POSITION PURPOSE: Under the general direction of the Director of Budgeting, Accounting & Reporting Services for Academic Affairs, the Accountant II performs day-to-day accounting, budget analysis, and financial reporting activities including stateside, enterprise and/or auxiliary funding and related activities of the Accounting and Reporting Services Sponsored Programs Administration. The position performs intermediate-level professional accounting work requiring thorough knowledge of generally accepted accounting principles (GAAP), Financial Accounting Standards Board (FASB), and Governmental Accounting Standards Board (GASB) standards. This includes, independently completing account reconciliations, preparation of journal entries, inter-fund accounting, solving accounting issues, financial analysis, budget development and variance analysis, and compliance reporting required by federal, state, and local government, CSU systemwide, and CSUB. This position assists the Sponsored Programs Administration auxiliary accounting and reporting team in maintaining accuracy and reporting integrity to support management decision making and follow-up, researching and analyzing new and existing federal and state regulations, assisting with the documentation and maintenance of business processes, and other reporting activities necessary for compliance.
DUTIES & RESPONSIBILITIES: General Accounting Duties
Perform, review, and analyze a broad range of complex accounting and/or budgeting activities to ensure compliance with various policies, timely recordkeeping, and appropriate accounting treatment. Recommend and prepare adjustments, journal entries, reports, and/or expenditure transfers. Assist in posting journal entries (back up to Accountant I). Analyze transactions for correct coding and assignment of revenues and expenditures. Completes schedules for various business units, funds and accounts for monthly reporting and annual audit. Prepare fluctuation analysis (actuals vs prior year, actuals vs budget, actual vs projections). Provide timely and accurate information in response to customer inquiries that evidences a strong understanding of GAAP, compliance, and policy., and assuring appropriate follow-through and/or resolution. Maintain accurate and current monthly schedules for invoicing, drawdowns and financial reporting. Develop, maintain, complete, and review detailed schedules for project close-outs and effort reporting. Provide training, guidance, and assistance to other professional and/or technical staff. Maintain accurate financial records. Assist with financial systems (CFS, SPA Module, etc.) troubleshooting as necessary and participate in the implementation of financial systems upgrades, required testing, and verification results. Provide input on best practices and assist in developing policies and procedures.
Reporting Duties
Assist in the coordination, development and/or production of various reports to meet customer (CSU Chancellor’s Office, Auxiliary Organizations Board of Directors, CSUB management, internal and external auditors, and/or other internal and external constituents) needs and legal and regulatory requirements, ensuring timeliness, accuracy, and compliance with Generally Accepted Accounting Principles. Adhere to legal, regulatory, and/or policy requirements, ensuring timely and accurate reporting. Maintain all databases and software related to the reporting needs of Sponsored Programs Administration auxiliary. Assist in the preparation of financial statements, supporting schedules, and footnotes in support of the annual audit or quarterly board reporting. With minimal direction, prepare budget variance statements, supporting schedules, and footnotes. Assist in the compilation, review and/or preparation of tax reports and returns as required. Assist with research, policy revision, etc. on tax related duties as assigned.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE - Equivalent to a bachelor’s degree with a major in accounting, business administration, finance or a closely related field and equivalent to two (2) years of progressively responsible accounting experience OR a combination of education and experience which provides the required knowledge and abilities.
SKILLS, KNOWLEDGE & ABILITIES (SKA’s) - - Regular and reliable attendance is required.

- Ability to analyze and interpret accounting data, prepare clear, accurate financial statements and reports, and utilize problem-solving techniques in finding solutions to complex accounting problems.

- Ability to make decisions and recommendations regarding accounting activities.
- Ability to communicate effectively with others inside and outside the unit, including conveying technical information to non- Accountants.
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB), and Governmental Accounting Standards Board (GASB) standards.
- General Understanding of internal control methods.
- Knowledge of financial statement preparation and process.

- Working knowledge of or ability to quickly learn University infrastructure, policies, and procedures.
- Must be willing to travel and attend training programs off-site for occasional professional development.
- Must be able to work occasional holidays and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
PREFERRED QUALIFICATIONS: - Certified Public Accountant (CPA)
- Master’s degree in Business, Accounting, Finance, or related field.
- Experience in PeopleSoft accounting environment.
- Demonstrated skills in an institutional/educational environment possessing a customer-oriented and service-centered attitude.
PHYSICAL DEMANDS: SEDENTARY WORK - involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.
