    Description

    Under direction, the Surgical Technologist assists in nursing care and the preparation of patients for surgery; assists in the operating room during surgery; and performs support duties to include the cleaning and maintenance of supplies, instruments, and sterilizers. In addition to a full-time work schedule, Surgical Technologists are required to be on-call at times where standby premium pay could apply.

    PAYROLL TITLE: Operating Room Technician I/II/III

    Distinguishing Characteristics:

    Surgical Technologist I ($22.15 - $33.22 hourly) is the entry level classification in this job series. Incumbents perform routine duties assisting physicians and nurses in the preparation of surgical equipment used in the operating room and responsibilities relating to cleaning procedures in both the operating room and in sterile processing.

    Surgical Technologist II ($23.47 - $35.83 hourly) is the journey level classification in this job series. Incumbents perform a variety of duties that involve assisting physicians and nurses with the preparation of surgical equipment, direct assistance during operations, and scrub duties and responsibilities in the operating room.

    Surgical Technologist III ($25.45 - $38.60 hourly) is the advanced journey level classification in this job series. Incumbents perform specialized tasks relating to preparation and direct assistance in the operating room for various specialized operations. Independent judgment is required at this level. May serve as a lead/training person over lower level Operating Room Technicians.

    What we offer:
    • Market Based Premium Pay (MBPP): Added to regular base pay to compete for qualified individuals in today’s job market. (Excludes Per Diem, Intermittent, and Extra Help positions.)
      • Operating Room Technician I: $2.49/hour
      • Operating Room Technician II: $2.69/hour
      • Operating Room Technician III: $2.90/hour
    • Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree that is not required for the position.
    • Bilingual Incentive: Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
    • Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.
    • Pension Plan: Participation in the County's defined benefit plan.
    DEPARTMENT/AGENCY: Ventura County Health Care Agency - Ventura County Medical Center and Santa Paula Hospital (VCMC/SPH)

    Operating Room Technician I/II/III are represented by the Services Employees International Union (SEIU) and are eligible for overtime compensation.

    The eligible list established from this recruitment will be used to fill current and future Regular, Temporary, Fixed-term, Intermittent, and Extra-help vacancies. There are currently five (5) Regular vacancies at the Ventura County Medical Center (VCMC) and Santa Paula Hospital.

    An Intermittent Employee is a person employed for intermittent/temporary work on a day-to-day basis. This Intermittent position will be assigned weekends and some shifts during the week.

    NOTE: If appointed at a lower level, incumbent may be promoted to the higher level(s) without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

    Examples Of Duties

    Duties may include but are not limited to the following (all levels):
    • Prepares and opens surgical supplies in the operating room;
    • Maintains the sterile field, passes surgical instruments for surgeries often in anticipation of surgeon’s needs;
    • Assists Circulating Nurse in the preparation of instrumentation, equipment and sterile supplies;
    • Directly assists the physicians and nurses during surgical procedures;
    • Prepares surgical suites, selects required equipment for next anticipated surgery;
    • Ensures safe patient handling to the ill; and
    • Performs additional related duties as required.
    Additional duties at the Surgical Technologist III level include:
    • May lead the work of less experienced Operating Room Technicians and Student Operating Room Technicians by training and/or supervising;
    • Serves as a specialty service line liaison; and
    • Serves as an operating room sterile processing liaison.


    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:
    Some (I), considerable (II), or progressively responsible (III) experience in a medical service delivery area which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can also be obtained by:

    Surgical Technologist I :
    Graduation from an accredited Operating Room Technician program performing duties comparable to those of an Operating Room Technician.

    Experience is preferred but not required.

    Surgical Technologist II :
    Graduation from an accredited Operating Room Technology program performing duties comparable to those of an Operating Room Technician is required.

    One (1) year of experience as a scrub technician assisting with surgical procedures.

    Surgical Technologist III :
    Graduation from an accredited Operating Room Technology program performing duties comparable to those of an Operating Room Technician is required.

    Two (2) years of experience as a scrub technician assisting with surgical procedures.

    Necessary Special Requirements (All Levels):
    • Certification as a Surgical Technologist within the first year of employment
    • In addition to a full-time work schedule, Operating Room Technicians are required to participate in an on-call rotation where stand-by/premium pay would apply.
    Supplemental Information:
    Working conditions involve direct contact with ambulatory or non-ambulatory patients in an inpatient or outpatient medical service delivery environment. Working conditions include prolonged standing and exposure to chemicals, ethylene oxide, medications, and steam.

    Knowledge, Skills, and Abilities:
    Working to thorough ability to: assist in the nursing care and preparation of patients for surgery; directly assist the physicians and nurses with surgical procedures in the operating rooms; perform standard scrub duties; Point-of-use cleaning, maintenance, and transport of supplies and surgical equipment; establish and maintain cooperative working relationships; understand, follow, and convey written and oral instructions; serve as scrub person for basic surgical procedures and participates in complex surgical procedures as needed; follow department procedures for scrub persons by assembling surgical packs, supplies and instruments for surgical cases and preparing operating room for surgery; inspect instruments and power equipment prior to use to assure operational order and troubleshoots, reports, and removes faulty instrument and equipment from service; assure adequate amount of appropriate supplies and instrumentation are available in accordance with surgeon’s preference and counts all instruments, needles, and sponges with registered nurse according to procedure; inventory and monitor instruments, sponges, and needles on operative field using department count procedures; adjust instrumentation and supplies to changes in procedures and patient condition; ascertain correctness of count prior to closure of body cavities and surgical wound.

    Thorough knowledge of: assisting circulating nurse with restocking the room supplies at end of shift; anticipating surgeon’s needs and assists surgeon by draping patients, holding/passing instruments, retractors, sutures, and medications, applying surgical dressings, suctioning and sponging surgical wounds, holding extremities, and moving patients; recognizing and reporting emergency situations; identification and labeling of medications; monitoring aseptic techniques of surgical team members at field, reporting and correcting breaks in sterile technique immediately, and controlling location of contaminated instruments and supplies; maintaining appropriate quantities of surgical supplies and equipment by restocking room with necessary equipment and supplies and apprises Charge Nurse or Management of special requests for surgical supplies and equipment supplies and apprises Charge Nurse or Management of special requests for surgical supplies and equipment; assists with decontamination of all equipment, instruments, and supplies as necessary and assists with cleaning rooms, furniture, and equipment according to established procedures.

    TRAINING and EXPERIENCE EVALUATION - 100%: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department.
