COMMUNITY SERVICES DIVISION The
Health and Human Services Agency’s Community Services Division programs strive to improve the quality of life for residents, and help people meet basic needs to ultimately become self-sufficient. Community Services administers Housing and Homelessness Programs, Public Housing Authority, HEAP & Weatherization programs. Community Services also administers programs for El Dorado County residents 60 years of age and older. The mission is to respectfully serve all persons in a manner that improves the overall quality of life in El Dorado County.
THE OPPORTUNITY Organize and supervise senior day services program staff and activities; provide for training of assigned staff and volunteers; and coordinate the development, implementation, marketing and quality assurance processes for the County senior day services program.
The selected candidate will have the opportunity to: - Assist in the development and implementation of goals, objectives, policies and procedures for the senior day services program, and participates in the preparation and administration of the senior day services program budget.
- Plan, organize, assign, review, evaluate and direct the work of assigned staff, including professional staff; participate in the selection of staff and provides for their training and development.
- Direct the daily activities and events of the senior day services program; evaluate assigned senior day services programs and recommends improvements.
- Recruit, plan and direct work assignments for volunteers; coordinate with nutrition staff to provide noon meals; and coordinate and communicates transportation needs and concerns between the assigned site and El Dorado Transit.
- Prepare report pertaining to the assigned senior day services program for management review; maintain current knowledge of trends and advancements in senior program planning and implementation; and maintain accurate records to be compliant with licensing agency's regulations, funding, and financial reimbursement.
- Interview and assess prospective participants to determine if their specific needs can be met by program services and oversees accurate billing of participants for services.
- Meet with participants' families and physicians as needed to assess needs and assist in coping with the care demands of participants who have debilitating conditions and illnesses, providing counseling, professional suggestions and support in developing plans of care to meet those needs.
- Oversee completion of all required initial and annual training of staff and volunteers, as required by regulation, including training of staff providing care to participants with Restricted Health Conditions.
- Support staff through periodic, actual hands-on service to the participants, including toileting, leading recreational programming and meal service.
- Facilitate and/or arrange for the facilitation of caregiver support groups for families of program and community residents.
- Provide information and referral services to participants, their families and community residents, and conducts periodic educational seminars/workshops for the community.
- Monitor program content to ensure compliance with State regulations and industry standards and provide training and implements safety precautions and procedures to assure the safety of participants and staff.
- Maintain attendance and punctuality that is observant of scheduled hours on a regular basis.

THE IDEAL CANDIDATE The ideal candidate for this position will possess the experience to provide supervision to a small team of dedicated and hard-working Program Aides and support staff, and to oversee the operations and activities of a small licensed social-model day facility program operating adjacent to a local community senior center. The ideal candidate will have a background in motivational leadership and a thorough understanding of the needs of the elderly and disabled, primarily those with Dementia and Alzheimer’s. This rewarding position is responsible for supervising and training staff, arranging meals, marketing, engaging with clients’ families and caregivers, making assessments and referrals, developing care plans, ensuring compliance with all relevant regulations, and designing monthly activity schedules to stimulate and engage members with social, physical, and creative activities. The ideal candidate is committed to demonstrating compassion, providing encouraging support, and preserving the dignity of older adults and their caregivers.
MINIMUM QUALIFICATIONS: Human Resources will assess your application to determine if you are minimally qualified using the following recommendations. Equivalent to possession of an Associate of Arts degree with major course-work in psychology, human services, social services or related field,
-and- Three (3) years of experience in a human services delivery system including at least one (1) year in a management or supervisory position and two (2) years of experience or training in one of the following:
A. Care and supervision of clients in a licensed adult day program, or an adult day health care facility.
B. Care and supervision of one or more of the categories of persons to be served by the day program.
Other Requirements: Must possess and maintain a valid driver's license.Be at least 21 years of age.

This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
