Job Description

This position is responsible for the administrative oversight, leadership, planning, development, and management of the programs and services of the Aging & Disability Resource Center (ADRC) in accordance with state and federal laws, rules, and regulations. Specifically, the area promotes resource development, enhances service coordination, and increases community awareness about services and resources for older adults, adults with disabilities, and family caregivers. This position works under the general direction of the ADRC Director and is part of the ADRC Regional Management Team.

Directs the work of and manages assigned personnel, interns and volunteers. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Recommends employee recognition, disciplinary action, and discharge. Provides leadership and management to all assigned staff. Identifies Staff Development needs; coordinates training. Monitors contracts, services, and other factors to ensure compliance; identifies problem areas and recommends refinements. Organizes and directs the day-to-day operations of the programs with the ADRC. Attends all Information & Assistance Specialist (I&A) Training opportunities offered by the State and assures I&A staff attend as well. Provides regional oversight of Specialists in Barron and Rusk Counties for all functions pertaining to enrollment and disenrollment of customers into publicly funded long-term care programs and proper documentation of contacts. Completes periodic performance evaluations regarding these functions. Serves as the regional Functional Screen Liaison & Long-Term Care Enrollment Coordinator for regional I&A personnel. Serves as the liaison with the Bureau of Aging & Disability Resources, the Office for Resource Center Development, FORWARD Health and other Wisconsin ADRCs; and provides regional support to Disability Benefit staff. Assures proper ADRC staffing coverage in the region to maintain high standards of customer service. Provides backup for providing customer assistance when necessary. Responds to customer grievances and follows ADRC policy for resolution. Receives nursing home MDS-Q referrals for the regional ADRC from nursing home and assigns to appropriate staff. Assists with the collection and analysis of data needed for reports and evaluations of ADRC functions. Provides leadership for quality assurance and quality improvement. Maintains paper filing and record systems to provide easy access to records and information; maintain/destroy records and reports as required per County policies. Attends ADRC Governing Board Meetings and Commission on Aging meetings and provides updates on ADRC activities. Attends educational trainings and conferences as required or relates to the position. Other duties as assigned.

  • Bachelor’s Degree in a health or Human Services related field or licensed to practice as a Registered Nurse in Wisconsin pursuant to § 441.06.
  • Five (5) years related professional work experience with the aging, elderly, and persons with disabilities.
  • Must have previous supervisory experience.
  • Must obtain and maintain certification for administering the Wisconsin Long Term Care Functional Screen.
  • Must become certified by Inform USA within one (1) year from date of hire and meet requirements to maintain certification.
  • Must successfully pass caregiver and criminal background check.


  • Knowledge of the Older Americans Act.
  • Knowledge of federal, state and local regulations governing ADRC target populations.
  • Knowledge of the needs and concerns of elder persons, persons with developmental and physical disabilities, and their family caregivers.
  • Knowledge of local, state and federal resources for elder persons and persons with developmental and physical disabilities, and their family caregivers.
  • Knowledge of administrative policies and procedures of the County.
  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal,State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  • Ability to understand and effectively carry out verbal and written instructions.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.

  • Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.

  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
  • Ability to perform mathematical calculations required of this position.
  • Ability to prepare, recommend and monitor an operating budget, including line item budgeting.
