(Job #533912) Administrative Analyst/Specialist II, Student Account Analyst/Disbursement Coordinator, Salary Range: $5,022 - $9,083 monthly . This is a full-time, benefited, exempt, 12-month pay plan permanent position with a one-year probationary period in the Student Financial Services Department. Position Summary:

The Student Account Analyst/Disbursement Coordinator works under the general supervision of the Student Accounts Manager. They are the subject matter expert within Student Financial Services for Federal, State or CSU financial aid program rules and regulations. They will interpret all program changes, review program requirements, develop and implement associated campus procedures to ensure compliance.

This position collaborates with the Registrar, Financial Aid Office, Enrollment Management, Housing and Finance along with other CSU Institutions to identify ways of leveraging financial resources for students and support best business practices.

The Student Account Analyst/Disbursement Coordinator will also be responsible for analyzing student account activity, investigating discrepancies and/or disputes and return of funds activity using general knowledge of the financial aid disbursement process, fee assessment process, payment application and CSU guidelines.

Key Responsibilities:

Financial aid disbursement subject matter expert, responsible for the accounting of financial aid program adhering to the rules, regulations, and funding requirements.

* Interpretation and review of program requirements and developing or amending campus procedures to ensure compliance with Federal, State and CSU regulations.

*Coordinate financial aid disbursement schedule, insure appropriate and timely processing of financial aid refunds

*Monitor all withdrawals, prepare appropriate documentation, submit adjustments to the Financial Aid Office, process the return of funds and ensure all activity is completed timely.

*Return of an excess Title IV Funds to the Department of Education as required by the Student Federal Aid Commission Regulations (R2T4).

*Monthly review and reconciliation of financial aid funding and scholarships, identify potential accounting problems, document discrepancies, and recommend corrective action.

Account analysis-focused on analyzing student account activity, investigating discrepancies, disputes and initiate the return of funds activity using general knowledge of the financial aid disbursement process, fee assessment process and payment application processes.

Identify potential accounting problems and recommend corrective action. Regular review of account transaction for appropriateness and validate.

Customer service-assist and provide guidance to students and parents regarding inquiries, provide support, documentation, and analysis. Assistance to campus personnel or outside agencies.

Knowledge, Skills, and Abilities Associated with this Position Include:
  • Ability to review student account disbursement data for accuracy, completeness, validity, and adherence to established standards and CSU polices.
  • Extensive expertise to compute and record financial data accurately; identify, trace and correct errors; compile monthly reconciliation and ability to utilize computerized systems and programs.
  • Working knowledge of operational and fiscal analysis and techniques.
  • Ability to work independently.
  • Ability to implement new technology in day-to-day business processes.
  • Advance knowledge and experience with interpreting and implementing regulations, policies, and procedures.
  • Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form
  • Ability to communicate effectively with others inside and outside the unit, including conveying technical information
  • Demonstrates the ability to work with a team of colleagues who represent a diversity of work and conflict resolution styles.
  • Ability to work in a fast-paced environment while exercising tact, courtesy, alertness, and good judgement in responding to others
  • Ability to operationalize sustainability concepts (economy, society, environment) into all aspects of performing job duties.

Minimum Qualifications:
  • Entry to this classification requires general knowledge and skills in the applicable administrative and fiscal analysis field with a foundational knowledge of public administration principles, practices, and methods.
  • This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Preferred Qualifications:
  • Advanced knowledge of Federal and State Financial Aid Programs
  • General knowledge of governmental financial record-keeping methods
  • Knowledge of PeopleSoft Applications
