direct client services may be substituted for the required education on a year-for-year basis, up to a maximum of four (4) years.

    NECESSARY SPECIAL REQUIREMENTS
    • Some positions may require possession of, or ability to obtain and maintain, a valid California driver license.
    • HS IHSS Supervisors may be required to furnish their own vehicles for use on the job and are reimbursed by the County for mileage.
    • Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire and will be evaluated during the probationary period.

    WORKING CONDITIONS
    Work is primarily performed in an office environment but may require visits to other organizations, agencies and departments, private businesses, client homes or work locations, and will require direct meetings with the public, co-located and external program partners and other community groups. Travel outside the county may be required depending on assignment. Supervising Social Workers may be required to furnish their own vehicles for use on the job. Work schedules may be subject to change.

    DESIRED
    • Supervisory experience in human services direct client services
    • Four (4) years or more experience as an IHSS Social Worker
    • Two (2) years or more experience as a lead social worker with the IHSS Program

    COUNTY EMPLOYEES AS DISASTER SERVICE WORKERS
    When a disaster strikes of natural or manmade origin, Ventura County employees may be called upon to provide service to the community by assisting in emergency response efforts. This may require employees to work in other locations, different hours, and out of class. At the time of hire, all County employees will be required to sign an Oath or Affirmation of Allegiance for Disaster Service Workers and Public Employees (Sections 3102 and 3103, Government Code of California)
