Job Description

Minimum Qualifications
For Austin Water:
  • Graduation from an accredited high school or equivalent, plus 3 years of experience in coordination and scheduling of utility infrastructure projects.
  • Education may substitute for experience up to two (2) years.

Position Overview: The position will create plans to pilot new sensors to be installed on the Advanced Meter Infrastructure ( AMI ) network. The plans will include resources to implement the pilot and resulting post pilot implementation. This position will serve as a subject matter expert with direct knowledge of Austin Water’s (AW) operations related to the quality of equipment and materials for My ATX Water. This position will review and analyze the contractor’s work and ensure it complies with AW design standards and policies and their intent. The position will develop new and enhance existing Austin Water design standards and Standard Specifications for operation and maintenance of the AMI Network. The position will also serve as an expert resource for Austin Water Operations staff by troubleshooting, problem-solving, and training on new equipment and processes related to My ATX Water, metering services and devices.

  • Experience in analyzing water meter data with high proficiency using computerized business applications, including Aclara One, eCapris, Infor EAM , GIS , or similar application, to analyze processes and identify opportunities for improvement
  • Understanding of utility construction projects, workforce requirements, and construction techniques relevant to the field with the ability to analyze issues, propose solutions, and ensure project timelines and operational tasks remain on track
  • Knowledge of water utility operations and advanced metering infrastructure ( AMI ) including operations and standards
  • Experience in managing complex projects in a utility or similarly regulated environment, with a strong focus on pilot project development and implementation
  • Strong communication skills with the ability to work collaboratively with project teams, contractors, engineers, and operational staff, while serving as an expert resource for troubleshooting and training on new technologies and processes
  • Experience in reviewing contractor work to ensure alignment with Austin Water design standards, policies, and best practices, along with expertise in contract management and compliance oversight for service agreements
  • Confined Space Training Certified, or ability to obtain through provided training
  • Ability to travel to multiple job sites
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Coordinates and schedules field construction and maintenance projects. Coordinates and reviews construction- or engineering-related contracts and contract documents. Measures work performances against engineering work standards to develop, maintain, and improve City of Austin design and construction standards. Tracks status of projects, and reports to management. Plans projects by determining crew size and composition, work hour requirements, and equipment requirements. Prepares work order schedules, control records, and post schedules. Communicates project and/or program information to internal and external customers. Ensures compliance with City and other regulatory agency requirements and policies. Meets with project managers, engineers, and contractors to discuss designs.
