    The Chief Data and Analytics Officer will lead and expand the use of data and analytic insights to enhance patient care and advance health equity across the Ventura County Health Care Agency. They will play a pivotal role in leveraging healthcare data to improve patient outcomes and optimize organizational performance across the agency. This includes overseeing the design, management, and synthesis of internal and external analytics to drive business decisions, quality improvement, and further advance the Ventura County Health Care Agency's vision to set the standard in health care excellence.

    The ideal candidate will hold a Master’s degree in Data Analytics, Data Science, Health Informatics, or a related field, with experience in producing data dashboards and analytics in Cerner or similar EHR systems. They will have a strong background inbuilding scalable AI technologies and data systems, and a proven track record of driving the adoption of new technologies and developing data-driven strategies that deliver measurable business outcomes. Additionally, the candidate will excel in managing multiple programs, setting priorities, and delivering high-quality results, with strong organizational, problem-solving skills and experience in defining and operating decision maker governance.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Direct s and oversee s data reporting, analytics, and business intelligence initiatives, ensuring alignment with t he overall health system objective and goals;
    • Lead s the design and implementation of data strategies that drive operational efficiency and improve patient outcomes ;
    • Work ing in the Electronic Health Record and other healthcare specific software applications , develops data integrity and reporting capabilities ;
    • Uses data analysis tools and software to present findings and recommendations that can be used to support critical business decisions;
    • P resents findings and conclusions of work across a variety of platforms to communicate effectively with a wide range of audiences and stakeholders of varied technical levels and expertise ;
    • Collaborates closely with key stakeholders, including executive leadership, to prioritize and execute data-driven business development plans and to ensure that findings are actionable and support the County’s policies ;
    • Directs ongoing analysis of market position, strengths, weaknesses, and product characteristics , while overseeing the planning, implementation, and maintenance of data-driven process es for monitoring and evaluating the quality and effectiveness of operations ;
    • Prepares and presents analyti cal findings to identify issues and implement data-informed solutions for continuous improvement ;
    • Oversees business intelligence analysis , including assessing market trends, changes in the care delivery system, negotiating contracted services and programs to meet established or projected needs ;
    • Develops, organizes, and prepares County healthcare studies and reports ;
    • Collaborates with public and private hospitals from across the region , physicians, providers, organizations, County departments, and community groups;
    • Acts as internal consultant to agency departments , providing guidance and assistance on the d evelop ment of short and long range plans for various service lines;
    • Builds a culture of continuous learning and collaboration ;
    • Manages a team of analysts in the performance of research, planning, data development and analytical functions; and
    • Performs other related as required .


    Typical Qualifications

    MINIMUM QUALIFICATIONS
    Any combination of education, training, or experience equivalent to a bachelor’s degree in healthcare administration, business administration, healthcare analytics, health informatics, data science, or related field and a minimum of three (3) years increasingly responsible experience in a healthcare senior management position with a focus on data analytics.

    Experience as Chief Data Officer (C.D.O.), Chief Data and Analytics Officer (C.D.A.O), Chief Executive Officer (C.E.O.), or Chief Operations Officer (C.O.O.) is highly desirable and will be given special consideration, as would a Master’s degree in a health care analytics related discipline. Additional related certifications may also be given special consideration.

    NECESSARY SPECIAL REQUIREMENTS
    • Excellent written and verbal communication skills, with strong ability to influence and inspire both stakeholders and team members.
    • Experience with artificial intelligence applications, data management and analytics solutions.
    • Advanced proficiency with Electronic Health Record (EHR) systems such as Cerner.
    • Proficiency in Microsoft Excel, Power BI, SQL and Tableau
    • Possession of or ability to obtain a valid California driver license

    DESIRED
    • Master’s degree in data analytics, data science, health informatics, healthcare analytics, or a closely related field .

    Home to two universities (California State University Channel Islands and California Lutheran University), and three Community Colleges (Oxnard, Ventura, and Moorpark), multiple university extensions, institutes, and adult schools, the county enjoys a strong structure for workforce development.

    The County of Ventura was formed January 1, 1873, when it separated from Santa Barbara County.  It is a general law county, governed by a five-member Board of Supervisors, elected at-large for a staggered four year term in their respective districts, and the chairmanship rotates annually.  The Board of Supervisors is responsible for providing policy direction, approving the County budget, and representing the County in a number of areas including special districts.  The Board actions can apply countywide or only in unincorporated areas.

    Other County elected officials include the Auditor-Controller,  Assessor, Clerk/Recorder, District Attorney, Treasurer-Tax Collector, and Sheriff. The County Executive Officer advises, assists, and acts as an agent for the Board of Supervisors in all matters under the Board’s jurisdiction.

    Under the guidance of the Board of Supervisors, the approved County annual budget of $1.8 billion serves to assist vulnerable adults and children, enforce the law, ensure justice, protect public health, and improve our quality of life.  In alignment with key focus areas established in the County Strategic Plan, services are provided to residents by nearly 8,000 dedicated public servants working in 23 different agencies, departments and special districts.
