GENERAL DESCRIPTION OF POSITION Primary work of the certified Lifeguard is to ensure the safety of individuals using the City’s swimming pools. A Lifeguard’s major responsibility is to observe swimmers and enforce regulations in the guarding of life and the prevention of accidents at the City’s swimming pools. Incumbents support daily program operations, maintains sanitation and cleanliness of pool and surrounding area; assists in scheduling and conducting aquatic activities. SUPERVISION RECEIVED Works under general supervision of the Aquatics Manager and Assistant Aquatics Manager. SUPERVISION EXERCISED Exercises supervision over all aquatic patrons and performs as a mentor of new lifeguards employees who are in training. Minimum Qualifications/Special Requirements EDUCATION AND EXPERIENCE Minimum of 15 years of age or older to be employed with City of Kingman as a Certified Lifeguard (applicant must be 15 years of age to enter the Lifeguard certification program with the approval of the Lifeguard Instructor). Some experience working with the public. Be able to complete Red Cross certification program or convert from another Lifeguard certification program to Red Cross. Be able to pass a Lifeguard pre-test (physical abilities). SPECIAL REQUIREMENTS Some assignments may require valid Arizona state driver’s license or ability to obtain one. Requires possession of a valid certification from a lifeguard organization (Ellis, Red Cross, Starguard). Also prefer certification, or ability to obtain certification, as a Swim Instructor. Requires possession of Cardio-Pulmonary Resuscitation (CPR), First Aid, Automated External Defibrillators (AED) and Bloodborne Pathogens Training certifications . Performs routine maintenance such as skimming pool, hosing deck, arranging deck chairs, etc. Makes periodic tests of water in the pool to determine chemical balance of chlorinators. Develops cooperative relationships with pool patrons to ensure positive public relations. Assists in the preparation of posters, fliers, and related promotional material related to aquatic programs, and special events. Coordinates, completes and maintains all records as they relate to the City of Kingman employment procedures, filing of accident, incident, or employee related reports. Performs a variety of miscellaneous duties such as answering the phone, typing, facility supervision, public speaking to youth groups and classes, and general public relations and promotion of the City Aquatic programs. Attends all necessary meetings and trainings as scheduled. Completes written materials such as: daily attendance, accident/incident forms, timesheets, evaluations and other related records and reports. Provides excellent and proficient customer service to both internal and external customers. Regular attendance is an essential function of this job to ensure continuity; Maintains regular, reliable and punctual attendance and adherence to scheduled hours of work. May be required to work early mornings, afternoons, evenings, weekends and holidays as needed; Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions. PERIPHERAL DUTIES May operate golf cart on park premises. If 18 years of age or older, may operate a city vehicle to run errands and attend to events. As needed, unlock and lock facilities. Utilizing computer hardware and software to accomplish work assignments (i.e., Microsoft Office) and demonstrate proficiency to update documents, spreadsheets, and databases. Ability to: Effectively guard to aid in ensuring safety of patrons while in the water and on the pool deck. Correctly assess emergencies and needs for assistance, implement correct decisions and act quickly and effectively in emergencies. Perform and deliver all the proper open and deep-water rescue techniques, day-to-day policies and procedures of the Aquatics division. Maintain safety and order in a swimming pool facility. Communicate effectively with the staff, supervisors, management and the public. Understand and follow directions given by immediate supervisor. Learn and understand pool rules and regulations. Salary is negotiable based on experience: Assistant Pool Manager: $21.50 - $22.59/hour with minimum 3 seasons of experience Pool Manager: $24.33 - $24.93/hour, with minimum 5 seasons of experience The Aquatics Program The Concord Community Pool at 3501 Cowell Rd is one of the City’s most popular facilities, serving approximately 124,000 swimmers per year in our award winning learn to swim classes, our lap swim, recreational swim and water exercises programs, as well as serving as a place for many swim teams to practice. The pool is open year round, heated to a comfortable 80 degrees, and is 50 meters in length. The pool also boasts heated changing rooms and showers. What you will be doing: Under supervision, Assistant Pool Managers and Pool Managers are responsible for seasonal and year round operation of a community swimming pool, including lead supervision of pool lifeguards, swimming instructors, and other employees; the application and enforcement of rules and regulations governing the health, safety, and welfare of patrons; the overall operation and maintenance of the pool, its equipment, and facilities; the conduct and expansion of various swim instruction programs; and the determining of priority of use of the pool and its facilities. The Pool Manager is distinguished from the Assistant Pool Manager in that the Pool Manager works at a higher level of independence and participates in program scheduling, recruitment and staffing. All positions are part time, limited service, and m ust be able to work approximately 20-30 hours a week; early morning ( 5:30AM - 10:00AM) , evening and weekend shifts when required; and attend weekly in-service trainings. They must also be able to successfully complete Lifeguard Training provided by the City of Concord. What you will be doing: Under supervision, Assistant Pool Managers and Pool Managers are responsible for seasonal and year round operation of a community swimming pool, including lead supervision of pool lifeguards, swimming instructors, and other employees; the application and enforcement of rules and regulations governing the health, safety, and welfare of patrons; the overall operation and maintenance of the pool, its equipment, and facilities; the conduct and expansion of various swim instruction programs; and the determining of priority of use of the pool and its facilities. The Pool Manager is distinguished from the Assistant Pool Manager in that the Pool Manager works at a higher level of independence and participates in program scheduling, recruitment and staffing. GENERAL DESCRIPTION OF POSITION Responsible for the overall operation, staffing and scheduling of programs and activities of both City aquatic facilities, as well as maintaining current status with all the latest certifications and training information. Essential Job Functions Conducts continuous surveillance of assigned pool area for signs of swimmers in trouble and for violations of pool and safety regulations and performs water rescue of pool patrons as needed. Administers first aid to victims of near-drownings, heart seizure, heat exhaustion, broken bones or lacerations; releases seriously injured victims to senior lifeguard or pool manager. Elicits compliance with and enforces pool ordinances and rules; refers persistent violators to the senior lifeguard or pool manager. Teaches beginner and advanced swim classes using standard departmental lesson plans and demonstrations; may coach individual or team aquatic sports and assist with aquatic special events. Performs pool maintenance tasks such as backwashing the water filter, testing the water chlorine and pH levels and adding chlorine and muriatic acid to bring the level up to standards; fills pool with water to established level; cleans the deck, vacuums the pool and ensures that first aid equipment complies with health and safety standards. Maintains, repairs and takes inventory of first aid and lifesaving equipment. Engages in the physical fitness program established by the department in order to maintain capability to perform pool lifesaving duties. Prepares and submits written reports of pool - related incidents to immediate supervisor, as needed. Requirements SELECTION REQUIREMENTS: ABILITY: Candidates must have the ability to swim 300 yards in 6 minutes and 30 seconds or less. CERTIFICATIONS* : Certification resulting from the successful completion of the Department of Parks and Recreation Lifeguard Training Program that is a minimum of 64 hours and consisting of: First Aid for Public Safety Personnel Cardiopulmonary Resuscitation and Automated External Defibrillator (CPR/AED) for the Professional Lifeguard Resuscitation-Oxygen Administration American Red Cross Bloodborne Pathogens Lifeguard Training for the Professional Rescuer VISION : At least 20/30 in each eye with correction, and at least 20/200 with both eyes open without correction. HEARING: There may be no greater than a 25 dB loss in the better ear as averaged over the test frequencies of 500, 1000, 2000, and 3000 Hz. There may not be a peak loss at any of the test frequencies greater than: 30 dB at 500 Hz 30 dB at 1000 Hz 40 dB at 2000 Hz 40 dB at 3000Hz There may be no greater than 35 dB loss in the worse ear as averaged over the test frequencies, and no peak loss greater than 45 dB at any of the test frequencies. In the case of a questionable, unusual, or borderline hearing loss, the applicant's record will reviewed by the Occupational Health Service consultant in otolaryngology who will make a recommendation as to the applicant's employability and forward it to the Medical Director for final disposition. LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS: 4 - Arduous. This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.
