The Division of Purchasing is responsible for the purchase of products and services needed by state agencies to fulfill their missions in the Executive Branch.
As an entry-level position into the Division of Purchasing, the Procurement Analyst receives hands-on training for conducting competitive procurement processes for agency-requested products and/or services.
The Procurement Analyst will receive training for using web-based eProcurement technology tools for conducting procurement activity.
- Prepare the official solicitation document for issuance based on the agency's scope of work,
- Issue the solicitation, facilitate vendor inquiries; conduct pre-bid conferences and issue amendments, if needed,
- Conduct evaluations of bids received, lead evaluation teams of subject matter experts as needed, and
- Make contract awards and manage the contract post-award.
Minimum Qualifications - Bachelor’s degree required. (Substitution on the bachelor's degree may be allowed if 4 or more years of relevant procurement experience)
- Desirable for the candidate to have 1-3 years of relevant procurement experience.
Preferred Knowledge, Skills, and Abilities - Ability to work independently in assessing and managing priorities.
- Effective written and oral communication
- Able to analyze facts, apply identified parameters, and draw conclusions.
- Self-starter who takes ownership of responsibilities.
- Organized and detail oriented.
- Adaptable to change, deadlines, and working with teams.
- Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
- Experience with computers, desktop applications including Microsoft Office products.
- Knowledge of SAMII, MissouriBUYS and SharePoint are preferred.
