Manager for the Office of the Medical Director

(Human Services Administrator)

This position is scheduled to receive salary range increases on the following date:

Effective June 27, 2025 - 4.00% increase

This recruitment will establish an open eligible list that may be used to fill current and future Human Services Administrator positions with Social Services Agency. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE COUNTY OF ORANGE
The County of Orange is a regional service provider and planning agency whose core businesses include public safety, public health, environmental protection, regional planning, public assistance, social services, and aviation.

THE SOCIAL SERVICES AGENCY
Administering a number of human services programs, the Social Services Agency (SSA) is composed of four business divisions: Assistance Programs (AP); Children and Family Services (CFS); Family Self-Sufficiency & Adult Services (FSS-AS); and Administrative Services. SSA is responsible for planning, implementing, and operating many of the social services programs provided by the County of Orange.

THE OPPORTUNITY
This position will be responsible for conducting ongoing research, data gathering and analysis of business operational information in the development and application of comprehensive integrated health programs and services, including prevention efforts for current SSA clients and those at risk of requiring services. This position will report directly to the SSA Medical Director. Responsibilities will include:
  • Providing technical/analytical expertise and operational support to the Medical Director in the Working to End Child Abuse and Neglect (WE CAN) Coalition which is composed of over 150 public/private programs with the goal of preventing, identifying, and treating maltreatment in Orange County
  • Overseeing the coordination, compilation and legal review of the initiatives and external communications, education and training developed by the WE CAN Coalition
  • Participating in multidisciplinary teams that include legal and judicial partners, medical providers and healthcare organizations, law enforcement, partner county agencies and community-based organizations in investigating and managing child abuse, neglect, and trauma cases
  • Providing high level administrative support for relevant medical and quality improvement projects and coordinating with other local agencies and providers in response to legislative and process changes such as California Advancing and Innovating Medi-Cal (CalAIM)
  • Participating in the development and implementation of goals, objectives, outcome metrics, policies, and priorities for assigned programs including providing administrative direction for the Medical Director Unit
  • Analyzing, comprehending, and interpreting applicable state and federal laws to ensure compliance with mandates
  • Acting as liaison to other County agencies/departments, including SSA business partners, when required
  • Performing other duties and responsibilities as required
DESIRABLE QUALIFICATIONS
The ideal candidate will possess knowledge of legislation and regulations in relation to social services programs and experience with child and maltreatment in Orange County. The ideal candidate will also demonstrate the following competencies:

Technical Knowledge | Experience
  • Background in and knowledge of Social Services Programs, such as CalFresh, CalWORKs, Medi-Cal, In-Home Supportive Services, Adult Protective Services, Child Welfare Series, Adoption Assistance, Foster Care, etc., other State and Federal Social Services Programs or Administrative Services in support of Social Services programs, i.e. policy development, training, curriculum development and technology oversight, etc.
  • Possessing expert knowledge of legislation and regulations in relation to social services programs and applying any relevant requirements to program development
  • Understanding of the core principles and functions of social services programs
  • Managing comprehensive program performance outcome data and budgets
  • Demonstrating expertise in enhancing efficient and effective delivery of social services
