Office of Inspector General Office Support Systems Specialist Posting Expires: September 30, 2024General Description To provide assurance to the public that City employees conduct business in a manner that is honest, transparent, lawful, and in the sole interest of its residents, the City of Atlanta recently created the Office of the Inspector General (OIG). The OIG seeks to ensure integrity of city operations, good stewardship of public resources, and to prevent conduct that undermines public trust in government. In furtherance of this mission, the OIG is seeking a performance auditor to join its Independent Procurement Review Division. Among other duties, the Independent Procurement Review Officer (IPRO) will collaborate with the Department of Procurement to review the records of all City solicitations with an aggregate value of one million dollars or more. Based on that review, the IPRO will identify and report areas of concern, allowing corrective action before City Council considers legislation to approve contracts. The OIG is an independent agency that reports to the Governing Board of the Office of the Inspector General, which is composed of nine City residents selected by business, civic, educational, and legal organizations.
Supervision Received Work under general supervision and report to the Performance Auditor Manager and/or Inspector General designee(s)
Essential Duties & Responsibilities - Review solicitation documents and vendor submissions for invitations for bid, requests for proposal and alternative procurements
- Identify potential conflicts of interest among participants in the procurement process
- Gather facts and perform data analysis to ensure consistency and fairness throughout the procurement process
- Preserve confidentiality of sensitive and protected information
- Collaborate with Department of Procurement personnel, from Contract Specialists to the Chief Procurement Officer

Knowledge, Skills & Abilities Thisis a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list:
- Knowledge of or experience performing audits and/or program analysis
- Knowledge of quantitative and qualitative data analysis methods
- Meticulous attention to detail
- Strong written and oral communication skills
- Ability to work independently with limited supervision, while managing multiple projects
- Ethical conduct and sound judgment
- Familiarity with Microsoft Excel, Access, and Word
Minimum Qualifications - Education and Experience - Bachelor’s degree from an accredited college or university in business, public administration, accounting, statistics, information systems, social sciences, or a related field; and
- Minimum of one year of professional experience in auditing; program evaluation; or financial, management, or operations analysis.
Preferred Qualifications - Education and Experience - CFE or other applicable professional certification (e.g. CPPO, CPA, CIA, CGAP) or progress towards same with expected completion within 24 months of appointment
- Working knowledge of the procurement process in the government sector (federal, state, or local), including familiarity with Yellow Book Standards, Green Book Standards, and/or Red Book Standards
Licensures and Certifications Valid driver’s license
