ABOUT THE JOB:This position involves managing the Operations group within the Information Technology (IT) Department, ensuring the efficient and secure configuration and maintenance of computer technology systems. As the leader of IT operations, the role oversees helpdesk support, workstation installation, enterprise data and server management, data center operations, and the network infrastructure. The successful candidate will drive strategic improvements in technology management, enforce data security policies, lead complex technical projects, and maintain strong relationships with stakeholders. This position also plays a key role in budget preparation, enterprise change management, and delivering high-quality technical support services across various County departments.
In addition to these responsibilities, this role is a key part of the IT department's management team, actively contributing to strategic decision-making and long-term planning. You will collaborate with leadership to develop technology strategies, align key performance indicators (KPIs) with strategic goals, and shape the future direction of IT within the organization. This position also plays a critical role in budget preparation, enterprise change management, and delivering high-quality technical support services across various County departments.
The ideal candidate will have a strong background in managing IT systems, a proven track record of implementing innovative technology solutions, and experience leading teams through organizational change.
The typical schedule is M-F, but requires occasional after-hours work, including weekends and holidays, based on the business need to address critical IT issues, perform system maintenance, and handle emergencies.
This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.
Key Responsibilities: - Managing IT Operations: Leading the IT Operations group, which includes helpdesk support, workstation installation, network infrastructure, cloud-based services, and data center operations.
- Leading IT projects: Manage multiple strategic IT projects, providing technical assistance, coordinating individual responsibilities, and maintaining project management standards.
- Enforcing Data Security: Ensure data security, confidentiality of records, and compliance with state and federal regulations regarding technology.
What You Will Bring: Knowledge of or experience with:
- Technology Management: Knowledge of efficient management techniques for technology resources, including system integration and IT project planning.
- Network and Server Administration: Experience with network administration, server management, backup technology, troubleshooting, and Windows-based software applications.
- Regulatory Compliance: Understanding of state and federal regulations governing technology functions, especially in a government environment.
Skill in:
- Technical Problem Solving: Ability to solve technical problems involving integrated operating systems, networking, and cloud solutions.
- Project Management: Proficient in managing complex IT projects, coordinating teams, and monitoring contractor/vendor performance.
- Communication: Effectively communicate technical issues and processes to non-technical staff and foster strong working relationships across departments.

Minimum Qualifications- Bachelor’s degree in Information Technology, Computer Science, or a closely related field;
- AND five (5) years of IT operations, applications development, and technical support experience, including managing experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
Necessary Special RequirementsPossession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
