The State Emergency Management Agency (SEMA) has responsibility for coordinating all-hazards disaster preparedness, response, recovery, and mitigation operations across Missouri. SEMA operates the State Emergency Operations Center and provides training, grants, and planning support strengthen Missouri’s resilience against natural and human-caused disasters. Job Description:
This position manages, plans, and implements initiatives for the State’s Strategic National Stockpile (SNS) and Medical Countermeasures (MCM) program. The SNS is part of the federal medical response infrastructure and is designed to supplement MCM needed by states, tribal nations, territories, and the largest metropolitan areas during bioterrorist attacks, pandemics, natural disasters, or other public health emergencies. This administrative and managerial position works closely with local public health agencies, hospitals, public safety entities, and healthcare partners on MCM/SNS planning and program coordination during large scale public health responses during an array of disasters and events. Programs are funded through the Public Health Emergency Preparedness Program (PHEP) Grant administered by the Centers for Disease Control and Prevention and Missouri Department of Health and Senior Services.
Primary Duties:
• Provide technical assistance and consultation on MCM and SNS related topics to local public health agencies across the state.
• Assists with plan reviews and operational readiness of local and state MCM/SNS/Point of Dispensing and Medical Countermeasures (MCM) distribution plans.
• Monitors SNS and MCM portions of the Public Health Emergency Preparedness (PHEP) and Cities Readiness Initiative (CRI) grants objectives, work plans, and contract deliverables for the state and its 14 CRI jurisdictions.
• Coordinates meetings related to SNS planning elements identified by the Centers for Disease Control and Prevention (CDC)/ HHS Administration for Strategic Preparedness and Response (ASPR) in the 5-year grant Notice of Funding Opportunity (NOFO) such as identifying alternate modalities of delivery of mass prophylaxis medications. Works with local partners to develop agendas, presentations, meetings to showcase best practices. Facilitates meetings with community partners to assure comprehensive plans are in place that include entire populations in their jurisdictions (i.e., long-term care, access and functional needs populations).
• Manages the maintenance of Missouri’s MCM/SNS Plan by assuring it is updated regularly based on current processes and/or directives.
• Coordinates documentation for readiness reviews with the CDC including plan updates, documentation, and site visits on behalf of SEMA’s related responsibilities.
• Along with other SNS staff, develops a Phase II plan for the delivery of federally supplied medical countermeasures. Working with identified partners, integrate state and local planning efforts to address this important phase of the response.
• Participates in or leads exercise design teams for MCM/SNS state-level exercises (in close collaboration with SEMA’s Training and Exercise Unit). Assists local jurisdictions in meeting SNS drill grant requirements.
• Manages the state CHEMPACK program as a part of the federal SNS program.
• Performs inventory management functions of on-hand medical countermeasures statewide.
• Maintains agreements and conducts site visits, per ASPR’s timeline, with established Receive, Stage and Store (RSS) Sites.
• Serves as a RSS Site Commander. Assumes other MCM/SNS distribution leadership roles as assigned, and trains SNS team members on RSS operations and roles.
• Supervises one Senior Program Specialist in the SNS/MCM Program.
• Participates in emergency management and State Emergency Operations Center duties as required.
Qualifications and Requirements:
Candidates typically possess a bachelor’s degree and 4 years of experience in emergency management, project management, public health, healthcare, planning, or a related field and supervisory experience (substitutions may be allowed for work experience and a bachelor’s degree).
Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.
Work hours are 7:30 am to 4:00 pm, Monday through Friday; overtime, work on holidays, nights, or weekends may be required during exercises, drills, or emergency activations. Flex time may be available. The position involves occasional travel within the state with some overnight travel, and minimal out-of-state travel. The position may require the ability to work in a warehouse setting lifting boxes of various dimensions and weights not exceeding 20 pounds for extended periods of time.
