About The Position:
The Personnel Specialist acts as a liaison to Payroll and Human Resources. The Personnel Specialist performs oversight of pre-employment recruitments and contingent job offers, along with internal staff changes as it relates to the position control report. Assists in the areas of: recruitment, testing, and promotion; and helps coordinate the hiring and background process for police employees. Coordinates with staff to complete new hire paperwork.

ANTICIPATED STARTING SALARY MAY BE UP TO MID-POINT DEPENDING ON CANDIDATE'S EXPERIENCE AND INTERNAL EQUITY.

Minimum Qualifications

Education and Experience:
  • A high school diploma or General Educational Development (GED) equivalent.
  • One year of experience in an administrative capacity involving human resources.
  • Preferred: recruiting, testing, and tracking.

  • Equivalency Statement:
    • Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.

Licensing, Certification, and Other Requirements:
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Maintains confidential information and files.
  • Acts as the department's Scottsdale Personnel Partnership Program representative (SP3).
  • Works closely with the Payroll and Human Resources department.
  • Manages positive working relationships with vendors providing assistance to the Police Department in applicant screening.
  • Maintains employee personnel files and background files.
  • Maintains personnel database.
  • Schedules applicants for physical and psychological testing; coordinates with staff to complete new hire paperwork.

  • Most work is performed in a City office environment, with the ability to telework as needed.

  • Operate a variety of standard office equipment including: computer, telephone, calculator, copy and fax machine requiring continuous and repetitive arm, hand, and eye movement.
  • Travel to/from meetings.
