    The Position

    Your Next Career Move Awaits! Napa County Health & Human Services Agency (HHSA) is seeking a Staff Services Manager for the Fiscal Division. This position plans, coordinates, implements, and oversees assigned staff services programs, projects, and initiatives for assigned area; directs, coordinates, and monitors the work of assigned staff, consultants, and contractors; and performs a variety of professional, administrative, and programmatic work in support of assigned programs including serving as a liaison to, coordinating with, and providing high level administrative support and staff assistance to County staff, committees, and outside agencies.

    This position is responsible for the management of a program area that includes a series of inter-related projects or functional areas of significant depth and complexity, including such staff services functions as budget processing, fiscal reporting, personnel administration, central office services activities, contract administration, information systems management, facilities management, and/or state/federal revenue accounting. Positions in this class lead the administration and implementation of program activities to ensure that the program successfully meets identified objectives and may supervise professional, technical, supervisory, and clerical staff. Positions assigned to this class may also direct and manage assigned programmatic and/or operational activities integral to the assigned department's responsibilities; participate in the formulation and implementation of administrative policies and procedures; and may serve as an advisor to the department head/management team on a variety of complex administrative service and related functions. Responsibilities may include direct supervision over assigned staff.

    There are currently two regular full-time vacancies. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies up to one year.

    MOU-agreed salary increases and Winter Time Off (WTO):
    • 3.5% COLA Increase effective 7/1/2025
    • 3.5% COLA increase effective 7/1/2026
    • 32 hours of Winter Time Off (WTO)

    POSITION REQUIREMENTS
    Experience and Education
    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience:
    Four years of increasingly responsible experience in a staff services function performing duties involving administration, management, personnel, fiscal analysis, staff development, or data processing including two years of related project management, administrative, and supervisory responsibility.

    Education:
    A Bachelor's degree from an accredited college or university with major course work in business administration, public administration, accounting, local government, systems analysis, personnel, or a related field.

    Napa County employees automatically become Disaster Service Workers.     MANAGEMENT CLASSIFIED EMPLOYEE BENEFITS INFORMATION

    SALARY -
    Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
