Location: Office of Operations, Fiscal & Budget Unit - Jefferson City, MO

The main purpose of this position is to verse the federal grants management for the Department.

  • Supervise unit of six (4 full-time & 2 part-time staff) and oversee over $50 million in annual grant processes
  • Manages all grant reporting and ensures deadlines are met and files are ready for audit
  • Manages the fiscal operations, spending plans and projections for the grants section working in collaboration with procurement ,fiscal and budget sections to ensure all grant program needs are met
  • Ensure Deputy Commissioner and Director of Fiscal & Budget are kept up to date on any major grant related issues ranging from application or reporting issues to fund balance and budget issues
  • Coordinate with federal auditors/monitors and program staff related to federal grants
  • Participate in Office of Workforce Development (OWD) financial management meetings and ensure coordination regarding OWD grants
  • Support the entire department with program and policy issues related to federal grants management and Uniform Guidance
  • Follow DHEWD fiscal policies and procedures and assist in the continuous quality improvement of processes and procedures
  • Coordinate and train department staff and sub recipients on grant policy and procedures as needed, and serve as the federal grants submission POC for the agency
  • Assist OWD Compliance with financial monitoring, to include: answering questions, interpreting guidance, providing Technical Assistance (TA), and participating in exit meetings
  • Oversee TA provided to sub-recipients, including guidance on how to set up financial systems, and ensuring award objectives are met
  • Anticipate and address issues through oversight and monitoring of day-to-day interactions, submitted reports, and requests for information, heading off potential audit findings
  • Communicate with sub-recipient independent auditors, as needed, to provide interpretation of compliance requirements
  • Serve as main point of contact to the financial monitoring vendor; provide assistance, review monitoring reports, develop/monitor corrective action plans, plan/participate in training, and provide TA, as needed
  • Find and troubleshoot issues and ensure OWD/Missouri Economic Research and Information Center (MERIC) staff, as well as others, have the tools and resources needed; perform random check-ins with the various program areas to assure needs are met
  • Oversee management of grant reporting systems, Micro Information Products (MIP) and the sub-recipient Financial Reporting System (FRS)
  • Serve as liaison to US DOL Federal Project Officer and Financial staff assigned to Missouri to include being the main point of conduct for monitoring visits
  • Review all time charging, internal spending plans, and SAM II transactions monthly to ensure proper coding and advise staff of Journal Voucher needs
  • Answer questions, mentor fiscal and budget staff, and review outputs to ensure accuracy
  • Assist HR with Enterprise Time Application (ETA) coding questions and maintain the ETA time keeping guide
  • Review and edit contracts, requests for proposal, and Memorandums of Understanding/Agreement before they are finalized
  • Understand and advise senior leadership on all aspects of managing federal awards
  • Direct the completion of quarterly federal financial reports
  • Oversee the reconciliation of federal cash drawdowns to actual needs and direct adjustments as needed
  • Assist Fiscal section with various duties to include preparation of the Schedule of Expenditures for Federal Awards (SEFA);
  • Read, interpret, and summarize various guidance from OWD, the state and federal government, and other various sources specific to the public workforce system for the Fiscal and Budget Unit
  • Assists in the development of the Department’s Internal Control Plan and makes recommendations to senior leadership on measures to gain efficiencies
  • Assists in the development of the Department’s cost allocation plan and its application
  • Demonstrate regular and reliable attendance
  • Perform other related work as assigned


  • Beneficial education and/or work-related experience includes technical or professional education and/or experience in accounting, business, finance or public administration or closely related area.
  • Supportive skills include: knowledgeable in the State of Missouri’s SAM II Financial System, Code of State Regulations related to fiscal and procurement activities, Uniform Guidance, and Government Auditing Standards preferred


* Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is beneficial
