The Position The Automation Specialist will maintain, modify, install, upgrade and assist in the design of the Districts supervisory control and data acquisition (SCADA) system, automation control system, and communication systems for all domestic and recycled water treatment plants, biosolids facilities, sewer collection lift stations, natural treatment systems (NTS), domestic and recycled water pump stations, domestic and reclaimed water production wells, reservoirs and their associated management systems. Summary of Duties Design, install, modify, maintain and troubleshoot new and existing Programmable Logic Controller (PLC), SCADA System, Human Machine Interface (HMI), Operator Interface Terminal (OIT), Alarm Dialers, Communication devices (radio, routers, switches, cellular modems, Ethernet to serial converters, etc.), industrial internet of things (IIoT), power & protection devices, industrial motor & engine controls, uninterruptible power supply (UPS) system and devices within the Automation and Control System Install, modify, maintain, and troubleshoot servers, operating systems, desktops, thin clients, tablets, and virtual machines. Maintain and update documentation, files, and spreadsheets as required. Utilize change management software to ensure critical software and documentation is routinely updated, securely backed up, and available for recovery. Monitor and respond to Automation system alerts to insure 24 hours per day/7 days per week (24/7) reliability and real-time operating environment. Assist Cybersecurity Analyst in the implementation of, and adherence to, cybersecurity related measures on the districts SCADA systems to ensure availability, integrity, and confidentiality of data and control system functionality. Support and collaborate with Operations, Maintenance, and Engineering departments to troubleshoot Automation control systems and implement enhancements to improve overall system efficiency and reliability. Provide support to Engineering and System Integrators with PLC and SCADA system validation and testing. Read and interpret design drawings, P&ID drawings, shop drawings and vendor manuals for process control and communications systems as required. Perform site assessments and evaluations of equipment to be maintained. Perform preventive maintenance duties at schedules intervals on all control and communications systems as required. Create preventive maintenance templates and schedule PM routines through the enterprise asset management (EAM) system. Ensure an adequate stock of spare parts and equipment is maintained. Requisition supplies, materials, tools, and equipment utilizing the computerized Purchase Requisition system. Process and track work orders utilizing the computerized enterprise asset management (EAM) system. Coordinate District intra-departmental work and work with outside agencies and companies to complete assigned task(s) as required. Participate in the department after-hours standby program. Reports To Assistant Chief Mechanical Officer Current Assignment Under the direction of the Assistant Chief Mechanical Officer of Rolling Stock and Shops, the Superintendent of Rolling Stock & Shops will be primarily responsible for managing and directing operations of an assigned rolling stock maintenance primary shop, Component Repair Shop, or the Vehicle Trouble Desk at Operation Control Center. The primary shops are in Richmond, Daly City, Concord, and Hayward. The Vehicle Trouble Desk offices are in Oakland. Component Repair Shops are at the new Hayward Maintenance Complex (HMC). BART Rolling Stock and Shops has an ISO 9001:2015 quality certification and current maintains a fleet of 820+ rail car vehicles and expects to increase the count to 1,200 within the next three years. Primary shops Primary Shops conduct rail car maintenance and modifications, rolling stock inspections, cleaning, preventive maintenance, corrective maintenance, electrical and mechanical repair of revenue service vehicles in a specified shop. The Superintendent works closely with vehicle maintenance engineering and Production Support staff to coordinate and complete activities to maximize vehicle reliability and provide the necessary number of vehicles available for revenue service. The Superintendent works closely with Vehicle Maintenance Engineering and Production Support staff to develop effective solutions to transit vehicle maintenance and reliability problems. Component Repair Shops (CRS) CRS is divided into two shops: Electrical Mechanical Repair Shop (EMRS), Electronic Repair Shop (ERS). Rather than outsource the repair and overhaul of the revenue vehicle components and parts, CRS staff, repairs / overhauls the revenue vehicle components in house, i.e. trucks, axles, gearboxes, traction motors, brake calipers, HVAC, air compressors, door operators, hydraulic components, electrical equipment, electronic equipment related to the revenue vehicle as well as other components by taking pride of ownership, supporting all primary shops/other departments with their needs by producing quality and reliable components with great results at the car level, ultimately providing a safe and reliable product to our patrons. As a certified by the Association of American Railroads Quality 5000 Compliance program, BART maintains a standard in Overhaul, Repair, and Assembly of bogies and all is components, i.e., wheels, gearboxes, traction motors, axles, wheel press, to include wheel lathe, etc. Vehicle Trouble Desk The Vehicle Trouble Desk mitigates rail car malfunctions and service delays while the rail cars are on mainline. The Superintendent of the VTD directs daily mainline technical activities in support of the district’s revenue operation including strategic location of technicians and advising train operators, train controller and wayside personnel to limit vehicle-caused delays. The Superintendent also serves as the principal liaison to the Transportation Department for service delivery and integrates Rolling Stock and Shops efforts with Transportation service delivery requirements including coordination and management of fleet-wide modification campaigns, car, and fleet balancing, and maintains vehicle operating hours budget (hours per vehicle, per fleet. The Superintendent of Rolling Stock and Shops, in each location, will also be responsible for coordinating assigned activities with other divisions, departments, and outside agencies, etc., providing highly responsible and complex administrative support to the Assistant Chief Mechanical Officer and performs related duties as assigned. Adapts, assembles, installs, maintains, wires, modifies, and updates traffic signals or monitoring equipment, microwave and cable telemetering systems and control equipment. Installs and repairs traffic signal conduit, traffic signal safety lighting, illuminated street name signs, and street lighting; removes wires and cables. Operates environmental chamber to test equipment to state and NEMA specifications. Tests and calibrates traffic control equipment to state and NEMA specifications. Reconstructs and refurbishes traffic signal equipment; installs traffic signal and controller cabinets; installs traffic signal poles, pedestrian and vehicle indictors and other related equipment Assists in designing and fabricating special electronic apparatus and systems. Responds to emergencies or reported malfunctions such as pole knockdowns or traffic signal timing problems. Consults with factory representatives and Traffic Engineering staff to identify and resolve technical problems. Maintains and completes records and forms such as maintenance logs, material requests, and PBB budget items. May provide lead direction and training to others involved in traffic signal maintenance.
