THE BENEFITS OF CITY EMPLOYMENT:
The City provides an attractive compensation package that includes a competitive salary range up to $218,729 annually, with a 2.5% COLA scheduled for July 2023, retirement through CalPERS, choice of health plan, and employer contributions to a Retiree Health Savings Plan.  Santa Rosa does not participate in Social Security but assesses the Medicare contribution of 1.45%.  More information about available benefits associated with the position can be found in the Unit 10 MOU and on our Miscellaneous Employee Benefits Page.

ADDITIONAL BENEFITS INCLUDE:

  • Eligible for Attraction & Retention Incentive, up to 10% of base salary (split between first and second year of employment)
  • Flexible schedule (9/80) available with management approval
  • A 2.5% COLA salary increase effective July 2023
  • 11 paid holidays annually, plus 1 to 3 'floating holidays' per year depending on hire date and years of service
  • $500 annually for health and wellness
  • $350 per month for transportation expenses
  • Administrative leave, up to 80 hours annually, in addition to vacation and sick leave

THE DEPARTMENT:
The Transportation & Public Works Department builds and maintains the City's vast infrastructure including streets, traffic signals, storm drains, bridges, sidewalks, parks, streetlights, and the City fleet including buses, fire engines and police patrol vehicles.  Supported by 261 team members and a FY 2022-2023 budget of just under $100 million, the Transportation & Public Works Department is organized across six primary divisions, which include: Transit, Traffic Engineering, Field Services, Capital Projects Engineering and Zero Waste in addition to the department's General Administration function.

Job Description

Administrative direction is provided by the City Manager; responsibilities include direct and indirect supervision of management, professional, technical and administrative support staff. 
 Essential Duties: The following duties are considered essential for this job classification: 

  • Direct and participate in the development and implementation of goals, objectives, policies and procedures and priorities;
  • plan, direct and review all public works activities including all phases of design, survey, inspection and street, vehicle, equipment and electrical maintenance;
  • plan, direct and review transportation and traffic engineering activities;
  • plan, direct supervise and provide overall administrative direction to the City’s public transit program;
  • participate in city wide strategic planning activities;
  • serve as liaison for the City in intergovernmental relations;
  • confer with and advise staff on problems related to the design and construction of public works systems, the interpretation and enforcement of construction specifications, the design and operation of traffic systems, and the operation of a public transit program
  • analyze, interpret and apply policies and procedures;
  • review plans, engineering reports, budget estimates and proposed ordinances submitted by division heads;
  • develop and implement plans for the financing of public improvements;
  • coordinate grant funded programs and direct the City’s grant application and administration effort;
  • review and approve the design and construction of public works improvements;
  • act as technical advisor to the City Manager and City Council on public works, engineering and traffic matters;
  • supervise and participate in the development and implementation of the capital improvement program and budget;
  • respond to requests for information and difficult citizen inquiries and complaints;
  • evaluate and recommend professional engineering and public works and transportation consultants and contracts;
  • determine the need for new equipment and facilities, major repair and rebuilding projects;
  • supervise and participate in the preparation and administration of the department budget;
  • coordinate transportation and public works activities with other City departments and with outside agencies;
  • represent the Transportation and Public Works Department before the City Council, community group and professional organizations;
  • select, supervise, train and evaluate management, professional, technical and administrative support staff;
  • perform related duties as assigned.

Job Requirements

Knowledge of: Principles and practices of engineering and public administration  as applied to the design and construction of public works facilities and technical inspection services; methods, materials and techniques employed in public works construction; principles and practices of vehicle, equipment and electrical maintenance; methods, materials and techniques of street maintenance and repair; applicable federal, state and local laws, rules and regulations pertaining to the operation of a public transit program and local government operations;  recent developments, current literature and sources of information in municipal public works and public transit administration; principles and practices of modern office management, organization, administration, budget and personnel management. Ability to: Plan, direct, organize  and coordinate the activities of a large department in a manner conducive to full performance and high morale; plan, assign and administer the activities of management, professional, technical, and administrative support staff; delegate authority and responsibility; schedule and program work on a long-term basis; select, supervise, train and evaluate subordinates; communicate clearly and concisely, orally and in writing; maintain liaison with various private and public agencies and interact successfully with members of the public and other interested groups.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – A minimum of ten years of progressively responsible professional engineering and administrative experience in the field of public works, engineering, transportation, transit operations, municipal government or public administration, including management and supervision of work activities. Education - Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering. Additional coursework in transportation, public administration or a closely related field is highly desirable.
License: This classification requires the use of a personal or City vehicle while conducting City business. Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California driver’s license, OR be able to demonstrate the ability to travel on scheduled and unscheduled visits to various locations in the City which may or may not be reachable by public transportation.
Certificate: Possession of a certificate of registration as a professional civil engineer in the State of California.
