Job Description and Duties

Under the general direction of the Division of Law Enforcement (DLE) Staff Services Manager III, the Staff Services Manager II (SSM II) performs at the full supervisory level and is responsible for planning, organizing, directing, and administering the work of professional staff with a diverse set of tasks and functions. The SSM II independently manages approximately four administrative teams comprised of management, analytical, and clerical staff. The administrative teams, through the Manager II and staff assigned, ensure division compliance with State, Department and/or Division administrative policies and procedures, maintain the fiscal integrity of the DLE, and provide administrative support and expertise to the DLE programs. The SSM II is responsible for initiating and implementing administrative policies and procedures as necessary, providing guidance and training to DLE management and staff on Budget Change Proposals (BCP), and will oversee the DLE’s recruitment efforts. The SSM II has full responsibility for making daily judgments and decisions that relate to the division’s administrative teams.

Desirable Qualifications

Extensive experience in supervision and management, coupled with a high degree of technical and analytical expertise in budgeting. Expertise should include a thorough understanding of the State Administration Manual (SAM); State budgeting methods and procedures, and departmental programs and policies. Ability to interpret policies and equate them to decisions and negotiate effectively with internal managers on complex and sensitive financial issues. Ability to communicate effectively, both verbally and in writing, with all levels of Departmental staff. Ability to perform efficiently and effectively under rigid time constraints and pressure. Ability to multitask and manage high priority projects. Should be able to identify and correct problems relating to management of departmental resources, including personal services and operating expense allocations. Ability to seek mutually acceptable solutions and develop strategies to address complex issues. Experience coaching employees to maximize efficiency and effectiveness by providing leadership, mentorship and training. Excellent interpersonal skills and sound judgment. Exemplary planning and organizational skills, with attention to detail.
