Minimum Qualifications
Education and/or Equivalent Experience:
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Public Affairs, Public Administration, Business, or a related field, plus six (6) years of related experience in economic development, urban planning, or working with government or elected officials.
  • Graduation with a Master’s degree from an accredited college or university in Public Affairs, Public Administration, Business, or related field may substitute for two (2) years of related experience.

Local Government Affairs Program Manager is an existing position that has become vacant. The Program Manager will support all functions related to Austin Energy’s efforts with the Austin City Council, the Austin Energy Utility Oversight Committee, leadership of surrounding municipalities, the Electric Utility Commission, and the Resource Management Commission.

This position will:
  • Manage City Council and commission approval processes for rates, fees, contracts, policy changes, and department objectives.
  • Conduct thorough research and draft documents for presentations and publications, maintaining accuracy and clarity in communication.
  • Coordinate a diverse range of personnel and programs to achieve departmental objectives, fostering collaboration and synergy within the team.
  • Represent Austin Energy in various forums, including workshops, public hearings, and stakeholder processes, contributing valuable insights and perspectives.
  • Advocate for Austin Energy’s interests and positions before local governmental officials, boards, commissions, and community organizations, effectively influencing decision-making processes.
  • Prepare detailed status reports on City Council and other assigned projects, delivering comprehensive updates and briefings to executive management.
  • Actively participate in internal policy teams, workshops, public hearings, and stakeholder processes, contributing expertise and strategic guidance.
  • Champion Austin Energy’s mission, policies, and initiatives to various stakeholders, including the general public, customers, community leaders, and external organizations.
  • Manage the creation, identification, tracking, and proofreading of recommendations for Council action, ensuring accuracy and compliance with legislative processes.


This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


Manages City Council’s consideration and approval of purchase requests, fees/rates, and policy changes. Represents the department’s interests and positions before a wide variety of audiences, including governmental entities, citizen commissions, trade and community organizations, businesses, and customers. Manages and coordinates the department’s economic development activities with public officials, City departments, the Greater Austin Chamber of Commerce, citizen commissions, and other interested groups. Promotes the department’s mission, policies, and initiatives to the general public, customers, community leaders, community groups, and other external organizations. Serves as liaison and provides technical assistance to City Council and City departments. Provides leadership, insight, and concepts in public and community relation activities. Provides effective and timely responses to information requests and calls for action, including researching and preparing documents for presentation and publication. Coordinates a wide variety of personnel and programs to accomplish overall department objectives. Prepares status reports and briefings to City management on City Council-related and other assigned projects. Participates in internal policy teams, workshops, public hearings, and stakeholder processes.
