The Position

It is the role of the Supervising Mental Health Counselor II to provide direct services, coordinate care for the family, and provide leadership for the activity of the team as a whole. This position also acts as a liaison with other program units within the department and with outside agencies; to develop and evaluate complex community agency contracts; and/or to supervise staff providing clinical casework counseling and treatment. The supervisor in this position would supervise the Adult Case Management unit providing direct and clinical supervision of regular staff and extra hires. The supervisor in this position also serves as Deputy LPS Conservator providing direct services in conjunction with case managers to individuals who meet criteria due to a severe mental illness monitoring treatment and placement in working toward symptom amelioration. In addition, the supervisor provides supervision and monitors the hospital liaison and Adult Full Service Partnership Treatment Team following MHSA guidelines and regulations.

This recruitment is being conducted to fill 1 (one) full-time vacancy. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

Memorandum of Understanding (MOU) Agreed Salary increases and Wintertime Off (WTO):
  • 3.5% COLA increase effective 7/1/2025
  • 3.5% COLA increase effective 7/1/2026
  • 32.0 hours of Winter Time Off (WTO)

POSITION REQUIREMENTS

Experience and Education:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

Experience:
The equivalent of two years as a Mental Health Counselor I in the County of Napa.

OR

Two years of professional mental health counseling experience with one year in an administrative, supervisory or lead capacity in the mental health field.

Education:
Master's or doctorate degree in social work, psychology, counseling or related field approved by the State of California to provide psychotherapy.

AND

License :
LCSW or MFT license by the State of California Board of Behavioral Science plus two years experience providing psychotherapy services.

OR

Licensure as a Clinical Psychologist or a Ph.D. or Psy.D. and two years of clinical experience.

License or Certificate:*

Incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License while employed.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Loss of the required State licensure may result in termination or reassignment.
