Description PRINCIPAL WATER POLLUTION CONTROL PLANT OPERATOR Regular, Full-Time Employment Opportunity First Application Review Date: September 16, 2024 The Principal Water Pollution Control Plant Operator, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Operates and makes minor repairs to engines, motors, pumps, sedimentation basins, flights, gates, valves, chlorinators, contact channels and other related equipment. Is proficient at the application, use, and administration of the SWPCPs CMMS and ensures that associated work orders are appropriate, properly submitted, approved, and issued in a timely fashion to ensure the SWPCP equipment is properly maintained. Reviews, adds critical relevant information if needed, and certifies logbook entries are accurate, complete and meet established guidelines. Performs and orders analytical tests as needed for pilot studies, process control evaluation or other troubleshooting efforts. Ensures cost effective operations through the control and monitoring of electrical loads, chemical usage, staffing overtime/training assignments, and other operations costs. Optimizes removal of all solids separation processes such as primary sludge pumping, sedimentation tank FOG skimming, programming of raw sludge pumping cycles, and algae float skimming treatment and disposal. Schedules work for all crews based on individual operator Shift assignment including annual vacation requests and other time off requests. Updates monthly schedule to ensure the plant is properly staffed at all times on all shifts every day of the year. Checks and reviews time cards, and ensures compliance with vacancy guidelines. Trains operations staff on new and existing systems and equipment, developing and modifying training materials as needed to keep up with existing and changing technology. Evaluates process control programs to ensure they work as designed, preform under extremes and tune/s the system/s when drift of the process is observed. May act as the Designated Operator in Charge for the Water Pollution Control Operations Manager in his/her absence. WORKING CONDITIONS: Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 50 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. Mechanical, electrical and hydraulic principles. Safety procedures pertaining to plant operations, including the techniques for handling and storing hazardous chemicals, and responding to and reporting chemical spills and other emergencies. Skill in: The use of Supervisor Control and Data Acquisition (SCADA) systems, Human Machine Interface (HMI) systems to monitor, adjust, and evaluate plant process control parameters to meet performance targets and meet or exceed effluent water quality goals for NPDES compliance. The use of computers; SCADA generated trends for wastewater treatment processes analysis, troubleshooting and process control. The use of hand, power, other mechanical, electrical and pneumatic tools and other equipment. Network Specialist II This is a journey level technical position requiring knowledge of, and prior job experience with Microsoft and/or CISCO enterprise production environments. The Network Specialist II will provide support and administration of networks, servers, and databases, along with related equipment and software. The Network Specialist II provides technical support of business applications. The position requires a high degree of technical IT skill in addition to the skills and abilities of the Network Specialist I as listed above. Network Specialist III This is an advanced journey position requiring a high level of knowledge and experience of Microsoft and/or CISCO production environments. Receives and responds to customer service requests concerning scope of program, technical information, and service delivery issues. Investigates and facilitates corrective action as necessary to resolve service complaints. Develops proposals to obtain county, state, and federal grants; implements and administers grant programs. Serves as secretary and/or makes presentations to boards, commissions and outside bodies and jurisdictions. Minimum Qualifications Knowledge, Skills and Abilities Knowledge of: The principles and practices of environmental sustainability and climate protection programs, and/or integrated solid waste management and/or urban runoff management including the Municipal Regional (stormwater) Permit and required compliance activities; public education and outreach practices related to environmental programs; pertinent local, State and Federal rules, regulations and laws; budgeting procedures and techniques; principles and practices of supervision, training and performance evaluations; project management; the role of a municipal governmental agency in promoting a healthy environment and meeting legislative requirements; practices and methodologies of contract and grant administration; group dynamics; conflict resolution techniques and practices, organizational design and development, and generally accepted principles and practices of local government. Ability to: Organize, implement and direct environmental sustainability and climate protection programs, and/or integrated solid waste and/or urban runoff program activities; analyze administrative guidelines, regulations, and legislation; operate as a leader or team member in a variety of groups and circumstances; manage meetings; prepare clear and concise reports, correspondence and data in written and oral formats; analyze complex technical data; assist in the development and monitoring of an assigned program budget; supervise, train and evaluate assigned staff; organize and prioritize responsibilities and manage professional and technical staff so that projects and reports are completed in a timely, accurate and effective manner; develop services and programs for residents and businesses; provide presentations to a wide variety of audiences; establish and maintain professional working relationships with staff, elected officials, representatives from other organizations and the general public; provide staff leadership and foster staff development; provide sound and well developed recommendations to senior management and City officials. Education/Experience Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: education and/or experience equivalent to graduation from an accredited college or university with a Bachelor's degree in environmental science, urban planning, project management, engineering, public policy, or business administration, or a closely related field, and five years of progressively responsible experience directly related to environmental sustainability and climate protection, urban runoff and/or integrated solid waste management. A Master's degree in a directly related field may be substituted for one year of experience. Lead or supervisory experience is highly desirable. Licenses/Certificates/Special Requirements This classification requires the ability to travel independently within and outside City limits and possession of a Class C California driver's license. Failure to maintain this license will result in discipline up to and including termination.
